The Cycling and Pedestrian Advisory Committee convened at 7:02 p.m. with Ms. Sandra McEleney presiding as Chair.  Mr. Peter Miasek assumed the Chair at 8:05 PM.

 

 

1.         MINUTES OF THE MARKHAM CYCLING AND PEDESTRIAN ADVISORY

            COMMITTEE MEETING HELD ON SEPTEMBER 23, 2010

 

The Committee suggested that the request to expand high use areas on the map be included in the minutes.

That the minutes of the Cycling and Pedestrian Advisory Committee meeting held on

September 23, 2010 be adopted as amended.

2.         INFORMAL ROUND TABLE INTRODUCTION

 

There was a round table introduction and informal discussions with respect to the 2011 Business Plan.  The Committee inquired whether the 2011 Business Plans needs a vision and staff advised that the master plans already include the Town's vision.

 

 

3.         CPAC 2011 BUSINESS PLAN

 

The Committee suggested that the 2011 Business Plan be categorized into three sections: 

 

  • Vision – take from Master Plan and/or Greenprint
  • CPAC Objectives – to provide advice and support to the Town on infrastructure, education/outreach and research
  • Programs/Tactics – consisting of  Infrastructure, Education/Outreach and Research

 

The following are the detailed programs to be included in the 2011 Business Plan; and,

 

Infrastructure

·         Continue to build upon projects that are already in the approval process or planned for 2011

·         Review the sidewalk program

·         Installation of Bike racks - along Steeles Avenue and at VIVA/YRT stations

·         Bike lanes along Highway 7 from Bayview Avenue to Warden Avenue (confirmation as to whether will be segregated from traffic or not)

·         Major Mackenzie Drive East - continue with implementation

 

Education/Outreach

·         Bicycle Route map

·         Can-Bike - these are run by the Town or Region and include festivals, public courses and school courses. No CPAC involvement - include as fyi only

·         Markham Giro - will require more volunteers in order to improve

·         Outreach Event Opportunity - include in the plan if there is volunteer participation from CPAC

·         Smart Commute - continue to promote

·         School Programs such as The Walking School Bus and School Travel Plan - needs to be better publicized and CPAC to help promote the programs.  A pilot program is planned at Don Cousens Elementary School

·         Guided walks through parks/trails

 

There was brief discussion with respect to making the above events accessible to physically and mentally challenged individuals.

 

Research

·         Engage the Region of York to assist in a study and research with respect to pedestrian and cyclist conflicts on sidewalks and roadway intersections

·         Use social media to obtain feedback on on-road versus off-road bike lanes
