The Cycling and Pedestrian Advisory Committee convened at 7:05 p.m. with Mr. David Rawcliffe presiding as Chair.
1. MINUTES OF THE
COMMITTEE MEETING HELD
ON OCTOBER 28, 2010
That the first paragraph under item #3 be amended as follows:
The Committee suggested that the 2011 Business Plan be categorized into
three sections:
The following are the detailed programs to be included in the 2011
Business Plan; and,
That bullet 2, 6 and 7 under "Education Outreach" be amended:

2) Can-Bike – these are run by the Town or Region and include festivals, public
courses and school courses. NO CPAC
involvement – include as fyi only

Consultation Strategy
Overview
Mr. Lorenzo Mele, TDM Coordinator distributed a draft copy of the consultation strategy.
The Committee stated concern with the suggested number of meetings and that this process could delay the estimated target of the actual construction of the new trail. The Committee is suggesting that the proposed meeting schedule be reviewed. The Committee suggested that the first two Public Information Centres (PIC) be combined into one.
There was discussion regarding the consulting group Sustainable Trails and have them review the proposed location of the trail.

That Mr. Bill Goulding from Sustainable Trails be invited to a future meeting of the Cycling and Pedestrian Committee.

The Committee suggested that this appointment be deferred.
3. 5 YEAR IMPLEMENTATION PROGRAM
Mr. Mele advised the Committee that the "Cycling, Pathway and Trails
- 5 year Implementation Program" report will be
considered by the Development Services Committee on December 13, 2010 and
indicated that the projects that require an Environmental Assessment would be
bundled together following the endorsement of the program.
4. CPAC 2011 BUSINESS PLAN
DEVELOPMENT
Mr. Mele delivered a PowerPoint presentation regarding the Draft 2011 Business Plan advising that this is a first draft based on the Committee's previous discussions/suggestions.
The Committee discussed the design of the bike shelters and Mr. Vi Bui, York Region advised that the Regional Municipality of York is in the process of developing a standard bike shelter.
The Committee suggested the following amendments be made to the Draft 2011 Business Plan:
Slide 8 - add a bullet for accessibility
Create a new slide entitled "Major Mackenzie Drive East" and include the following action items: identify missing sections with implementation program and install other treatments (eg. signs).
Slide 9 - add a bullet for accessibility
Slide 19 - include the Thornhill Festival
Create a new slide entitled "Guided Walks/Tour"
There was discussion related to the expected participation of the CPAC members at the official opening ceremony for Major Mackenzie Multiuse Pathway and other suggested events. Staff suggested contacting Corporate Communications to further explore the opening of the Major Mackenzie Multiuse Pathway. The Committee suggested having the CAN BIKE instructors be representatives some of the other suggested events on behalf of CPAC.
5. 2011 MEETING SCHEDULE
The Committee suggested scheduling the January and February meetings for the second Thursday of the month.
The following items are to be included in the agenda for the January meeting:
· Research
· Reward program
· Outreach - level of participation
6. OTHER BUSINESS
Mr. Mele distributed a handout entitled "Is your community bicycle friendly?" and a magnet for "wwwiCANwalk.ca"
