Karen Barrer
Karen Barrer, applicant, gave a brief overview of the
changes/modifications made to the front elevation of the property at 33 Union
Street in order to comply with the site plan approval requirements. The
Committee reviewed the modifications and had no objections subject to the
applicant working with the Town Design group staff to develop a compatible
landscaping approach to the front of the property.
RECOMMENDED:
THAT Heritage Markham has no objection to the revised works at 33 Union
Street, subject to the applicant working with the Town Landscape Planner to
develop a compatible landscape treatment for the area of the property
immediately in front of the historic portion of the house.

proposal and commentary was expressed relative to the pane division of the
proposed new windows. It was suggested
that the applicant be apprised of the Committee’s comments and that the
application be forwarded to the Architectural Sub-committee for further review
and approval.

THAT the proposed new windows be
simplified to be more consistent with the late 19 century period of the
existing dwelling;
THAT the attached staff memo be forwarded to
the applicant for review;
AND THAT the application be forwarded to the

There was a brief discussion on this
application and it was agreed that the windows should be retained due to their
uniqueness and historical significance.
RECOMMENDED:
THAT Heritage Markham does not support the
replacement of original multi-pane windows at Franklin School, 21 Franklin
Street;
AND THAT restoration of
historic windows is the preferred approach;
AND FURTHER THAT in the event that new windows
are required, as determined by Heritage staff, new windows are to be made of
wood, with external mutins in a pattern that is consistent with the originals.

RETURN OF LETTER OF
CREDIT - SKYLIGHT ISSUE (16.11)

The Senior Planner, Heritage and
Conservation, gave a brief overview of the situation relative to the
installation of the skylight. It was
agreed that the applicant should appear before Heritage Markham within 60 days
to discuss options relative to the skylight and its possible removal.
RECOMMENDED:
THAT Town staff inform the applicant, in
writing, of Heritage Markham’s concern and that he be invited to appear before
the Committee within 60 days to further discuss alternatives to the removal
and/or relocation of the skylight.

ONTARIO HERITAGE ACT -
RECENT AND FUTURE AMENDMENTS (16.11)

The Manager, Heritage Planning, gave an
overview of the proposed changes to the Ontario Heritage Act, the most
substantial in 25 years. He asked that
if Committee have any concerns or changes they wish incorporated into the Act
that it be done at the earliest opportunity and forwarded to the Province. Committee recognized the excellent work done
by Town staff in this regard.
RECOMMENDED:
THAT the attached material be received as
information;
AND THAT the proposed amendments to the
Heritage Act be forwarded to the Architectural Review Sub-Committee for review
and if there are any changes/concerns that they be forwarded to the Province at
the earliest opportunity.

Bradshaw
Mike Bradshaw gave a brief update on
what has transpired since his last appearance before Committee and his
continued commitment to proceeding with the relocation of the house to the
Heritage Estates. Mr. Bradshaw advised
of his meeting with Hydro officials to address concerns relative to the move
and the height of the house (35’) and the possible options open to him to
facilitate the move. It was agreed by
Committee that the Udell-Hamilton house should be retained and is eligible to
be relocated to the Heritage Estates Subdivision. Mr. Bradshaw also requested that they be given the opportunity to
appear before the Architectural Review Sub-Committee to discuss the interior renovations
planned for the house.
RECOMMENDED:
THAT Heritage Markham recommends
that the Udell-Hamilton House be considered eligible for relocation to the
Heritage Estates;
AND THAT Mike Bradshaw be advised of
the next meeting of the Architectural Review Sub-Committee to discuss proposed
interior renovations to the house.

ELECTION OF CHAIR AND
VICE CHAIR ON SUB-COMMITTEES (16.11)

The Manager called for nominations for Chair
and it was unanimously agreed that Julie Christian be named Chair. There was then a call to vote for
Vice-Chair. This was done by secret
ballot, as there were two nominees, Susan Casella and Joan Natoli. The vote was split equally and it was agreed
to defer election of the Vice Chair until the next meeting in February.
RECOMMENDED:
THAT Julie Christian be appointed as Chair of
Heritage Markham 30, 2003;
AND FURTHER THAT Susan Casella, Julie
Christian, Marie Jones, Ross Caistor, Ted Chisholm and Joan Natoli be appointed
to the Architectural Review Sub-Committee;
AND THAT other members of Heritage Markham are
invited to attend the Architectural Review Sub-Committee to consider any items
pertaining to their particular district or general area of interest.

attempting to set up one final meeting to try to resolve the situation.

advised that the applicant is proposing all wood signboards with vinyl
lettering – which will appear as painted lettering. The Committee had no objections to the proposal subject to confirmation
that the applicant confirm with Zoning that the proposed signage conforms with
the Town Sign By-law.
RECOMMENDATION
THAT
the applicant be advised to confirm with Zoning that the proposed signage meets
the intent of the Town of Markham sign by-law;
AND THAT in the event the proposed signage
is in conformity with the sign by-law, Heritage Markham does not object to the
signage subject to the proposed vinyl lettering presenting the appearance of
painted lettering.

Manager, Heritage Planning, advised that the applicants do not propose to
preserve the existing designated heritage house on the property and in its
stead propose to have a plaque erected at the entrance. Committee objected to this proposal.
RECOMMENDATION
THAT
Heritage Markham objects to the application for Official Plan Amendment at 7070
Bayview on the grounds that the application does not preserve a significant
designated heritage building;
AND
THAT the applicants be requested to revise the proposal to adequately preserve
the designated heritage building and circulate the revised proposal to Heritage
Markham.

The Senior Planner, Heritage & Conservation, provided a brief overview of the applicant’s request for a return of the letter of credit on the grounds that the work was completed approximately 6 years ago. Committee agreed that a site visit was necessary to confirm work completed in accordance with the approved plans. It was also agreed that the item go to the Architectural Review Sub-Committee in two weeks’ time for review.
RECOMMENDATION
THAT the matter be referred to the Architectural Review Sub-Committee for final review and approval of a course of action.
