The Main Street Markham Committee meeting convened at the hour of 6:35 p.m. with Councillor Jack Heath and Councillor George McKelvey co-chairing.
1. ADOPTION
OF THE MINUTES OF THE FOURTH MEETING OF THE
MAIN STREET MARKHAM COMMITTEE – MAY 21, 2003
THE MAIN STREET MARKHAM COMMITTEE RECOMMENDS:
THAT THE MINUTES OF THE MAIN STREET MARKHAM COMMITTEE MEETING HELD ON MAY 21, 2003, BE ADOPTED.
2. UPDATES:
Master Plan Committee
Councillor Heath briefed the Main Street Markham Committee respecting the community meeting being held at 7:00 p.m. that evening on the expansion of the Markham Community Library and development of lands to the south of the Library. Councillor Heath advised that the public meeting is preparation for the Vision Plan for south of Highway 7, which is close to being completed. It will then be the Councillors’ responsibility to ensure that the Vision Plan is included in the Town’s budget. The Heritage Entrance Signs also have to be approved and installed.
Councillor Heath reviewed the issues that the residents attending the community meeting will likely want to discuss, and he encouraged members of Committee to participate in the community meeting and ask questions or comment on the proposal.
Helen Walter advised that the Master Plan Environmental Sub-committee had appointed Jonathan Mingay as its Chair and that the Terms of Reference will be drafted and submitted at the next meeting.
Markham Museum
Regan Hutcheson, Manager of Heritage Planning, advised that a report is being submitted to the Finance and Administrative Committee in the near future on this matter and that Development Services will see a copy of it in the next few days.

No update provided at this meeting.
Tannery Pond
Councillor McKelvey provided an update in advance of
the meeting advising that staff are progressing with signage for the area. Only
funds for signs are included in this year's budget, however a request will be
made for funds for meandering of the stream in the 2004 budget.
Keith Thirgood enquired whether anyone had been in
touch with the Ontario Stewardship Rangers as requested by the Main Street
Markham Committee at its last meeting.
Councillor McKelvey agreed to follow-up on this request.
Main Street Markham Traffic Management & Streetscape Study (bump-outs)
At its last meeting the Committee requested the
co-chairs to follow-up with staff with respect to representatives of the three
levels of government meeting to develop a Memorandum of Understanding on the
timing of diverting Highway 48 to the bypass, and who will be assuming
possession of the road. In regard to this request, Stan Lau, General Manager,
Technical Services, received the following update for the record:
“Staff are awaiting Ken Hoyle's revised report,
anticipated to be provided very shortly. With respect to Highway 48/16th
Avenue intersection improvements, staff have submitted functional design and
cost estimates to MTO and Region of York requesting commitment of funding. A
positive response has been received from MTO, but no response has been received
from the Region to date. Staff will attend the June 18 meeting to provide an
update.”
In response to a question on costs, Regan Hutcheson
advised that Ken Hoyle will be submitting his final report to the Town of
Markham in approximately three weeks.
The Committee also received a resolution of the Town of Markham Transportation Committee, as endorsed by Council on June 10, 2003. (Appendix "B") wherein it was noted that the matter relating to the transfer of jurisdiction of Highway 48/Main Street Markham, between 16th Avenue and the Markham By-Pass was deferred and referred to the meeting of the Transportation Committee, scheduled for June 23, 2003 and to the next meeting of the Main Street Markham Committee and that staff was requested to provide information on the following matters:
- traffic projections for Highway 48/Main Street;
- traffic counts for the intersection at Major Mackenzie Drive and Highway #48;
- confirmation of Markham By-Pass completion date (either 2004 or 2005).
Official Plan and Zoning Review Subcommittee
At its last meeting the Main Street Markham Committee requested that Councillor McKelvey discuss this matter with the Commissioner of Planning. The following update was provided for the record:
The review is ongoing, however, staff have heavy workload commitments. Regan Hutcheson and Valerie Shuttleworth are the current forces behind this effort. The consultant's recommendations should be ready by this summer, and it will then proceed to a public meeting in 2004.
Heritage Entrance Signage
Regan Hutcheson advised the Main Street Markham Committee that the matter of the Heritage Entrance Signage was submitted to the Development Services Committee at a recent meeting and that the signs were supported. The Heritage Entrance Signs will be forwarded to Council for approval and will probably be installed in the Fall 2003.
The Main Street Markham Committee received the foregoing information and expressed its thanks to Keith Thirgood for all his work on this matter.
Event Signs
Regan Hutcheson advised the Main Street Markham Committee that the directory sign issue will be submitted to the Development Services Committee when there is a final design and when locations are identified.

Planning Application - 9401 Highway 48
The Main Street Markham Committee on May 21, 2003, requested Council members to provide a detailed landscaping plan for the Subaru dealership at 9401 Highway 48.
This matter was not dealt with due to lack of time.
Expansion of the Markham Community Library and
Development of Lands to the South of the Library
Members of the Main Street Markham Committee had been briefed by Councillor Heath with regard to the community meeting which would take place at 7:00 p.m. on the subject matter. Representatives of the Library and the developer will be present and Ken Hoyle will be making a presentation. Residents of Reeve Drive, representatives of the Vinegar Hill Ratepayers Association and the BIA were also notified and an ad was placed in the newspaper for residents.
