RECOMMENDATION:
That application # SC.03-110200 for site plan
approval submitted by Markville Toyota to demolish the existing car dealership
and construct a new dealership and accessory service bay building at 5362
Highway 7 East, be approved, subject to the following conditions:
1. That prior to execution of the site plan agreement, the owner shall submit final site plan, elevation and landscape drawings and comply with all requirements of the Town and authorized agencies, to the satisfaction of the Commissioner of Development Services;
2. That the owner enter into a site plan agreement with the Town, which shall include all requirements of Town departments and public agencies, to the satisfaction of the Commissioner of Development Services;
3. That the site plan agreement include provisions for the payment by the owner of all applicable fees, recoveries, development charges and parkland dedications;
4. That the site plan approval shall lapse after a period of three years commencing July 7, 2003, in the event that the owner does not enter into a site plan agreement with the Town during that period;
5. That the owner provide for internal refuse storage areas for each building to the satisfaction of the Director of Environmental Services;
6. That the owner provide a functional servicing study to the satisfaction of the Director of Engineering;
7. That the owner provide a traffic control plan for the works proposed in the road allowance to the satisfaction of the Director of Engineering;
8. That the owner provide a traffic impact and operations assessment to the satisfaction of the Director of Engineering; and,
9. That the owner obtain approval from the Toronto and Region Conservation Authority and the Region of York and that any modifications required by these agencies be incorporated into the final plans.
PURPOSE:
The
purpose of this report is to provide an evaluation of the applicant’s proposal
to demolish the existing building used by the Toyota car dealership and
construct a new building to accommodate the expansion of the dealership. The applicant is also proposing to construct
a separate 319.2 m2 (3,435.9 ft2) service bay
building. The report concludes that the
proposed site plan application is acceptable and should be approved, subject to
the conditions identified above.
BACKGROUND:
The
1.04 hectare (2.5 ac) property is located on the north side of Highway 7, west
of Laidlaw Boulevard (Figure 2). The
property is ‘L’ shaped and has frontages on both Laidlaw Blvd. and Highway
7. Adjacent to the subject property to
the north are multi-tenant industrial buildings. To the south, across Highway 7, are residential single detached
dwellings. Car dealerships exist to the
west and east. The subject property
contains an existing 1,629.5 m2 (17, 540 ft2) Toyota car
dealership.
The
Official Plan designates the subject property Major Commercial, which provides
for commercial development offering a diverse range of retail, service,
community, institutional and recreational uses serving a major portion of the
municipality and/or border regional market.
The property is zoned Service Commercial (C3) by By-law 1229, as
amended. The Service Commercial (C3)
zoning permits the automobile dealership.
The
applicant is proposing to demolish the existing 1,629.5 m2 (17,540.3
ft2) building used by Toyota and construct a new 5,166.8 m2
(55,617.4 ft2) building to accommodate the expansion of their
dealership. A 319.2 m2
(3,435.9 ft2), 8-bay service building is also proposed (figure
4). The free standing service building
will allow the dealership to continue to provide service to customer’s vehicles
during construction of the primary building.
OPTIONS/DISCUSSION:
The
Environmental Services Department requires the applicant to provide internal
refuse storage rooms for waste and recyclable materials.
Staff
is generally satisfied with the building and parking layout, and the building
materials which consist primarily of stucco and glazing (figure 5). The exterior treatment for the service bay
building must be revised to match the main building, in order to provide
continuity of materials and colours.
The
by-law requires 170 parking spaces including 6 handicapped spaces, whereas the
applicant has provided 171 parking spaces including 6 handicapped spaces.
The
application requires the approval of the Toronto and Region Conservation
Authority and the Region of York. The
TRCA has been circulated because a portion of the property adjoining Laidlaw
Blvd. is in the TRCA screening zone.
Plans have been circulated, however no comments have been received. Should these agencies require any
modifications, the applicant is required to incorporate the changes into the
final plans.
FINANCIAL CONSIDERATIONS:
None
at this time.
BUSINESS UNITS CONSULTED AND AFFECTED:
The
site plan application submitted by the applicant has been circulated to various
departments and external agencies.
Requirements of the Town and external agencies have been reflected in
the preparation of this report and conditions of approval.
