RECOMMENDATION:
That the report entitled “Green Enabling Municipal Fund Agreement”, be received,
And that the Commissioner of Development
Services and Director of Engineering be authorized to execute the Grant
Agreement between the Corporation of the Town of Markham and Federation of
Canadian Municipalities for the Burndenet Creek Erosion Control Optimization
study.
And
that the Town’s portion of the Burndenet Creek
Erosion Control Optimization study be funded from the 2001 Capital Account #
083 5399 3773 005 in the amount of $21,993.85 inclusive of 7% GST ($21,171.65, inclusive
3% GST).
PURPOSE:
The purpose of this report is to obtain Council
approval for signing authority for the Commissioner of Development Services and
Director of Engineering to execute the Green Municipal Fund Grant Agreement.
EXECUTIVE SUMMARY:
The Town of Markham has applied for
funds under the Green Municipal Fund to undertake an erosion study on the
Burndenet Creek. Funding approval was
received in 2003. As a part of the
funding grant the Town of Markham has to execute a Grant Agreement with the
Federation of Canadian Municipalities and retain a qualified environmental
consultant to proceed with the study entitled “Burndenet Creek Erosion Control
Optimization”.
BACKGROUND:
Green Municipal Fund
The Government of
Canada and Canadian Municipalities established the Green Municipal Enabling
Fund (GMEF) to provide grants for feasibility studies of proposed Municipal
Environmental projects. The Engineering Department applied to Green
Municipal Funds for funding for this project in 2001, which has been approved
in the amount of 50% of the project value.
The TRCA (Toronto and Region Conservation Authority) have expressed
interest in providing support to assist with project management and technical
review along with a pledge to provide funding. The study will be funded, as
follows:
Green Municipal Fund $32,693.85 $31,471.65
The Town’s share of funding for the project, $21,171.65 (3% GST included), has been allocated through the 2001 Capital Budget, Burndenet Creek Erosion Control Optimization study Capital Account # 083 5399 3773 005. It is expected that the Town will upfront the costs of this project, pending receipt of funds from the TRCA and GMEF.
The
objective of the project is to look at existing erosion conditions in Burndenet
Creek, predict future erosion due to urbanization without any controls and
prepare an effective erosion control plan which minimizes the potential erosion
in a cost effective manner based on a cost benefit analysis reflecting local
conditions.
The
project will follow the Class Environmental Assessment process and is
described, as follows.

Phase 1 will investigate background information
and existing creek conditions, such as updating hydrology, geotechnical
investigation, etc.
·
Phase 2 will evaluate alternative mitigative
measures and select the preferred. The
erosion control plan will be developed during this stage.
·
Phase 3 will involve preparation of a
monitoring program.
·
Phase 4 will involve implementation of study
recommendations, including preparation of the final design.
The
obligations of the two signing parties to the agreement are outlined as
follows:

for the project based upon specified milestones.
FINANCIAL CONSIDERATIONS:
The Town’s share of the study is in
the 2001 Engineering Capital Budget, ($21,171.65, 3% GST included) in capital
Account # 083 5399 3773 005, Burndenet Creek Erosion
Control Optimization study.
