7292 NINETEENTH AVENUE
UDEL-HAMILTON HOUSE AND LUNAU BARN - PROPOSED PLANS & ELEVATIONS (16.11)

Mr. Bradshaw was in attendance with regard to 7292 Nineteenth Avenue and
indicated that he is willing to work with Town (Heritage Section) staff with respect to the revised drawings for the Udel-Hamilton House and Lunau Barn.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the
proposed restoration plan for the Udel-Hamilton house and Lunau barn subject to
the following:
- Since evidence of shutter hardware has been found on the front windows,
segmental headed shutters should be added to the front elevation:
- The original windows have segmental heads, therefore the windows should be shown with this type of detail on the elevation drawings;
- No shutters are required on the rear of the house;
- There is no objection to the new window on the north elevation;
- There is no objection to the garage door on the north elevation;
- Wood storm windows from the building should be re-used in the restoration;
- The detailing of decorative work in the front gables should be based on further examination of physical evidence through the removal of the existing shingles;
- The horizontal detail of the gable should be changed to a simpler moulding;
- The source of inspiration for the diagonal detail of the gable should be confirmed with Town (Heritage Section) staff;
- Chimneys on the main roof should have more decorative corbelling than shown on the current drawings, in keeping with the ornate late Victorian architecture of the last period of development of the house; the chimney should be of a larger scale and situated at a higher peak position; the side elevation of the chimney should have a wider shaft on the side; the top should be detailed on the chimneys as they are on the front;
- The roof is not to be removed to facilitate the move;
- A small, bracketed stoop over the side door for rain protection is supported;
- The owner is encouraged to retain the grained finish on the interior doors, and where possible on the interior trim;

The owner is encouraged to consider exterior
paint colours that would highlight the late Victorian character and
architectural details;
- Drawings should indicate what is to be repaired or restored, as well as anything that will be replaced;
- A picket fence will be shown on the site plan.
- The barn is to be moved intact onto its new site;
- The existing siding is to be retained as the exterior finish, with an interior weatherproofing solution if necessary;
- The sliding door hardware is to be shown on the drawings;
- The existing metal roof is to be repaired and retained;
- Lightening rods may be added to the roof;
- Existing openings on the rear wall should be replicated on the new site, showing on the exterior even if they are not all operable.
AND THAT the owner enter into a heritage conservation easement with the Town for preservation and maintenance of the existing heritage structures if required.

3. SITE PLAN APPROVAL APPLICATION - 26 CHURCH LANE
APPLICATION FOR SITE PLAN APPROVAL -
REVISED ELEVATION (16.11)

The Senior Planner, Heritage and Conservation, advised that issues with respect to the proposed drawings originally submitted by Mr. Reale in December, 2002 for 26 Church Lane have been reviewed by Town (Heritage Section) staff. He noted that all issues had been resolved save and except for 2 issues. The applicant would like to install windows that are constructed of vinyl clad wood. The Senior Planner indicated that Heritage Markham has previously supported a new product available through Mason Windows and may wish to consider this product as appropriate for windows at 26 Church Lane. He noted that the owner also wants to stucco the window trim.
Mr. Reale noted that a number of houses in the area have stucco trim around the windows (e.g. houses on Colborne Street). He advised that he is supportive of all other issues in the staff report. He pointed out that samples of the proposed window and window trim could be provided to Town (Heritage Section) staff for review.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham
does not object to the revised site plan and elevations submitted in support of
the Site Plan Control Application for additions and alteration of the house at
26 Church Lane, Thornhill, subject to the applicant complying with the
conditions outlined by the Ontario Municipal Board;
AND THAT the following heritage conditions be included in the site plan agreement:
The proposed stonework is to resemble a design, texture and colour which is consistent with local historic fieldstone in the Thornhill Heritage Conservation District. Samples are to be provided to Town (Heritage Section) staff for review and approval prior to installation;
The proposed stucco cladding should be of a roughcast variety, which is compatible with local historic precedents;
Samples are to be provided to Town (Heritage Section) staff for review and approval prior to installation;
The proposed roof shingles should be of a type, texture and colour which is compatible with the Thornhill-Markham Heritage conservation district. Samples should be provided to Town (Heritage Section) staff for review and approval prior to installation. Cedar Shingles, as originally proposed by the owner are acceptable.
The proposed shutters are to be louvered wood, each ½ the width of the window and attached to the window frame with hinges;
The proposed windows are to be consistent with the Heritage Markham Window Policy in that the windows on the visible elevations (south and east) are to be wood, interior and exterior with either true divided lights and real wood muntin bars or externally adhered wood muntin bars;
A sample of the proposed windows and a simple window trim to be provided to Town (Heritage Section) staff and Thornhill representatives for review and approval;
As per the approved elevations the window trim and sills are to be made of pre-finished wood;
The proposed dormers are to be clad in wood.
All colours are to be from the Thornhill Heritage Palette;
Samples should be provided to Town (Heritage Section) staff for review and approval prior to installation;
As per the requirements of the Ontario Municipal Board decision, the owner is to enter into a heritage conservation easement with the Town for preservation and maintenance of the existing cedar hedge and for preservation of the exterior faηade of the Robert Watson Watt House as revised according to Site Plan Control Application 02100392.
The owner is to provide and install at its cost a full size Markham Remembered Plaque in a publicly visible location on the property outlining the history and architecture of the Robert Watson-Watt house.
As per the requirements of the Ontario Municipal Board decision, the owner is to design and install a period landscape plan which would be compatible with the Victorian character of the core area of the Thornhill Heritage Conservation District.

4. REQUEST FOR FEEDBACK - 7149 - 16TH AVENUE
RESTORATION PLAN - PLAN OF SUBDIVISION (16.11)

Mr. Scott Rushlow was in attendance with respect to 7149 16th Avenue restoration plan. Mr. Rushlow advised that the proposed new corner lot is approximately 40 x 105. The house is 26 wide. Tongue and groove siding has been revealed under the insul brick cladding. The interior of the restored house will be approximately 2500 square feet while other homes on the street are approximately 2800 square feet. The house would face the street as do all the other homes on the street and garage access would be from a rear lane. The veranda is 5 ½ feet. The proposed addition will be clad in board and batten.
HERITAGE MARKHAM RECOMMENDS:
THAT the proposed restoration pan for the house at 7149 - 16th Avenue be approved in principle and the applicant be requested to provide further details to the Architectural Review Sub-Committee;
AND THAT the proposed restoration plan be referred to the Architectural Review Sub-Committee with authority to approve delegated to the Sub-Committee.

5. REQUEST FOR FEEDBACK
160 MAIN STREET, UNIONVILLE
OUTSTANDING RENOVATION ISSUE FOR BARN (16.11)

Mr. Kenyon (owner) and Mr. Johnston (Architect) were in
attendance.
The Heritage Planner advised that the applicant (160 Main Street,
Unionville) wishes to clear up a number of outstanding renovation issues with
respect to the commercial barn. He
noted that a site visit has been undertaken and he has met with the architect,
David Johnston. A compromise is being
proposed for certain of the outstanding issues.
Mr. David Johnston advised that he supports the recommendations put forward by Town (Heritage Section) staff with respect to the outstanding renovation issues for 160 Main Street, Unionville. He noted that the only issue which would be very difficult to accomplish is the replacement of the window on the S/E corner. He requested that the committee consider permitting a wood frame to be installed over the existing window. The wood trim would make the non conforming window appear more traditional.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham accepts the staff
recommendations to reach a resolution to the outstanding issues with respect to
the exterior treatment of the barn at 160 Main St, Unionville, to include:
1. The exterior board and batten siding,
trim and air conditioner lattice is to be stained to suggest the colour of
weathered wood;
2. Existing window and door openings that do
not have sills and frames are to be given plain wood frames about 3 ½ inches
wide (or proportioned to match the one remaining original window frame on the
north wall, ground floor);
3. The heavy window frames of the south wall
are to be removed and replaced to match the above noted standard;
4. The box bay window on the front wall is
to be given sills and frames to match the standard detail described in point
number 2, and that battens are to be applied to the vertical siding of the bay
window;
5. The windows that presently have grilles
should have the grilles removed and each window is to have a one over one pane
glazing configuration;
6. The south front window (the metal slider)
is to be trimmed externally with wood to give the appearance of a traditional
one over one double hung windows (2) with a mullion between them;
7. The owner/tenant is to be asked to
consider the future removal of all individual air conditioning units and their
replacement with a less obtrusive and more energy efficient system.

The Heritage Planner reviewed the issues surrounding the demolition
permit for 9404 Highway 48. He noted
that the staff recommendation to designate the building under Part IV of the
Ontario Heritage Act was made in view of the heritage significance of the
structure.
Mr. Brian Bunting, father of the owner, noted that the staff
recommendation supports moving the structure within the development but does
not address moving the structure off site.
Mr. Bunting advised that he has spent time researching the history of
9404 Highway 48 at the registry office and noted that Menno Raymer did not
purchase the property until 1915. He
noted that, although Mr. Raymer owned the property there is no documented
evidence that he built the existing house.
The property was bought in 1925 by Mr. Wambolt and the property was
generally known in the area as the Wambolt house, in his opinion.
Mr. Bunting provided a list of historical dates relating to the
properties owned by Menno Raymer. Mr.
Bunting suggested that an error in historical facts has been made by Town
(Heritage Section) staff relating to 9404 Highway 48. He stressed that the siding, interior and trim are typical of a
circa 1925 house.
Mr. Bunting noted that interest has been expressed in purchasing this
property, however, the developer has not solidified the option to purchase due
to the presence of the heritage house.
Mr. Bunting advised that he is willing to advertise the house for
relocation and provide sufficient time for the house to be relocated. He further noted that when the road is
widened the house will have to be relocated as the road widening would cut
through the heritage home. Mr. Bunting
indicated that the developer is willing to provide architectural details on his
new buildings to compliment the Markham Museum.
The Manager, Heritage Planning noted that Menno Raymer owned the
property from 1915 to 1925. Since
building normally takes places early in the purchase of a property, the house
would likely have been built during this period. The architectural attributes of the house also appear to be from
this period. The Manager, suggested
that Menno Raymer may have built this house as an income property or to house
one of his children.
Also, staff typically name houses after the person who own the property
when the house is constructed. The
Manager also indicated that staff had met with Mr. Bunting earlier in the day
to review his research and do not believe the new material would change the
rating of the house as a Group 2 heritage building.
HERITAGE MARKHAM RECOMMENDS:
THAT the demolition permit application for the Meno Raymer House at
9404 Highway 48 be denied;
AND THAT the Meno Raymer House at 9404 Highway 48 be designated under Part IV of the Ontario Heritage Act.

Mr. Nick Mracic, of Metrus Developments and Mr. George Kelava (tenant)
were in attendance.
The Manager, Heritage Planning, advised that Town (Heritage Section)
staff have inspected the barn at 9451 Ninth Line and a recommendation has been
provided for the Committees consideration.
He noted that Metrus Developments is anxious to proceed with
construction of underground work.
Metrus Developments advised that the developer is ready to proceed with
the underground works and the barns are in the construction area. He stressed that a 6 month delay is a serious
concern to Metrus since the underground work is ready to proceed within the
month. He noted that discussions are
on-going with Mr. George Kalava with respect to the heritage home. He also noted that interest has been
expressed by both George Kalava and a resident of Markham Heritage Estates with
respect to the smaller of the two barns.
George Kalava was in attendance and advised that he is meeting with
Metrus on August 14, 2003 at 8:30 a.m. with respect to the heritage home and
sufficient land to also accommodate the smaller barn. Because of this meeting, Mr. Kalava requested that Heritage
Markham defer any consideration of the matter until its next meeting. He indicated that he is optimistic that the
issues will be resolved with Metrus at the August 14th meeting.
The representative from Metrus concurred that a meeting is to be held
on August 14th and it is hopeful that a suitable arrangement can be
reached between Metrus and Mr. Kelava with respect to the heritage home. He pointed out that the barns are in the
middle of the proposed road and it is not possible for them to remain on their
present site.
The committee noted that there was some disagreement between Metrus and
Mr. Kelava as to the ownership of the barns.
However, Heritage Markhams only interest is in the preservation of the
smaller heritage barn and salvaging of any heritage aspects of the larger
structure.
HERITAGE MARKHAM RECOMMENDS:
THAT consideration of the Pike Farm Barn Complex, 9451 Ninth Line, be
deferred to a special meeting of the Architectural Review Sub-Committee pending
the outcome of the meeting between Metrus Development and Mr. George Kelava.

The Heritage Planner advised that the applicants (4400 Highway 7
signage) are proposing a new ground sign for the property. He noted that some minor design changes are
being recommended by Town (Heritage Section) staff. He further noted that the wall sign would be constructed of wood
with PVC lettering and external illumination.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the design of the proposed
ground sign and wall sign for the Rasoee restaurant at 4400 Highway 7 provided
that the same design is submitted for permit;
AND THAT approval of the signage be delegated to Town (Heritage
Section) staff;
AND FURTHER THAT the proposed signage conform to the Towns sign
by-law.

Ted Chisholm presented drawings of the proposed new residence at 10
Eckardt Avenue, Unionville. He noted
that the veranda would have a hip roof and the proposed residence clad in brick
with quoining detail. He indicated that
he was not aware of the policy that indicated a preference for Edwardian
Classicism or Arts and Crafts styles on Eckardt Avenue.
The Senior Planner, Heritage and Conservation, advised that the
Unionville Heritage District Plan indicates that architectural styles for this
area should be Edwardian Classicism or Arts and Crafts.
Mr. Chisholm was encouraged to use the resources of Town (Heritage
Section) staff to develop a house style that would conform to the Unionville
District Plan.
HERITAGE MARKHAM RECOMMENDS:
THAT the request for feedback with respect to a proposed
new dwelling at 10
Eckardt Avenue, Unionville be referred to the Architectural Review
Sub-Committee
for review and commentary;
AND THAT the Architectural Review Sub-Committee be given the authority
to refer
final details to Town (Heritage Section) staff if the proposed new
residence is in compliance with the District Plan.

Town (Heritage Section) staff advised that the owners of 8 Wismer Place do not wish to reinstall the gable walls and dormer due to the presence of asbestos tiles. It was noted that the owners have cited health reasons and the fact the contractors are unwilling to install the features once it becomes known that asbestos is present.
The Committee discussed the fact that the gable walls and dormers were the only parts of the original roof remaining and that options should be explored to retain these original features.
HERITAGE MARKHAM RECOMMENDS:
THAT the request to amend conditions dormer and gables 8 Wismer Place be
referred to the Architectural Review Sub-Committee with authority to approve.
