2. INFORMATION
ANGUS GLEN COMMUNITY CENTRE PROJECT - PINGLE HOUSE

Alan Wolfe, project manager for the Angus Glen Community Centre Complex, was in attendance to provide information on the restoration and proposed addition to the Pingle House. He noted that the restored building will be used as a corporate training centre for the Town of Markham. The existing house will contain a lunchroom, washroom and offices.
Ken Trevelyn Architect reviewed the site plan for the Angus Glen project that includes the heritage structure and the proposed addition. He noted that the second floor of the house will contain an office and small meeting room. He indicated that the foundation requires work in a number of places (there is some water leakage) and it is planned to excavate around the building and provide a concrete cladding to support the brick. The brick itself was painted a number of years ago and a newer type, non-toxic paint remover will be used to clean the brickwork. Paint will be removed from a small test area first to ensure that the brickwork will not be damaged by the remover. The excavation will solve the water problems as well as securing the foundation. It is also proposed to replicate the porch.
He noted that the addition is intended to be simple in style and located to the rear of the heritage structure. The windows on the addition will be revised to reflect the 1/1 design more suitable to a turn of the century structure. It is proposed that the chimneys be replaced on the gable ends. However, due to the current building code, these chimneys will be non-working replicas. While the addition can be seen from the road, it has been distanced from the heritage structure by a connecting link. The simple styling of the addition reflects the design features of an agricultural building of that era.
The landscaping plan was also reviewed. It was noted that 13 trees are to be planted to the east of the building. A picket fence motif is used to separate the heritage structure from the community centre.
HERITAGE MARKHAM RECOMMENDS:
THAT the material with respect to Angus Glen Community Centre Project – Pingle House, be received;
AND THAT Heritage Markham supports the restoration approach as outlined by the Town’s consultants including the proposed replicated chimneys on the gable ends;
AND THAT the applicants ensure that the standard policies of the Town for the restoration of heritage structures be followed.

offices to obtain a copy of the August minutes of Heritage Markham. It is not know at the present time how the
heritage barns will be advertised for sale.
Town staff are of the understanding the dialogue is continuing between
Metrus and Mr. Kelava with respect to the small heritage barn.
HERITAGE MARKHAM RECOMMENDS:
THAT
Heritage Markham has no objection to the issuance of a demolition permit for
the Pike Farm Barn Complex (9451 Ninth Line) subject to the small barn being
preserved by being moved either intact or in dismantled form according to the
following priorities:
a. Preserved as close as possible to
its original site;
b. Preserved somewhere in Markham;
c. Preserved in another community;
d. Dismantled and stockpiled for future
re-erection.

restored. She also expressed concerns
that weeds and other issues relating to the upkeep of the station need to be

improvements and suggested the matter be referred to the Sub Committee.

O’Neill was in attendance with respect to the Committee of Adjustment Variance
Application for 27-55 Main Street, Markham South. Mr. O’Neill noted that the developer, Merin Investments Ltd.,
does not object to incorporating features found in the heritage guidelines,
however, the location of the development (in between the ultra-modern library
and a typical subdivision (Fred Varley) is not conducive to a truly heritage
development. Nearby homes are on
typical 40/50 foot lots. The builder
also has concerns of the costs of heritage features and the saleability of the
homes. He also indicated that the
developer wishes to have flexibility on what design of home is placed on which
lot.
It was
suggested that the applicant visit a number of other developments that have
incorporated heritage features into their designs (Rouge Street). The Committee noted that, when a subdivision
is built in a heritage district, it is expected that these homes will follow
heritage guidelines. The Committee
indicated that the applicant should work with Town (Heritage Section) staff to
develop revised designs for review by either Heritage Markham or the
Architectural Review Sub-Committee.
HERITAGE MARKHAM RECOMMENDS:
THAT the
material regarding Committee of Adjustment Variance Application – 27-55 Main
St. Markham South be referred to the Architectural Review Sub-Committee;
AND THAT
the applicant be requested to work with Town (Heritage Section) staff to
develop house designs in keeping with the heritage guidelines;

Mr. Amir
Charmchi was in attendance to discuss the proposed new house designs for 77
John Street. Mr. Charmchi indicated
that he wishes to have a design that provides for the garage in front of the
house. He does not want an extensively
long driveway to the rear of thehome, nor does he feel this is a safe location
for the garage since he has children.
The
Committee indicated that the Thornhill District Plan recommends that the garage
be located either in the rear of the house or to the side of the house set back
from the front. The Committee also
indicated that the roof massing, palladium windows (not in conformance with the
heritage guidelines) and a garage located at the front of the structure would
be issues that Mr. Charmchi should address when preparing designs for the
Architectural Review Committee to review.
Mr.
Charmchi noted that he is willing to work with the committee with respect to
the brickwork and façade, however, the location of the garage is the major
issue he is dealing with. He noted that
the lot is 53’ x 200’ and is not conducive to a rear garage. He indicated that the garage could be moved
back from the face of the house so that it does not project forward from the
building.
HERITAGE MARKHAM RECOMMENDS:
THAT Mr.
Charmchi, applicant for – 77 John Street – new house designs, be requested to
work with Town (Heritage Section) staff to develop revised drawings that
conform to the Thornhill Heritage District Plan;
AND THAT
Mr. Charmchi be advised that Heritage Markham has the following issues of
concern with the plans presented at its meeting held on September 10, 2003:

ON EVENT (16.11)

Plashkes, Chair of Doors Open, advised that Doors Open Markham was a generally
positive, very well attended event.
Twenty eight sites were open to the public for two days. While Ebenezer Church had only 30+ visitors
the church was pleased with the attendance. Other sites such as the Heritage Estates and the Markham Museum
had over 800 visitors. A total of 8500
to 9000 visits were made to the Doors Open buildings over the weekend. Ms. Plashkes noted that this is the only
community event that simultaneously showcases the heritage aspects of all parts
of the Town. She also noted that the
event drew visitors, not only from many areas of Markham, but from many outside
areas. The event is in the planning
stages for 2004 for the October 16th weekend.

It was pointed out that members with expertise in heritage, construction, design and architecture are usually sought for membership on LACACs. From time to time these members will be required to declare a conflict of interest, however, this is preferable to losing their expertise by not permitting them to sit on the committee.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham recommends to Council that a new Town policy be implemented to require that members of Heritage Markham undertaking major projects on heritage buildings or within Heritage Conservation Districts step down from the committee until such time as their projects have received full approval;
AND THAT any prospective member of Heritage Markham contemplating a major project on a heritage building or within a Heritage Conservation District should not apply to serve on the committee if the project is expected to be within the period of their appointment.
