RECOMMENDATION:
THAT Heritage Markham’s
recommendation to designate the Peter Pike
House at 9451 9th Line and the William Grant House at 7006 16th
Avenue under
Part IV of the Ontario Heritage Act be approved;
AND THAT the Clerks
Department be authorized to:
PURPOSE:
To
recommend to Council that the Peter Pike House at 9451 9th
Line and the William Grant House, at 7006 16th Avenue, be designated
under Part IV of the Ontario Heritage Act.
BACKGROUND:
The subject lands, comprising Part of Lots 16, 17 and 18 Con. 9, contain two heritage homes which are listed on the Markham Inventory of Heritage Buildings. The part of the property known municipally as 9451 9th Line contains a heritage building, identified as the Peter Pike House, built c.1880 and the part of the property known municipally as 7006 16th Avenue contains a heritage building identified as the William Grant House, built c. 1884. The subject lands form part of the Cornell Secondary Plan Area and the dwellings are each identified as a building of architectural and/or historic value within the plan. The Secondary Plan encourages the retention and conservation of heritage buildings in new development proposals in their original use or in an appropriate adaptive re-use.
The lands are currently the
subject of applications for rezoning (ZA 01-118317), Official Plan Amendment
(OP 01-118014) and Plan of Subdivision (SU 01-118320) to permit development of
a mixed use community. The first phase
of the plan of subdivision, containing the Peter Pike House and William Grant
House was draft approved on June 25, 2002 (19T-01015 -14400106 Ontario Inc./Metrus
Development Inc). As per the Secondary
Plan policies, the owner of the subject property, 14400106 Ontario Inc. /Metrus Development Inc. has agreed to incorporate the existing heritage
buildings within the new development, to enter into heritage conservation
easements with the Town and to permit the Town to designate the buildings under
the Ontario Heritage Act. The William Grant House at 7006 16th
Avenue is to be preserved within a future commercial block and the Peter Pike
house at 9541 Ninth Line is to be preserved on a future residential block
abutting 9th Line within the plan of subdivision (Appendix ‘A’).
In order to ensure that the
existing heritage houses are protected prior to and during the development
process, Heritage Markham at its meeting of February 13, 2002 recommended that
as a condition of draft approval, the Peter Pike House and the William Grant
House be designated under Part IV of the Ontario Heritage Act. The purpose of the designation is to ensure
the long-term protection of the homes and to provide current and future owners
access to available funding programs for the restoration of the designated
heritage properties. Heritage Markham
has also recommended that a heritage conservation easement be entered into
between the owner and the Town to provide enhanced protection for the heritage
houses. The requirement for a heritage
easement is a condition of draft subdivision approval.
DISCUSSION:
The Peter Pike House and
William Grant House are listed on the Markham Inventory of Heritage
Buildings. The Peter Pike House is
an outstanding example of a brick farmhouse from the mid 19th
Century built for a prominent farming family in Markham. The house exhibits influence of the Gothic
Revival Style. The William Grant House
is a vernacular, buff brick, two-storey structure built c.1884. An outline of the historical and
architectural reasons for designation of each property is included in the
Heritage Designation Reports, which are attached as Appendix ‘B’ and ‘C’.
It is recommended that the
two properties be designated under the Heritage Act.

Should Council concur with
the recommendation to designate the Peter
Pike House at 9451 9th Line and the William Grant House at 7006 16th
Avenue, the
Clerks Department should be authorized to:

publish
and serve on the property owners, the Ontario Heritage Foundation and the
public through a newspaper advertisement, Council’s notice of intention to
designate the properties as per the requirements of the Act; and,
·
prepare
the Designation By-laws for the properties at 9451 9th Line and 7006 16th Avenue.
