Control - South Park Road @ Pond Drive |

RECOMMENDATION:
THAT
Schedule 12 of By-law 106-71 for an all-way stop control be
amended to include the intersection of South Park Road @ Pond Drive and that
the attached By-law be approved.
AND
THAT The Operations and Asset Management Department be directed to install
all-way stop signs at the intersection of South Park Road at Pond Drive and
Driveway to Condo Building #385-399 once the by-law is approved.
AND
THAT The York Regional Police be requested to enforce the all-way stop control
upon approval of the by-law and installation of these signs.
PURPOSE:
This report is to recommend to Council that an all-way stop
control be installed at the intersection of South Park Road at Pond
Drive/Driveway to Condominium Building #385-399
BACKGROUND:
The
Traffic Division received a request for an all-way stop control at the
intersection of South Park Road at Pond Drive and Driveway to Condo Building
#385-399 (see Attachment 1). South Park
Road runs east/west, Pond Drive is
North of intersection and Driveway to condo #385-399 is on South of
intersection. Currently, there is side stop control on Pond Drive
giving traffic on South Park Road the right-of-way.
OPTIONS/DISCUSSION:
To
determine the need for all-way stop control, the local traffic conditions must
meet the minimum requirements of the all-way stop warrant adopted by the
Town. The warrant is based on guidelines
established in Ontario Traffic Manual (OTM) for assessing the need of
additional right-of-way control at an intersection. A turning movement count was conducted during
the morning peak hour at this intersection and the resulting warrant analysis
is as follows:

|
All-way stop sign control is warranted when
both warrants 1 and 2 are satisfied. In
accordance with the above analysis, Warrants 1 and 2 are satisfied; therefore
the Traffic Division
recommends an all-way stop control for the intersection of South Park Road and
Pond Drive. The
proposed all-way stop control will improve the traffic operation at the above
noted intersection.
FINANCIAL CONSIDERATIONS:
The
cost of labour and materials to implement the all-way stop control measures
will be recovered from the developer because this subdivision has not been assumed
by the Town.
BUSINESS UNITS CONSULTED
AND AFFECTED:
Subject
to Council’s approval, the Operations and Asset Management Department will
install the proper signage for the proposed all-way stop at South Park Road and
Pond Drive.
