RECOMMENDATION:
That
RFP 192-R-03 titled Consulting Engineering Services for Burndenet Creek Erosion
Control Optimization Study be awarded to Aquafor Beech Ltd., the highest ranked
acceptable consultant, in the proposed amount of $169,050.84 inclusive of 7%
GST ($158,919.22 inclusive of 3% GST);
And
that funds for RFP 192-R-03 titled Consulting Engineering Services for
Burndenet Creek Erosion Control Optimization Study be provided from the
Engineering Department’s 2001 Capital Budget Account #083 5399 3773 005
(Burndenet Creek Erosion Control Optimization Study) in the amount of
$80,000.00, from account #083 5350 4726 005 in the amount of $44,535.84, from
the Green Municipal Fund ($30,555.00) and from the TRCA ($10,000.00).
PURRPOSE:
To
award a Consulting Engineering assignment for the evaluation and design of
erosion control measures for Burndenet Creek.
EXECUTIVE SUMMARY:
Engineering
staff and the TRCA requested consulting proposals to undertake the evaluation
and monitoring of erosion for Bundenet Creek.
The highest ranked consultant (Aquafor Beech Ltd) is recommended to
undertake this work.
BACKGROUND:
Markham
Council in July 7, 2003 authorised staff to execute a Grant Agreement with the
Federation of Canadian Municipalities to undertake an erosion control
optimization study for Burndenet Creek.
Funding from the Green Municipal Fund ($30,555) and TRCA ($10,000) is
available for this project.
The
objective of the project is to look at existing erosion conditions in Burndenet
Creek, predict future erosion due to urbanization without any controls and
prepare an effective erosion control plan which minimizes the potential erosion
in a cost effective manner based on a cost benefit analysis reflecting local
conditions.
The
project will follow the Class Environmental Assessment process, and is
described as follows.
16th
Avenue Sewer Dewatering
The
TRCA has recently advised that Burndenet Creek is one of the tributaries which
may take the discharge from the dewatering for the Region’s 16th
Avenue Sewer construction. This could
increase base flow ± 50% and have an adverse impact on erosion in the
watercoarse. The TRCA is recommending
the consultant fast track Phase 1 and 2 to model the impact from the increased
base flow and outline mitigation measures required. Staff will report back to committee as to the
results of this matter including Regional Funding requirements.
Bid
Information:
The
Request for Proposal closed on June 19, 2003.
The TRCA assisted Town of Markham staff in the preparation of the
Request for Proposal (RFP) and evaluation of such. Three companies picked up the RFP document
and three submissions were received.

3. Clarifica ( not considered )
Evaluation:
The
RFP was evaluated by TRCA, verifying for accuracy and compliance. The three proposals were reviewed and
evaluated based on the pre-established evaluation criteria (Technical and
Financial) with resulting scores as the following table. Clarifica’s submission
was not considered as their proposal only provided cost for a Monitoring
Program and Phase 1 of the project instead of the required 5 Phases.

FINANCIAL CONSIDERATIONS:
Staff
recommended that RFP 192-R-03 titled Consulting Engineering Services for
Burdenet Creek Erosion Control Optimization Study be awarded to the highest
ranked acceptable consultant Aquafor Beech Ltd. in the proposed amount of
$165,090.84 inclusive of 7% GST (158,919.22 inclusive of 3% GST)
Funds
for RFP 157-R-03 titled Consulting Engineering Services for Burndenet Creek
Erosion Control Optimization Study will be provided from the Engineering
Department’s 2001/2002 Capital Budget Accounts #083 5350 4726 005 and #083 5399
3773 005 Downstream Improvements. In
addition funds are also available from the Green Municipal Fund and TRCA for this
project.
Funds
for the future construction to implement study recommendations will be
considered in the Engineering Department 2004/2005 Capital Budget and will be
financed by development charges and pre Development Charges Act Engineering
Reserves.
It
should be noted that the initiated submission to the Green Municipal Fund in
2002 was based on a $60,000 study. The
final scope of work and consultant proposals have
increased study costs to $165,000.
Further application to the Green Fund for additional funding will be
pursued.
