The meeting convened at the hour of 7:15 p.m.  The Chair opened the meeting by welcoming the new members of Heritage Markham.

 

1.                  APPROVAL OF AGENDA (16.11)

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the Heritage Markham agenda, dated April 14, 2004 and the Addendum Agenda, be approved.

4.            CLASSIC WOOD WINDOWS – PRODUCT DEMONSTRATION (16.11)

Mr. Doug Mason, Classic Wood Windows, provided a sample of the high quality wood windows produced by his company.  He suggested that this type of window would be appropriate for in-fill construction and hoped that the Committee would support the use of this product when making its recommendations.  He noted that the product is Canadian made, uses pressure treated products with a double glazed pane and has a coating of “Mason Guard”.  The “Mason Guard” coating is a baked on paint finish that is relatively maintenance free and provides a historical look to the windows that is complementary to traditional Markham homes.  The muntin bars can be made in any configuration, while true divided lights can be provided at a higher cost. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the product demonstration regarding classic wood windows by Doug Mason, be received as information;

 

AND THAT Town (Heritage Section) staff be requested to investigate the appropriateness of using the product demonstrated by Mr. Mason on infill construction and additions with consideration given to sill configuration and suitable pane divisions;

 

AND FURTHER THAT a report be provided to Heritage Markham outlining staff’s findings and recommendations with respect to these windows.

5.            MARKHAM HERITAGE ESTATES

               BUILDING HEIGHT ISSUE

               14 ALEXANDER HUNTER PLACE  (16.11)

The Heritage Planner outlined the height issue as it relates to 14 Alexander Hunter Place.  He noted that, on March 8, Town of Markham staff visited the site and determined that the finished floor height was 8 inches above the level of the approved plan.  The owner expressed concerns that it was not possible to co-ordinate the finished floor level, the finished grade and the foundation height above grade as specified on the approved plans. 

 

     Mr. Greg Knight indicated that he had relied on engineers and land surveyors to ensure that the finished floor height was in conformance with the approved plan.  He accepted that the finished floor height was 8 inches above the level of the approved plan but noted that his reliance on experts had resulted in the current unfortunate situation.  He expressed concerns that moving the house and re-lowering it might result in damage to its fragile structure.  He also expressed concerns that moving the house a second time and lowering the basement would result in a cost of approximately $60,000-$80,000.   

 

     Mr. Knight suggested that landscaping and other efforts would ameliorate the impact of the 8” height differential on the streetscape.    He also noted that the finished floor elevations for houses in the Estates varies greatly from house to house.

 

     The Committee concurred that it is unclear as to who has made this error, however, it must be ameliorated in the best possible way.  It was suggested that, with further information, Heritage Markham could make a more appropriate recommendation.

 

     The applicant indicated that his request for a copy of the survey information have not been returned by the surveyor.  It was suggested that he put his request ‘in writing’ to the surveyor and copy Heritage Markham on this letter.

 

HERITAGE MARKHAM RECOMMENDS:

 

  THAT Heritage Markham defer discussions relating to the 8 inch height deviation   of the finished floor level at 14 Alexander Place to its May meeting;

 

  AND THAT the applicant be requested to provide the following information for that meeting:

1)            quotations for lowering the house to the approved height;

2)            information on the elevation of the footings;

3)            a copy of the approved site plan;

4)            a copy of the survey.

 

AND THAT for future applications for houses coming into Markham Heritage Estates, all plans and drawings should be prepared by qualified professionals to ensure accuracy;

 

AND FURTHER THAT a sign-off stage be introduced to the procedures at Markham Heritage Estates that would require a written report from a qualified surveyor to be submitted and approved by Town staff prior to the removal of supporting members and the lowering of a building onto its foundation.

6.            LETTER OF CONCERN

               14 ALEXANDER HUNTER PLACE (16.11)

   Ron and Ann Marie Waine were in attendance to express their concerns with regard to the finished floor height at 14 Alexander Hunter Place (8” above the level of the approval plan).

 

   Mr. Waine outlined a number of issues that exist and exaggerate the additional height:

1)            the road is lower in front of 14 Alexander Hunter Place and the house is higher;

2)            the house is approximately 20” higher than the house to the west;

3)            the house is farther forward on the lot making the height difference more pronounced;

4)            the house is on a corner lot;

 

He further expressed concern that work on the house continued after the owner was informed of the height differential.  He requested that the owners be required to comply with the approved site plan and lower the house by 8 inches.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the letter of concern regarding 14 Alexander Hunter Place be received as information.

Town (Heritage Section) staff have received a revised proposal for a new single detached residential unit fronting onto Rouge Street and new single detached residential units of a higher density fronting onto James Scott Road at the south end of the Markham Village Heritage Conservation District.  Revised detailed elevations were provided to the Committee for review.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT application for rezoning and proposed elevations be referred to staff and the Architectural Review Sub-Committee for review and approval;

 

AND THAT Heritage Markham is generally in support of the revised building design proposals for Rouge Street and James Scott Boulevard;

 

AND THAT issues which will need to be addressed by the applicant include:

-                     the projection of the garage on house design 810 should be reduced;

-                     materials should be confirmed as early in the process as possible in order to ensure that an appropriate supply of heritage compatible materials (bricks, shingles, etc.) is available at the time of construction;

-                     an enhanced landscaping and planting plan should be provided for both James Scott and Rouge Street;

-                     the design of the rear elevation for the units fronting onto James Scott Road should be of a higher standard since these will be visible from the heritage district;

-                     the finished first floor height should be confirmed and accurately portrayed on  proposed elevations to the satisfaction of Town (Heritage Section) staff prior to site plan approval;

-                     standard clauses should be included in the site plan agreement with respect to the use of compatible materials, construction as per the approved design, etc.

The Heritage and Conservation Planner advised that the applicants have proposed a rear addition for 8 David Gohn Circle for a family room.  Drawings for the proposed addition initially included a roof that was higher than the roof of the existing structure.  The applicant has provided revised plans with a roofline that matches that of the original building.  The proposed addition would be constructed to the rear of the original house.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the revised concept plans for a rear addition to 8 David Gohn Circle be approved in principle subject to:

-               the applicant applying for Site Plan Approval;

-               the addition being sided in vertical wood siding;

-               the window design on the rear elevation being simplified;

-               that a shuttered ‘blind window’ be added to the north gable, if a real window opening cannot work in that location due to the interior layout;

 

AND THAT Town (Heritage Section) staff be delegated approval authority for the final drawings subject to the above conditions;

 

AND FURTHER THAT the applicants be commended for their efforts in creating a design appropriate to the style and configuration of the heritage structure.

-         Green space be provided on at least three sides of the heritage building including the front elevation.

25.        REVISED DESIGNATION REPORT

           31 HELEN AVENUE   (16.11)

The Heritage and Conservation Planner noted that further research has been conducted with respect to the structure at 31 Helen Avenue.  Based on the findings of this research Town (Heritage Section) staff and Susan Casella (member of Heritage Markham) concluded that the building remains significant and was graded as a Group 2 Heritage Building.  With respect to Group 2 buildings the following guidelines are followed:

-               design of the building pursuant to the Ontario Heritage Act encouraged;

-               retention of structure in its existing location encouraged;

-               any development application affecting such a building should incorporate the identified building;

-               appropriate alternative uses for the building encourage when necessary to ensure preservation;

-               Letter of Credit typically required to ensure the protection and preservation of the building.

 

Mr. William Gerrard, consultant for the owner, was in attendance with respect to the heritage structure at 31 Helen Avenue.  He noted that this property has been altered a number of times over the years and at times recycled materials have been used.  He further noted that the staff report has only been in his possession for a short time.  This has not permitted a review of staff’s recommendations nor has it provided time for him to speak with his client who is away at this time.  He asked the Committee to allow him sufficient time to conduct an evaluation of the structural capability of the building and prepare a fully informed evaluation and report.

 

The Heritage and Conservation Planner noted that the applicant has already been granted two deferrals.  He also noted, that while additional engineering information may be helpful, it does not affect the issue of designation.  It was pointed out that, if the tail of the structure was found not to be as significant as was previously believed, and that this could be removed from the designation.

 

HERITAGE MARKHAM RECOMMENDS:

 

            THAT after considering the new research information concerning 31 Helen Avenue and determining that the house is a Group 2 building and as such is significant and worthy of preservation, Heritage Markham re-affirm its original recommendation of February 12, 2003 with respect to its designation and preservation.

27.        PRELIMINARY PLANS FOR A REAR ADDITION

The applicant was in attendance and asked what information would assist Heritage Markham members when the issue is considered by the Architectural Review Sub-Committee.  The following comments were provided:

-               a formal application is required; the applicant should attend at the Markham Development Services counter to make an official site plan application;

-               a concept plan is acceptable for the Architectural Review Sub-Committee;

-               Heritage Markham would prefer to see the roof on the addition slightly lower than the original roof;

-               staff in Development Services can assist the applicant by outlining documents that are required.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the concept plans for an addition to 10 Peter Street be referred to the Architectural review Sub-Committee for a detailed review and comments, with authority to approve.

28.    PROPOSED TRANSIT SHELTERS (HERITAGE DESIGN)

           YONGE STREET AND HIGHWAY 7   (16.11)

Mr. James Gast, York Region Transit, provided an overview of the implementation of the Rapid Transit System.  He noted that the ‘Quick Start Program’ will be introduced by 2008 with the full system in place by 2011.  He asked that Heritage Markham review the suggested design for the bus shelters in heritage areas of the Quick Start Program.  He agreed that the bus shelters in the heritage areas should reflect the heritage aspects of the area. 

 

Mr. Gast suggested that the heritage design used in the Town of Richmond Hill might be appropriate; however, this proposal was not supported by Thornhill residents at a recent meeting.  It was pointed out that the design on the Richmond Hill shelter was too ornate and not appropriate for Thornhill where a more rural, post and beam concept would be suitable.

 

The hip roof design was suggested by Markham Development Services Commission.  It was noted that the majority of Thornhill residents were in agreement with this overall structural design of the shelter, however, a post and beam motif on the shelter would be preferable. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed hip roof design for the York Region Transit ‘Quick Start Program’;

 

AND THAT Town (Heritage Section) staff and Thornhill representatives work with York Region Transit with respect to the following issues:

1)                  creation of a post and beam motif (in tape) for the proposed bus shelters;

2)                  design and materials to be used for the bus shelter benches.

 

AND FURTHER THAT Town (Heritage Section) staff in conjunction with the Thornhill representatives be authorized to approve final details for the shelters and benches.

HERITAGE MARKHAM RECOMMENDS:

 

THAT the concept and design for the Thornhill bus shelter and benches be finalized at this time and the information circulated to Heritage Markham;

 

AND THAT the appropriate concept and design for the remaining Heritage Areas impacted by the Quick Start Program be considered at a future date;

 

AND THAT the information received from York Region Transit relating to heritage style bus shelters be forwarded to the Main Street Markham Committee.

AND THAT the information from Judy and Doug Denby indicating their permission for the Committee to use their research as raw material for a small publication, be received as information;
