RECOMMENDATION:
THAT the “Eleanor Lynn Casely House” at 4077
Major Mackenzie Drive be approved for designation under Part IV of the Ontario
Heritage Act , as recommended by Heritage Markham;
AND
THAT the Clerk’s Department be authorized to: * publish and serve Council’s Notice of
Intention to Designate as per the requirements of the Act; and * prepare the Designation By-law for the property. |
PURPOSE:
To recommend to Council that the “Eleanor Lynn
Casely House” (historical reference) at 4077 Major Mackenzie Drive be
designated under Part IV of the Ontario Heritage Act for its cultural
heritage value and interest.
BACKGROUND:
The Eleanor Lynn Casely House is identified as
a heritage building within the Angus Glen West Village Secondary Plan. It is
listed on the Markham Inventory of Heritage Buildings, and is one of two
heritage structures to be preserved within the Secondary Plan area. The other building, the Francis Stiver House,
was designated under the Ontario Heritage Act in 1994.
This patterned brick building, dating from circa 1875, is a typical example of a
Late Victorian Picturesque, L-plan farmhouse. Over the years it has been
modified to suit the needs of modern-day residents, but the alterations have
been done in a sympathetic manner and generally do not detract from the
character of the Casely House as a heritage building. It has been graded as a
Group 2 Heritage Building using the Town’s Heritage Building Evaluation System.
A detailed research report is attached as Appendix “A.”
The Casely House is intended to be integrated
into a neighbourhood of single family homes within the proposed
OPTIONS/DISCUSSION:
The designation of the Casely House has been
discussed with the owner throughout the Secondary Plan process, and has not
been an issue for Angus Glen Development.
The proposed designation is one of the items that Heritage Section staff
and Heritage Markham have recommended be included in the Conditions of Draft
Approval. Heritage
Should Council decide to proceed
with the recommendation to designate
* publish and serve on the property owner, the Ontario Heritage Foundation and
the public
through a newspaper advertisement, Council’s
notice of intention to designate the property
as per the requirements of the Act; and
* prepare the designation by-law for the property.

CONSIDERATIONS:
Heritage designation helps to
achieve a quality community by recognizing, promoting and protecting a heritage
resource, which strengthens the sense of community.
