The Chair convened the meeting at the hour of 7:15 p.m.

 

 

1.                        APPROVAL OF AGENDA (16.11)

 

Ted Chisholm disclosed a conflict with Item #13 (55 Albert Street, Markham Village) as a relative is involved with this property.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the Heritage Markham agenda and the Addendum Agenda, dated May 12, 2004, be approved.

2.            ELECTION OF CHAIR AND VICE-CHAIR (16.11)

The Manager, Heritage Planning, conducted the election for Chair of Heritage Markham for the upcoming year.  Nominations were called and the following nominations received:

                        Julie Christian was nominated and indicated that she would stand.

                        Joan Natoli was nominated and indicated that she would stand.

                        Elizabeth Plashkes was nominated and declined to stand.

           

There being no further nominations it was duly moved and seconded that the nominations be closed.  An election was then held for the position of Chair.  Following the ballot count, the Manager, Heritage Planning, announced that Joan Natoli was elected to the position of Chair, Heritage Markham.

 

The Manager, Heritage Planning, then conducted the election for Vice-Chair for the upcoming year.  Nominations were called and the following nominations were received:

                        Elizabeth Plashkes was nominated and declined to stand.

                        Judy Dawson-Ryan was nominated and declined to stand.

                        Susan Casella was nominated and declined to stand.

                        Ted Chisholm was nominated and indicated that he would stand.

           

There being no further nominations it was duly moved and seconded that the nominations be closed.  The Manager, Heritage Planning, announced that Ted Chisholm is acclaimed to the position of Vice-Chair, Heritage Markham.

 

 

 

3.         BUILDING HEIGHT ISSUE - 14 ALEXANDER HUNTER PLACE

            MARKHAM HERITAGE ESTATES  (16.11)

The Heritage Planner provided an overview of the issues relating to an 8” height differential at 14 Alexander Hunter Place, Markham Heritage Estates.   He noted that quotations for lowering the house have been received from the owner as well as information on the elevation of the footings, the approved site plan and the surveyor’s report.  He noted that, while there are many issues surrounding the 8 inch deviation, the essential matter to be considered by Heritage Markham is that, from a heritage conservation perspective, can the impact of the 8 inch deviation of the finished floor height be ameliorated through a grading and landscaping approach, or should the lowering of the house to the height shown on the approved site plan be recommended?

 

   Mr. Greg Knight and Ms. Tara Cooke were in attendance and provided additional information to the committee.  Ms Cooke spoke to the issue stressing that it is their belief that the 8 inch differential can be ameliorated by grading and landscaping and requested the support of the Committee for these actions.  She noted that both the Architectural Review Sub-Committee and Town (Heritage Section) staff have supported this approach.  She outlined that the estimates for lowering the house were $25,000 and $35,000.  In addition, there may be further stress on the fragile structure of the dwelling and the possibility of structural damage.  She strongly urged the Committee to move forward on the grading and landscaping recommendation as their marriage is approaching and they wish to live in their new home.  She noted that her fiancée had continued work on the home with the knowledge that the Architectural Review Sub-Committee and Town (Heritage Section) staff had supported the landscaping and grading option for amelioration of the 8 inch differential. 

 

   Mr. Knight provided a number of photographs of homes from the Heritage Estates that showed the many styles and building heights found in this heritage subdivision.  He noted that other homes in the area have ameliorated issues with the use of landscaping.

 

   Ron and Ann Marie Waine were also in attendance to reiterate their concerns as stated at the Heritage Markham Meeting of April 14th, 2004 with respect to the 8 inch differential in height.  Ms. Waine noted that, had the owner stopped work when the height concerns were voiced, the issue could have been simply dealt with at the time.  She pointed out that Markham Heritage Estates is a unique subdivision developed to preserve the heritage of Markham and as such there should be no exceptions to following the approved site plan.

  

   Mr. Waine noted that there are houses of varying heights in the estates, however, houses situated on corner lots are either equal to or less than the height of adjacent buildings.  He requested that the owners be required to comply with the approved site plan.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends that in order to ameliorate the impact of the 8 inch height deviation of the finished floor level on the streetscape, a grading and landscape solution be pursued;


AND THAT the deviation of the finished floor height is a matter of concern and should be noted in the file as a possible issue to be considered when the Letter of Credit release is requested by the applicants.

4.         HERITAGE PERMIT APPLICATION

            27 JOHN STREET, THORNHILL (16.11)

The Planner, Heritage and Conservation, advised that a meeting was held with the applicants, Mr. Robert Williams and Ms. Eileen Su, on April 29, 2004 to discuss the proposed alterations to 27 John Street, Thornhill including changes to the doors and windows.  The applicants have now decided to withdraw the Heritage Permit Application and not proceed with the renovations at this time.

 

With respect to a visitation to the house to inspect the windows, it was noted that there would be no need for all members of Heritage Markham to enter the home.  Town (Heritage Section) staff indicated that they could inspect the first floor windows from the exterior of the home to determine whether the windows should be restored or replaced with replica windows.  Upper windows would require an interior inspection.

 

HERITAGE MARKHAM RECOMMENDS:

 

            THAT the following recommendations be placed on file for future review with respect to any proposals for renovations at 27 John Street:

·         the owners of 27 John Street examine their proposed changes in light of the Sub-Committee and Heritage Section Staff comments, and that the plans be revised to include:

·         changes to doors and windows to be within the existing openings;

·         the front door with the small window at the side should be maintained;

·         a new wood door in a design in keeping with the late Edwardian Foursquare style of the house is supported;

·         original wood windows should be retained and restored to good working order to achieve energy efficiency, and that new wood storm windows are recommended to replace the aluminium storm windows;

·         the large ground floor window should be restored to a series of four sash style windows;

·        windows visible from the street are to be in keeping with the Town’s window policy for Heritage Conservation Districts.

10.       DESIGN REVIEW FOR PROPOSED ADDITIONS

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports in principle the design concept for the proposed additions to 15 Station Lane subject to the following conditions:

-         the standard heritage conservation provisions being included in the Site Plan Agreement;

-         the front door having a traditional panel design suited to the period of the house;

-         the front door to look like a functional door (if it is to be a false door), including the addition of a small stoop or steps;

-         a “water table” trim board being maintained in association with the clapboard cladding;

-         shutters to be louvered and proportioned to fit the size of the window openings;

-         the size and glazing pattern of the front windows to be examined to see if they have been altered;

-         stone facing being used on the foundation;

-         a gate in front of the front door being included in the picket fence;

-         the garage door s being split into two with either a centre mullion or pier;

 

AND THAT Heritage Markham has no objection to the construction of a new foundation and the relocation of the house slightly to the east but within the property.

11.       HERITAGE PERMIT APPLICATION

12.       DESIGN REVIEW FOR PROPOSED ADDITION

-         a front elevation of the addition being provided;

-         window design and proportions on new windows visible from the street to follow the same pattern seen on the existing house;

-         a Heritage Permit being applied for with respect to any changes (including new glazing) to the front door;

-         the standard heritage conservation provisions being included in the Site Plan Agreement.

13.       SITE PLAN APPLICATION

            HERITAGE MARKHAM RECOMMENDS:

 

            THAT Heritage Markham has no objection to the Site Plan application for 55    Albert Street subject to:

Inclusion of standard heritage conservation provisions in the Site Plan Agreement including the following:

·        Preservation of historic windows and doors;

·        Preservation of significant historic interior features such as the staircase, window trim, etc.;

·        Maintenance and repointing where necessary of the historic brickwork;

·        Preservation of historic exterior features, soffits, facia, boys and girls sign, etc.

·        The owner is to enter a Heritage Easement Agreement to ensure preservation of the historic building;

·        The owner is to provide a letter of credit to ensure preservation of the historic building during the construction process and construction as per the approved design;

·        The owner implementing a landscape plan for the area around the building which is compatible with the historic building and neighbourhood and which incorporates such elements as an appropriately styled wood picket fence;

·        The owner providing a “Markham Remembered” Plaque outlining the history of the historic school building;

·        the applicant giving consideration to options to relocate the exterior metal staircase off of the Albert Street façade.

14.       NEW DWELLINGS

19 ROUGE STREET

MARKHAM VILLAGE    (16.11)

            HERITAGE MARKHAM RECOMMENDS:

 

            THAT Heritage Markham has no objection to the design concepts for 5 new     houses on the 19 Rouge Street/James Scott Road property subject to:

 

·        visual variety being achieved through the colours and types of cladding materials;     

·        windows being added to the garage doors;

·        1 over 1 window glazing to be used in the narrow windows of the dormers on the James Scott Road houses;

·        The owner is requested to secure an order of historically compatible brick, subject to review and approval by Town (Heritage Section) staff, in order to ensure that appropriate brick is available at the time of construction;

·        the standard heritage design provisions being included in the Site Plan Agreement including:

·        Windows are to be wood, double hung with real, externally perceivable muntin bars (may be adhered);

·        Garage doors are to have a vertical wood cladding to appear as a carriage door;

·        Shutters are to be louvered wood, each 1 /2 the width of the window and attached to the window frame with hinges;

·        All windows are to have projecting sills of wood, stone or concrete;

·        Brick sills are not permitted;

·        The bricks above the windows on all units are to be angled away from the centre as traditional voussoirs;

·        The area beneath the finished first floor level on the proposed Rouge Street House is to be clad in an appropriate fieldstone or composite stone resembling fieldstone;

·        Porch posts and pickets are to be constructed of wood;

·        Materials such as shingles, bricks, etc,  are to be of a traditional style and variety, and subject to review by Town (Heritage Section) staff;

·        The veranda ceilings  are to be sloped in a manner consistent with the slope of the roof of the veranda;

·        The closed gables are to be clad in wood shingles or v-groove wood;

·        The area beneath the porches on the James Scott units are to be clad in framed wood lattice;

·        It is important to construct the chimneys on the proposed Rouge Street Unit;

·        The applicant is to provide all four elevations for each unit as well as the proposed detached garage and a detailed site plan outlining driveway locations, etc.

·        final details to be subject to review and approval by Heritage Section staff.

15.       PROPOSED RESTORATION PLAN

7996 KENNEDY ROAD                     (16.11)

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed draft restoration plan          for the Thomas Rivis House at 7996 Kennedy Road subject to the following             conditions being included in the site plan agreement:

1)            That the owner enter into a heritage conservation easement with the Town to ensure preservation of the existing historic building;

2)            That the owner provide a $25,000 letter of credit to ensure protection of the building during the construction process and construction as per the approved design.

3)            That the approved site plan and elevations are to be included in the site plan agreement and heritage conservation easement for the property;

4)            That the applicant be requested to remove all overgrown vegetation from the perimeter of the building in order to reveal the historic building and eliminate any potential moisture problems;

5)            That the proposed new roof shingles are to be of a style and variety which is compatible with the historic building, and details are to be provided to Town (Heritage Section) staff;

6)            That the existing wood soffits and fascia be retained and restored;

7)            That the existing storm door on the front elevation be removed to reveal the historic 19th Century door beneath;

8)            That the applicants consider restoring the original left side front chimney either as a real chimney or a false chimney to balance the façade;

9)            That cleaning techniques on the exterior of the building are to be reviewed by Town (Heritage Section) staff prior to implementation.  Sandblasting of the exterior is not permitted;

10)        That repointing is to be undertaken with a lime rich mortar which is consistent with the historic mortar used on the building.  Portland rich mortars are not supported.

11)        That details of the proposed feature lighting are to be provided to Town (Heritage Section) staff for review and approval prior to installation;

12)        That a Markham Remembered Plaque be provided by the owner outlining the history of the house.  The plaque is to be installed by the owner at a visible location on the property;

13)        That Town (Heritage Section) staff be permitted to review and document the existing historic barns prior to demolition;

14)        And that the owner is requested to advertise the availability of the barns and outbuildings for relocation elsewhere and to make available historic materials from the barns to the Markham Museum and the Heritage Markham architectural materials repository;

 

AND THAT final details of the site plan, elevations and restoration plan are to be referred to Town (Heritage Section) staff for review and approval.

20.       PROPOSED ALTERATIONS

      101 JOHN STREET, THORNHILL

            HERITAGE MARKHAM RECOMMENDS:

     

            THAT Heritage Markham approve a Heritage Permit for repair or appropriate replacement of the existing wood windows at 101 John Street subject to:

 

-         the owner first exploring the feasibility of repairing/restoring the existing windows with the assistance of a qualified professional;

-         if the existing windows cannot be reasonably repaired, they should be replaced with a wood window that meets the Heritage Markham window policy.

21.       UNIONVILLE SELF-GUIDED WALKING TOUR IDEA   (16.11)

            Heritage Markham had agreed to form an ad hoc committee to investigate the    feasibility of producing a self-guided walking tour of historic Unionville for the           Sesquicentennial.

 

Julie Christian and Susan Casella have met with John Ryerson, Director of the Varley Art Gallery.  Mr. Ryerson indicated his desire to have a a self-guided walking tour of Unionville Main Street.  The Unionville Historical Society were invited but were not able to attend.  It was pointed out that this is an important year for both Unionville and the Berczy settlement.  The BIA are presently working on a walking tour of Main Street Unionville that is to be made available by July 1st.  It was suggested that the BIA brochure could also be used for the ‘Doors Open’ event in August.  Marie Jones indicated that she would contact the Unionville Historical Society to solicit their participation in the development of a walking tour brochure.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Marie Jones, on behalf of the Markham Museum, contact the Unionville Historical Society with respect to updating the old walking tour brochure;

 

AND THAT Heritage Markham will act in a supportive role with respect the walking tours.

22.       HERITAGE MARKHAM

WINNER OF THE B. NAPIER SIMPSON AWARD OF MERIT

ONTARIO HISTORICAL SOCIETY   (16.11)

23.       FAÇADE ALTERATION

            7689 YONGE STREET, THORNHILL    (16.11)

The Manager, Heritage Planning, reviewed the proposal for a façade alteration at 7689 Yonge Street, Thornhill to accommodate a Tim Horton’s store.  He noted that the plaza was built in the 60’s.  The proposal would also update the appearance of the entire façade of the plaza.  Renovations would include: a new stucco parapet across the upper front façade of the building; an aggregate panel system that appears like stucco to the storefront area of the proposed Tim Horton’s; application of the corporate chestnut and olive colour scheme; and a new 52” high illuminated sign on the parapet wall.  He noted that the proposed renovations do not appear to have taken the Heritage District Guidelines into consideration.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT the applicant be advised that the subject property (7689 Yonge Street) is located at a prominent location within the Thornhill-Markham Heritage Conservation District and that the proposed façade improvements and signage should be designed in compliance with the Heritage Conservation District Guidelines;

 

AND THAT the applicants are requested to address the concerns raised by Town (Heritage Section ) staff and Heritage Markham and submit a revised proposal for review and approval by Town (Heritage Section) staff.

 

AND THAT given the proposed restaurant use would potentially appear to significantly increase the usability of the subject premises, the applicant be required to enter into a site plan agreement with the Town to cover such issues as:

a)            Alterations to the elevations;

b)            Parking spaces and layout

c)            Perimeter landscaping;

d)            Signage plan.

24.              SITE PLAN CONTROL APPLICATION

The Planner, Heritage and Conservation, reviewed the site plan control application for the proposed new dwellings at 45 and 47 Rouge Street.  He noted that the applicants have incorporated suggestions made by Heritage Markham into revised drawings.  Town (Heritage Section) staff have reviewed the revised drawings and have provided commentary on how the proposed dwellings would better fit into the streetscapes of Rouge Street and James Scott Road.

 

 

            HERITAGE MARKHAM RECOMMENDS:

 

      THAT Heritage Markham does not object to the revised concept of the proposed new dwellings at 45 Rouge Street and James Scott Road, subject to the applicant incorporating the suggested revision of Town (Heritage Section) staff, the units being compatible with the Heritage District Plan and incorporating the following elements:

-         windows are to be wood, double hung with externally perceivable wood muntins;

-         the houses are to be designed so that the overall mass of the building is emphasized only in the area of the residence part of the façade rather than the garage section;

-         the proposed mass should be significantly reduced form the earlier proposed massing of the houses which do not relate to the smaller scale character of the street;

-         the height of the roof should be reduced from the previous submission;

-         it is recommended that at least one of the houses be of frame construction with wood siding;

-         all windows are to have either wood, stone or concrete sills;

-         the porch railings and pickets are to be of wood with top and bottom rails;

-         bricks above windows are to be angled as voussoirs without distinct keystones;

-         garage doors are to be clad in vertical wood to present a carriage house appearance;

-         all four elevations of the proposed houses are to be provided and are to be compatible with the Heritage Conservation District Guidelines;

-         the area beneath the proposed porches is to be clad in framed lattice;

-         the area of exposed foundation is to be clad in fieldstone or appropriate composite stone;

-         the applicant is requested to secure an order of appropriate, as approved by Town (Heritage Section) staff, as soon as possible in order to ensure that it is available at the time of construction;

-         that all exterior materials, brick, siding, shingles, paint colour, etc. are to be submitted for review and approval by Town (Heritage Section) staff;

 

AND THAT in the event the applicant is not able to achieve a design to the satisfaction of Town (Heritage Section) staff, the proposal be referred to the Architectural Review Sub-Committee with authority to approve.

25.       REQUEST FOR FEEDBACK

            QUICK START TRANSIT SHELTERS

            REVISED DECORATIVE TAPE AND BENCH DESIGN

The Committee reviewed the proposed designs for the Thornhill bus shelters.  It was agreed that the ‘post and beam’ concept would be the most appropriate for the Thornhill area.  However, the design should include additional braces.  

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT given that the transit shelters will be in temporary use for this component of the Quick Start Program, Heritage Markham has no objection to the “Post and Beam” design, (exhibit “B” as amended with post and beam motif used on all four elevations), for the Quick Start transit shelters within the Thornhill Heritage Conservation District;

 

AND THAT Heritage Markham has no objection to the use of the “Easy Access Bench with Backrest (colour of bench and backrest to be‘black’);

 

AND FURTHER THAT Heritage Markham has no objection to the use of the round-topped roof design for transit shelters in the Markham Village Heritage Conservation District.

26.       REQUEST FOR FEEDBACK

            PROPOSED ADDITIONS TO A HERITAGE HOUSE

            30 WALES AVENUE

            MARKHAM VILLAGE HERITAGE CONSERVATION DISTRICT

The Planner, Heritage and Conservation, reviewed this item noting that the applicant wishes to construct a two-storey addition across the rear of the house.  Also included in the applicant’s drawings was a breezeway (carport) to the side of the house.  It was noted that this site already has two-car garage to the rear of the dwelling. 

           

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham does not object in principle to the general concept for the proposed rear and south side additions to 30 Wales Avenue, subject to the applicant providing more detailed and accurate site plan and elevations to the satisfaction of Town (Heritage Section) staff;

 

AND THAT the following changes should be implemented in the formal submission:

·        the windows on the addition are to be wood double hung of a shape and size consistent with those on the historic house;

·        the line of the eaves on the proposed addition should be consistent in height with the line of the eaves on the historic house;

·        the applicant should consider highlighting window trim, corner boards, porch details, etc. in the painting program for the house;

·        shutters are not recommended for the proposed addition;

·        all windows should have projecting wood window sills and surround trim;

·        removal of the breezeway from the proposed drawings;

 

AND FURTHER THAT standard Heritage Markham requirements with respect to requirements for Securities (Letter of Credit and Heritage Conservation Easement), appropriate materials, colours; construction as per the approved design, etc. be included in the site plan agreement.

28.       8 ECKARDT AVENUE, UNIONVILLE

      POT LIGHTS UNDER EVES

The Committee were advised that four exterior pot lights are being installed under the eves at 8 Eckardt Avenue in Unionville.  It is unclear as to the reason for these lights (security/landscaping), however, this type of lighting is not considered appropriate for a heritage area.  It was also pointed out that the lighting was not included in the approved site plan for 8 Eckardt Avenue. 

 

In order that the issue of external lighting is adequately addressed in the future, applicants should be requested to list the type and location of all exterior lights on the site plan.

 

      HERITAGE MARKHAM RECOMMENDS:

 

THAT the owner of 8 Eckardt Avenue, Unionville be advised that the four exterior pot lights are not included in the approved site plan;

 

AND THAT Heritage Markham has concerns with respect to lighting under the eves and suggests that other forms of security lighting may be more appropriate in a heritage area;

 

AND FURTHER THAT exterior lighting should be the appropriate style and colour with respect to the heritage dwelling.
