RECOMMENDATION:
That
a Public Meeting be held to consider the application submitted by Cornell Rouge
Development Corporation (ZA 04 016729) for zoning by-law amendment to reduce
the minimum front yard setback for townhouses within draft approved plan of
subdivision
19TM-030006.
PURPOSE:
BACKGROUND:
Property and Area Context
The
subject lands are located south of
The subject lands comprise 16 blocks accommodating
a total of 80 townhouse units, as shown
on Figure 4.
Proposal
The applicant has applied
to amend the zoning by-law to reduce the minimum front yard setback for the
townhouse blocks within this plan of subdivision from 3 metres (10 feet) to 0.6
metres (2 feet).
POTENTIAL BENEFITS OF APPROVAL OF THE PROPOSAL:
The
subject townhouse blocks are located around a neighbourhood centre. The requested
reduced front yard setback will generate a stronger urban built form which will
help to reinforce the identity of this neighbourhood centre. (Cornell is structured around a series of
neighbourhoods, each focussed on a “neighbourhood centre” typically comprising
a small convenience retail store or café, a small park and an area of medium
density housing.)
The
zoning by-law currently permits, but does not require, a retail component at
this neighbourhood centre. The subject
application also provides the opportunity to update the zoning to mandate the
retail component in accordance with one of Council’s 2004 Strategic Priorities,
to pursue “small neighbourhood retail focus/community gathering places.”
No concerns or issues have been identified.
FINANCIAL CONSIDERATIONS:
There are no financial matters to be considered in
this report.
ENVIRONMENTAL CONSIDERATIONS:
There are no
environmental matters to be considered in this report.
BUSINESS UNITS CONSULTED AND AFFECTED:
The applications have been
circulated to various Town departments and external agencies and are currently
under review. Requirements of the Town
and external agencies will be reflected in the preparation of the zoning by-law
amendment.
