SUBJECT:

Designation Under Part IV of the Ontario Heritage Act

Old Milliken Public School

4600 Steeles Avenue East

Owner: Scarborough Christian Schools

 

 

 


 

 

RECOMMENDATION:

THAT the former “Milliken Public School” at 4600 Steeles Avenue East be approved for designation under Part IV of the Ontario Heritage Act, as recommended by Heritage Markham;

 

AND THAT the Clerk’s Department be authorized to:

 

*  publish and serve Council’s Notice of Intention to Designate as per the requirements of the

   Act; and

*  prepare the Designation By-law for the property.

 

PURPOSE:

To recommend to Council that the former “Milliken Public School” (historical reference) at 4600 Steeles Avenue East be designated under Part IV of the Ontario Heritage Act for its cultural heritage value and interest.

 

BACKGROUND:

The former Milliken Public School is listed on the Markham Inventory of Heritage Buildings.  It is a Collegiate Gothic style public building constructed in 1929, and is architecturally unique in the Town of Markham.  The building has functioned as a private school since 1968. A research report is attached as Appendix “A.”

 

According to the Town of Markham’s Heritage Building Evaluation System, the old school is rated as a Group 2 heritage structure. Heritage Markham recommended that the property be designated under Part IV of the Ontario Heritage Act at its meeting of May 12, 2004 (see Heritage Markham Extract, Appendix “B.”)

 

DISCUSSION:

 

The subject building is a landmark feature in the community of Milliken.  The property is located within the Milliken Secondary Plan area.  Heritage Section staff has recently met with the owner of the property (Scarborough Christian Schools) and their planning consultant to discuss the heritage significance of the old school building and the Town’s interest in pursuing designation under the Ontario Heritage Act. The agent for the owner has indicated that their client would not object to requirements for the long-term preservation of the building subject to the features protected in the designation by-law being limited to the exterior elements only.

 

The designation of the former Milliken Public School will give it protected status to assist with its preservation within the context of future development on the site. Currently, no planning applications have been received for this property. No issues have arisen with respect to the proposed designation as the owner and this agent have been involved and informed throughout the process, and are in support.

 

Should Council decide to proceed with the recommendation to designate 4600 Steeles Avenue East under the Ontario Heritage Act, the Clerk’s Department should  be authorized to:

 

*  publish and serve on the property owner, the Ontario Heritage Foundation and the Public

    through a newspaper advertisement, Council’s intention to designate the property as per the

    requirements of the Act; and

 

*  prepare the designation by-law

 

ENGAGE 21ST CONSIDERATIONS:

Heritage designation helps to achieve a quality community by recognizing, promoting and protecting a heritage resource, which strengthens the sense of community.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Acceptance of this recommendation to designate 4600 Steeles Avenue East will require the Clerk’s Department to initiate the notice process and prepare the designation by-law.
