The Chair convened the meeting at the hour of 7:15 p.m. by reading an outline of the structure of Heritage Markham meetings including how delegations are received by the Committee.

 

1.            APPROVAL OF AGENDA (16.11)

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the Heritage Markham agenda and addendum agenda, dated August 11, 2004, be approved as circulated.

2.         254 MAIN STREET MARKHAM NORTH

PROPOSED SIGNAGE AND BUILDING ALTERATIONS

TOM NEO – MANAGER, CHEV 1610 RADIO (16.11)

The Manager, Heritage Planning, noted that Tom Neo, Manager, CHEV 1610 Radio, wishes to erect signage with the call letters of the station across the front and sides of the building at 234 Main Street.  

Mr. T. Neo advised that he wants to have more exposure so that the public will know where the radio station is located.  He noted that there is a large tree in front of the house.  He would like to install ‘peel and stick’ vinyl letters across both sides and the front of the building.  The letters would be 3ft. to 4ft. high and the colour would be blue.

 

The Committee provided the following comments:

-                     heritage area signage is traditionally constructed in wood (e.g. LCBO and the fire station)

-                     the signage must conform to the Town’s Sign By-law and the heritage area guidelines

-                     a panel type sign in wood with horizontal lettering was suggested

-                     suggested that Town (Heritage section) staff can assist in determining an appropriate sign for the building.

 

Corina Sallaberger, the homeowner adjacent to 254 Main Street, was also in attendance and expressed concerns that the tree line between the two homes has been taken down.  She noted that this landscaping feature was a condition of the site plan for 254 Main Street.  She indicated a willingness to work with the new owner of 254 Main Street to ensure that an appropriate landscape feature is replaced between the two homes.

 

Mr. Neo expressed a desire to work with Ms. Sallaberger to ensure that this issue was addressed as soon as possible.  It was noted that Doors Open Markham (Ms. Sallaberger’s home is a featured location) and the ‘grand opening’ for Mr. Neo’s radio station is to be held by the end of August. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the proposed signage for CHEV 1610 Radio at 254 Main Street Markham North, be in compliance with the Town of Markham Sign By-law and the guidelines of the heritage district plan, with respect to size, colours, details, typeface etcetera;

 

AND THAT the proposed signage be referred to Town (Heritage section) staff to assist the applicant in developing appropriate signage for 254 Main Street.

AND THAT the owner be encouraged to install the new fence and landscaping along the south property boundary before Doors Open Markham on
August 28, 2004.

3.         ADOPTION OF THE MINUTES

AND THAT the owners enter into a Heritage Easement Agreement as a condition of Site Plan Approval;

 

AND FURTHER THAT the issue of the condition of the windows in the existing heritage house be dealt with through a separate Heritage Permit Application.

10.       REMOVAL OF HERITAGE BUILDINGS TO MAKE WAY FOR THE NEW MARKHAM BY-PASS, PHASE 3

8724 REESOR ROAD (BARN) AND 8992 REESOR ROAD (JOSEPH MARR HOUSE)

            REGION OF YORK TRANSPORTATION & WORKS DEPARTMENT (16.11)

The Heritage Planner noted that the Region of York will be acquiring lands at 8724 Reesor Road and 8992 Reesor Road to provide for a right-of-way for Phase 3 of the Markham By-pass.  The Region has contacted the Town with respect to the two heritage structures (barn and house) at these locations.  Reports on the heritage structures have been prepared by Unterman McPhail Associates.  It was noted that a lot in an adjacent subdivision would be an appropriate location for the Joseph Marr house (8992 Reesor Road) since it would retain the house close to its original site. 

 

It was pointed out that Madison Homes are constructing a subdivision in this area and could be approached with respect to an appropriate lot for the Joseph Marr house.  The Committee recommended that the Ward Councillor together with Town (Heritage Section) staff approach Madison Homes to facilitate negotiations for a suitable site for the house.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends that the barn complex at 8724 Reesor Road be subject to the standard requirements for advertising and salvage;

 

AND THAT the Region of York pursue the relocation of the historically-designated Joseph Marr House at 8992 Reesor Road to a significant gateway lot in an adjacent subdivision, to be placed on a foundation, hooked up to municipal services, and offered for sale along with a restoration plan and site plan agreement to include details on the interim protection of the building and the specifics of its treatment;

 

AND FURTHER THAT on its new site, the owner of the Joseph Marr House be required to enter into a Heritage Easement agreement with the Town.

11.       TRIBUTARY NAMING PROCESS

BURNDENETT CREEK, EAST OF UNIONVILLE (16.11)

The Manager, Heritage Planning, pointed out the historical significance of the recommended name of “Eckardt Creek”.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the name “Eckardt Creek” as the most historically appropriate name for the Rouge tributary.

12.       ONTARIO HERITAGE FOUNDATION

            HERITAGE COMMUNITY RECOGNITION PROGRAM 2004

CALL FOR NOMINATIONS (16.11)

The Manager, Heritage Planning, outlined the Heritage Community Recognition Program for 2004.  Nominations are required to be provided by Council to the Ontario Heritage Foundation by October 12, 2004.  It was suggested that a sub-committee be established to accept information relating to possible nominees for the various awards.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the information with respect to the Ontario Heritage Foundation Community Recognition Award Program be received;

 

AND THAT an Awards Sub-committee, consisting of the Chair and Vice-Chair of Heritage Markham and Town (Heritage Section) staff, be established to review the information relating to nominations for the Ontario Heritage Foundation Community Recognition Award Programs;

 

AND FURTHER THAT authority to submit recommendations to Council be delegated to the sub-committee.

13.       REQUEST FOR NOMINATIONS

ONTARIO HISTORICAL SOCIETY

HONOURS AND AWARDS PROGRAMME (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT the Awards Sub-committee, consisting of the Chair and Vice-Chair of Heritage Markham and Town (Heritage Section) staff, be authorized to make recommendations for nominees to the Ontario Historical Society Honours and Awards Programme.

14.       REVIEW OF CANADIAN MUNICIPAL INCENTIVE PROGRAMS

FOR HERITAGE PRESERVATION AND DOWNTOWN RENEWAL (16.11)

The Manager, Heritage Planning, requested comments from Heritage Markham with respect to the information provided on the Canadian Municipal Incentive Programs.  He noted that a report will be prepared in the Fall.  A number of incentive programs are outlined in the information and it would be beneficial to know if Heritage Markham supports any of these incentives:

            examples of incentives:  -  waiving fees for moving heritage buildings

-  giving priority to heritage applications

It was noted that a grant program is available for existing ‘non-conforming’ signage in the heritage area.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham review and provide comments on the staff report on Canadian Municipal Incentive Programs for Heritage Preservation and Downtown Renewal at the August Architectural Review Subcommittee.

15.       DEPUTATION – MR. FRANK MARCIANO

            PROPOSED NEW GARAGE

            30 WALES AVENUE- MARKHAM VILLAGE HCD (16.11)

The Heritage Planner reviewed the details of the proposed new garage and alterations to 30 Wales Avenue, Markham.  He noted that the applicant is proposing to replace the existing two car rear garage with a four-bay garage (3 car garage and 2 carports – one carport located to the rear).  The proposal would also raise the roof over the existing one storey wing to create a full two stories and construct a raised deck on the south side and rear of the house.

 

Mr. Marciano indicated that he could situate the garage half-way behind the house and then it would appear as a two-car garage from the street.  Large trees have been removed at the side of the house and this area is to be grassed.  He noted that he would like to remove the asbestos shingles and replace with cove board, however, his first project is to construct the garage.  He stated that a larger garage allows him to do maintenance work.  He advised that: the two-car garage is 480 sq.ft. and the single-car garage is 240 sq.ft.; the lot size is 100 ft. x 132 ft. and the house width is 18 ft.

 

The Committee expressed concerns that the garage(s) are large in comparison to the original dwelling.  It was suggested that a plan showing the massing of the house (as well as illustrating future additions) on the lot and the street would be helpful in reviewing this application.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the applicant be requested to review the staff commentary presented at the August 11, 2004 meeting and the commentary of Heritage Markham and revise the proposed site plan and elevations accordingly for consideration by the Architectural Review Sub-Committee at its next meeting.

16.       DEPUTATION – MR. NAV SHARMA

            PROPOSED ADDITIONS – 52 NELSON STREET

            MARKHAM VILLAGE HCD (16.11)

The Manager, Heritage Planning, outlined the proposed works at 52 Nelson Street, Markham Village.  Town (Heritage Section) staff had previously outlined the works carried out and additions constructed on the subject property without the required permits.  The owner has outlined how he would remove the offending sections of the building and reconstruct them elsewhere on the property in accordance with the Town by-laws and Heritage guidelines.  The applicant has now proposed to split the works in two by deferring consideration of the proposed additions to the building and concentrating on how the offending sections on the west side of the building can be removed and brought into compliance with Town requirements. 

 

Town (Heritage Section) staff provided an information package containing a drawing of the current proposal, and three sketches of how the façade might be improved to bring it more into conformity with the heritage guidelines.  It was noted that Option 1 was a simple design with a few changes (including doors and muntins bars installed in the existing windows) that could be easily accommodated by the applicant.

 

Mr. Sharma was in attendance and stated that he would be in agreement that Option 1 as it was the most reasonable option to effect the required changes to his home.  Option 1 is also more in keeping with the architecture of the remainder of the house and the exterior could also be clad in stucco.  Mr. Sharma indicated that these changes – Option 1 – could be completed quickly.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports Option 1 as presented by Town (Heritage Section) staff at the August 11, 2004 meeting to effect the required changes to the façade of 52 Nelson Street to being this structure more into conformity with the heritage guidelines.

17.       CORRESPONDENCE – MR. CAMERON MACDONALD

            ON-SITE PRESERVATION OF 9506 HIGHWAY 48 (16.11)

The Manager, Heritage Planning provided an update on the issue of on-site preservation of 9506 Highway 48.  He noted that Metrus has withdrawn its demolition application.  Town staff have met with representatives of Metrus and it is the opinion of Town engineers that the house will not be impacted by the proposed sewer construction.  The Town has also retained a third party independent engineer to determine if there will be any impact from the close proximity of the works.  The Town is presently waiting for the report of this independent third party engineer.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham receive the correspondence from Mr. Cameron MacDonald as information.
