Application for Town of Markham

Heritage Fund Loan

6 Aileen Lewis Court

RECOMMENDATION:

THAT the Development Services Commission Report entitled “Heritage Fund Loan Application, 6 Aileen Lewis Court, Mike Bradshaw” dated November 23, 2004, be received;

 

AND THAT the application for a loan from the Town of Markham Heritage Fund be approved in the amount of $15,000, for the following restoration work at 6 Aileen Lewis Court:

           -Reconstruction of original 19th Century Veranda

          - Restoration of the original wood shingle roof;

          - Window restoration

          - Barn Restoration

 

AND THAT the loan be subject to the standard terms and conditions of the Markham Heritage Fund Loan program (Appendix ‘B’ to Report).

 

AND THAT a by-law to authorize the approval of a loan from the Town of Markham Heritage Fund to Mr. Michael Bradshaw, to undertake certain repairs to the property municipally known as  6 Aileen Lewis Court, be approved.

 

 

PURPOSE:

The purpose of this report is to recommend approval of an application for a loan from the Town of Markham Heritage Fund, to assist a property owner with restorative works on the Udell-Hamilton House.  The building is designated under Part IV of the Ontario Heritage Act and located within the Markham Heritage Estates subdivision.

 

 

BACKGROUND:

 

Town established Heritage Fund by by-law in 1980

The Heritage Fund was established by Council in 1980 to help provide incentives for the conservation and accurate restoration of heritage buildings which have been designated pursuant to the Ontario Heritage Act.

 

The Heritage Fund is used for the purpose of making loans to the owners of designated buildings for the repair, restoration or reconstruction of existing or original exterior architectural elements.  A maximum loan of $15,000 is available at an interest rate of 5 percentage points below the bank prime interest rate with a minimum interest rate of 5%.  The loan is repayable within a maximum of five years.  Loans are approved by Council on the recommendation of Heritage Markham.

 

Application for loan for restoration work on Udell Hamilton House

An application pursuant to the Town of Markham Heritage Fund has been received from Michael Bradshaw, requesting a loan of $15,000.  Mr. Bradshaw is the owner of “The Udell-Hamilton House” an individually designated property at 6 Aileen Lewis Court in the Markham Heritage Estates Subdivision.  The work which is proposed to be undertaken by the applicant is the reconstruction of the original veranda, window restoration, wood shingle roof and restoration of an historic barn.

                                                                                                                                        

In accordance with the requirements of the Heritage Fund, the applicant has provided two estimates for some of the materials to be used in the proposed works which demonstrate that the magnitude of the proposed work and the estimated cost exceeds the amount of the loan requested.    

 

The projected timing is for the work to be undertaken is the Summer of 2005.

 

Application has been circulated to Town Departments and Heritage Markham                        

The application for a loan from the Town of Markham Heritage Fund was circulated to the Town’s Legal Services, Financial Services and Building Standards Departments and to Heritage Markham. No objections were received.  

 

OPTIONS/DISCUSSION:

Staff recommend that the loan request be approved

Staff recommends that the application for a loan from the Town of Markham Heritage Fund be approved in the amount of $15,000.00 to be applied towards restoration work on the Udell-Hamilton House, 6 Aileen Lewis Court.

BUSINESS UNITS CONSULTED AND AFFECTED:

Financial Services Department

The Financial Services Department will be responsible for administering the loan and issuing the cheque to the applicant once the Promissory Note is signed.  Financial Services will also advise Legal Services at the time when the Lien can be discharged.

 

Clerks Department

The Clerks Department will be responsible for forwarding Committee/Council’s decision to the applicant.

 

Legal Services Department

The Legal Services Department will be responsible for registering a Lien on the property, and releasing the Lien following repayment of the loan, as well as preparing the promissory note.

 

Heritage Section, Planning Department

The Heritage Section will be responsible for inspecting the project upon completion of the proposed restoration work.
