Greensborough Catholic Elementary School

Application for Site Plan Approval

RECOMMENDATION:

That the site plan application by the York Catholic District School Board to permit a new elementary school at 2070 Bur Oak be approved, subject to the following conditions:

 

  1. THAT a variance be granted by the Committee of Adjustment for relief from the westerly side yard setback requirement established on this property by By-law 177-96;

 

  1. THAT the Owner give a written undertaking to the Town that it will construct the project in accordance with the approved plans;

 

  1. THAT the Owner submit and receive approval for a Landscape Plan, prepared by a Landscape Architect having O.A.L.A. membership;

 

  1. THAT the Owner satisfy Town Departments including all requirements of the Director of Engineering, the Fire Department, and the Waste Management Department;

 

  1. THAT the undertaking provide for payment by the Owner of all applicable fees and recoveries, and submission of any required letters of credit to guarantee compliance with Town requirements.

 

PURPOSE:

The purpose of this report is to provide information pertaining to the proposed Greensborough Catholic Elementary School, and to recommend site plan approval.

 

BACKGROUND:

Property

The subject site is 2 hectares (5 acres) in area and is located at the north east corner of Bur Oak Avenue and Swan Park Road in the Greensborough Community (Figure 1).  The site is currently vacant.  New homes are located to the south and east and west.  To the north is a future neighbourhood park and existing woodlot.

 

Proposal

The applicant is proposing to construct a new 5,853 m2 (63,000 sq. ft.) two storey Catholic elementary school containing 22 classrooms (Figures 2 & 3).  Vehicular access to the site will be from Swan Park and Bur Oak Avenue with the Swan Park accesses serving buses only.  A separate car drop-off and pick-up area as well as the parking lot will be accessed from Bur Oak Avenue.  A total of 56 parking spaces will be provided on site which meets the requirements of the Parking By-law 28-97, as amended.

 

Official Plan and Zoning

The subject property is designated “Urban Residential” and “Commercial” by the Official Plan (Revised 1987) and “Secondary School” by the Greensborough Secondary Plan. However, the text of the Secondary Plan allows for school sites to relocate without an amendment to the plan provided alternate sites are consistent with the Plan.  In this instance, the secondary school has actually located on a designated elementary school site located at the corner of Castlemore Avenue and Delray Drive, and the subject elementary school is to be located on the original secondary school site..  The property is zoned “Open Space Two (OS2)” by Zoning By-law 177-96.  A minor variance is required to accommodate the setback on the west side of the building.  The required setback is 7.5 metres whereas the proposal is providing for 3.6 metres.  Town staff support such as minor variance as it creates a strong building edge along Swan Park Road. 

 

OPTIONS/DISCUSSION:

The subject school will be the second school constructed within the Greensborough Community and is located as provided for, in the original Greensborough Secondary Plan.  The York Region Catholic District School Board advises that student enrolments in the Greensborough community have now begun to approach the levels at which the construction of this facility has become feasible.

 

The school building is sited close to Bur Oak Avenue to create a strong building edge along this street.  The proposed building is designed to harmonize within the architectural context of the surrounding Greensborough community.  It is to be clad in cast stone which is articulated by the use of contrasting brick banding. 

 

The applicant has applied for a Minor Variance

The applicant has submitted a variance application that will be heard by the Committee of Adjustment on December 15, 2004.  The purpose of the variance is to request relief from the side yard setback requirement (at Swan Park Drive) from 7.5 metres to 3.7 metres, enabling the building to be brought closer to Swan Park Drive and to rectify an anomaly that exists with the subject property.  The school site at 2070 Bur Oak Avenue is located onto two blocks, one in which traverses along the entire frontage of Swan Park Drive.  In order for the proposed school to meet the intent of the Greensborough Secondary Plan’s Streetscape Guidelines, a variance to the by-law is required.

 

The Town’s Engineering Department has reviewed the site plan with respect to the overall traffic analysis and circulation and has concluded that a formal traffic analysis is not required for this site.  However, a Noise Study is required and has presently been sent for a peer review.  

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

All requirements of Town Departments and Public Agencies will be incorporated into the final plans and site plan agreement.
