SUBJECT:

Designation under Part IV of the Ontario Heritage Act

4160 19th Avenue, "The Almira Flour and Woollen Mill"

RECOMMENDATION:

That Heritage Markham’s recommendation to designate the Almira Flour and Woollen Mill at 4160 19th Avenue under Part IV of the Ontario Heritage Act be approved;

 

And That the Clerks Department be authorized to:

·        publish and serve Council’s Notice of Intention to Designate as per the requirements of the Act; and,

·        prepare the Designation By-law for this property.

 

PURPOSE:

To recommend to Council that the Almira Flour and Woollen Mill at 4160 19th Avenue be designated under Part IV of the Ontario Heritage Act.

 

BACKGROUND:

 

Owners support designation of Almira Flower and Woolen Mill

The owners of the property at 4160 19th Avenue, 4160 19th Avenue Inc., have consented to the designation of the Almira Flour and Woolen Mill on the subject lands under Part IV of the Ontario Heritage Act. The purpose of the designation is to ensure the long-term protection of a landmark heritage building in the community of Almira and to provide the current and future owners access to available funding programs for the restoration and maintenance of the designated heritage property.  Heritage Markham at its meeting of November 10, 2004 recommended that the Almira Flour and Woollen Mill at 4160 19th Avenue be designated under Part IV of the Ontario Heritage Act.

 

OPTIONS/DISCUSSION:

The Almira Flour and Woollen Mill is a significant heritage building

The Almira Flour and Woollen Mill is listed on the Markham Inventory of Heritage Buildings.  The building is a good example of a 19th Century Mill Structure which was restored and reconstructed in the 1980s after suffering severe damage in a fire in the 1940s.  Although much of the mill has been re-built, a substantial portion of the original structure has been retained.  The reconstructed and restored mill serves as an important landmark of the historic community of Almira.  An outline of the heritage attributes of the dwelling in support of its designation is included in the Heritage Designation Report, which is attached as Appendix ‘A’.

 

It is recommended that the Almira Flour and Woollen Mill at 4160 19th Avenue be designated under the Heritage Act.

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report

 

ENGAGE 21ST CONSIDERATIONS:

The subject proposal represents quality community by recognizing, promoting and protecting a heritage resource which strengthens the sense of community.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Action required by Clerks Department

Should Council concur with the recommendation to designate the Almira Flour and Woollen Mill at 4160 19th Avenue, the Clerks Department should be authorized to:

·      publish and serve on the property owners, the Ontario Heritage Foundation and the public through a newspaper advertisement, Council’s notice of intention to designate the property as per the requirements of the Act; and,

·      prepare the Designation By-law for the Almira Flour and Woollen Mill at 4160 19th Avenue.
