The Markham Sub-Committee convened at the hour of 4:25 p.m. with Councillor J. Webster in the Chair.

 

 

1.         1061993 ONTARIO LTD. (FOREST GATE HOMES)

            19 ROUGE STREET, REZONING APPLICATION

TO PERMIT NEW RESIDENTIAL LOTS

(FILE: ZA 02 108985) (10.5)

           

On October 14, 2003, the Development Services Committee referred this proposal to the Markham Subcommittee for a review of the issues raised at the Public Meeting. On November 25, 2003, the Markham Subcommittee reviewed the application with residents and the applicant. Staff was then directed to continue work with the applicant and residents on issues, and bring the revised plans back to the Markham Subcommittee when appropriate.

 

 

 

 

The Committee had before it:

            - Staff Report dated June 17, 2003

            - Minutes of the Public Meeting held October 14, 2003

            - Minutes of the Markham Subcommittee meeting held November 25, 2003

            - Staff Memorandum dated November 22, 2004

 

Staff provided an update of revisions to the plan and design details. The proposed density will be reduced to include one lot on Rouge Street and 4 lots on James Scott Road. Staff will prepare a report to Development Services Committee regarding the rezoning application, and Committee of Adjustment and site plan processes will follow. Final approval will be dependant on servicing allocation.

 

The residents in attendance advised they had worked with staff and the applicant, and are satisfied with the current proposal. The residents recommended that this cooperative approach be used for future stages of this development, and for other developments.

 

Mr. Gregory, representing the applicant, reviewed the site plan and elevations and advised that Heritage Markham has reviewed the proposal. He also stated that the applicant will attempt to preserve the existing trees on the site.

 

Mr. Dimartino, a nearby property owner, questioned the process for removing the 1-foot reserve adjacent to James Scott Road at the rear of his property. Councillor Webster offered to contact Mr. Dimartino with updated information after consulting with Engineering staff.

 

 

RECOMMENDATION:

 

That the revised proposal for rezoning application for 19 Rouge Street, File ZA 02 108985, submitted by 1061993 Ontario Ltd. (Forest Gate Homes) to develop one lot on Rouge Street and four lots on James Scott Road, be supported;

 

And that a staff report regarding the revised proposal be prepared for the Development Services Committee.
