The Milliken Mills Subcommittee convened at 7:15 p.m. with Councillor K. Usman in the Chair.

 

 

SUBJECT:     OFFICIAL PLAN AMENDMENT TO REDESIGNATE THE ARMADALE WEST INDUSTRIAL AREA (OP.01-102884) (10.3)

 

1.         Staff Presentation

 

Staff reviewed the background for this proposal, outlining the location and the concept for industrial redesignation. They discussed the lengthy procees and extensive public consultation involved since 2001.

 

 

2.                   Public Presentation

 

Constatine Karbaliotis, 58 Walden Street, representing the Armadale West Working Committee, presented their Report dated December 9, 2004. He expressed appreciation to staff for their assistance.

 

Mr. Karbaliotis summarized the concerns, potential alternatives, and mitigation measures outlined in the report. Staff provided initial comments and advised that they have briefly reviewed the report and will provide a formal report to Development Services Committee. It was noted that consultation with the landowners is required.

 

 

 

 

Discussions included: the compatibility of proposed uses with residential lands to the south; the potential restriction of retail and restaurant use to specific locations; the use of built form and landscaping to reduce visual impacts; traffic management issues such as signalization and traffic calming measures; and, the pressures resulting from the Greenbelt Plan to utilize land within urban boundaries.

 

 

3.         Consideration of Draft Resolution

 

Committee commended the Armadale West Working Committee on its efforts, and indicated support in principle. Staff  was requested to review the criteria for a previous proposal in the Woodbine North area, north of 16th Avenue.

Whereas on April 6, 2004, Development Services Committee resolved that a “Milliken Mills Subcommittee meeting be held with the owners of land within the proposed Amendment area and residents”;

 

And whereas the Milliken Mills Subcommittee has subsequently met 4 times with the residents of the area to the south of 14th Avenue, and created a Working Group of residents which has met 5 times with staff, to address the concerns of the residents;

 

And whereas the Working Group of residents submitted their report dated December 9, 2004, which addressed measures which can be incorporated into the Official Plan Amendment for the proposed Armadale West Industrial Area to mitigate potential impacts of the proposed industrial area on the character of the residential area to the south;

 

Therefore, be it resolved:

 

That the Armadale West Working Committee report dated December 9, 2004 be received and endorsed in principle by the Milliken Mills Subcommittee, and the Working Committee members be thanked for their time and input into this process;

 

And that, in accordance with the direction of the Development Services Committee, staff arrange a meeting with the owners of the land within the proposed Armadale West Industrial Area to obtain their comments on the recommendations of the Working Committee;

 

And that staff provide an update to Part A of the Development Services Committee early in January 2005, prior to meeting with the land owners, on the progress to date;

 

And that, following the meeting with the landowners, staff report back to Development Services Committee regarding the recommendations of the Working Committee and the comments of the landowners.
