PRELIMINARY REPORT

Forest Bay Homes Ltd. Rezoning application to place a Hold on the zoning of certain lands within the Villages of Fairtree subdivision east of Markham Road, north of Steeles Avenue

RECOMMENDATION:

That a Public Meeting be held to consider the zoning by-law amendment application (ZA. 05-006401) by Forest Bay Homes Ltd. to place a Hold on the zoning of certain lands within the Villages of Fairtree subdivision east of Markham Road, north of Steeles Avenue.

 

PURPOSE:

The purpose of this report is to provide preliminary information regarding a zoning amendment application by Forest Bay Homes Ltd. to place a Hold on certain lands within the Villages of Fairtree subdivision in the area of Markham Road and Steeles Avenue, to allow the transfer of servicing allocation from the lands.  The report recommends that a Public Meeting be held to consider the application.

 

BACKGROUND:

Subject lands and area context

The subject properties are located within the Villages of Fairtree subdivision on the east side of Markham Road, north of Steeles Avenue. The lands are specifically identified as Block 157, 65M-3669 (Phase 4) located at the southeast corner of  Markham Road and Elson Street, and Block 194 on the preliminary M-plan for Phase 6, located at the southeast corner of Markham Road and Denison Street (Figure 1).    Both blocks are zoned Second Density – Medium Density Residential (RMD2) (Figures 2 and 3).    The blocks are currently vacant and will be the only remaining developable residential parcels within the subdivision once Phase 6 is registered and constructed.

 

Proposal is to place a Hold on the current zoning

The proposal is to place a Hold on the current zoning pending the availability of additional servicing allocation.   The previously approved servicing allocation for these blocks (a total of 117 units), is proposed to be transferred to a proposed 133 unit semi-detached residential development by the applicant at the northwest corner of Markham Road and Denison Street.  These applications (OP 03.117651 and ZA 03.117641) were under review at the time the servicing allocation moratorium was put in place (spring of 2004).

 

POTENTIAL BENEFITS OF APPROVAL OF THE PROPOSAL:

The transfer of the servicing allocation will allow the proposed semi-detached residential development at the northwest corner of Markham Road and Denison Street to be brought forward for Council approval once it has proceeded through the planning process.

 

ADDITIONAL CONCERNS/ISSUES TO BE RESOLVED:

No concerns have been identified to date. 

 

FINANCIAL CONSIDERATIONS:

None at this time.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

All Town departments and external agencies have been circulated with these applications.
