PRELIMINARY REPORT

Remington Group. Rezoning application to place a Hold on the zoning of lands on the west side of Markham Road, north of Steeles Avenue

RECOMMENDATION:

That a Public Meeting be held to consider the zoning by-law amendment application (ZA.05-007543) by the Remington Group to place a Hold on the zoning of lands on the west side of Markham Road, north of Steeles Avenue.

 

PURPOSE:

The purpose of this report is to provide preliminary information regarding a zoning amendment application by the Remington Group to place a Hold on the zoning of certain lands at the northwest corner of Markham Road and Steeles Avenue to allow the transfer of servicing allocation from this site.

 

BACKGROUND:

Subject lands and area context

The subject property is a 4.1ha (10 acre) parcel on the west side of Markham Road, north of Steeles Avenue (Figure 1).  The property is currently zoned Second Density - High Density Residential (RHD2) in By-law 90-81 and is currently vacant (Figures 2 and 3).  

 

Zoning and site plan applications for a 614-unit apartment building were approved by Council in 1989 and servicing allocation has historically been assumed for this site.  A new site plan application for a 574 unit apartment development on the site is currently under review.

 

Proposal is to place a Hold on the current zoning

The proposal is to place a Hold on the current zoning of the lands pending the availability of additional servicing allocation.   The applicant is requesting that approximately half of the previously assigned servicing allocation for these blocks (275 units) be transferred to a proposed 275-unit apartment development at the southeast corner of Kennedy Road and Denison Street within the Milliken Main Street study area.   That application (SC 04-014176), under the same ownership, is currently caught by the servicing allocation moratorium by the Town put in place in the spring of 2004.

 

POTENTIAL BENEFITS OF APPROVAL OF THE PROPOSAL:

The transfer of the servicing allocation will allow the proposed apartment development at the southeast corner of Kennedy Road and Denison Street to be brought forward for Council approval once it has proceeded through the planning process.  That proposed development is consistent with the draft Milliken Main Street Secondary Plan, and is considered to have the potential to act as a catalyst for further development within the Milliken Main Street study area. 

 

ADDITIONAL CONCERNS/ISSUES TO BE RESOLVED:

If the Hold provision on the zoning for the subject lands for 275 units of servicing allocation is approved, allocation for 299 units will remain with this site.   In order to retain this allocation, the applicant must continue to pursue approval of the site plan application for this site.    

 

FINANCIAL CONSIDERATIONS:

None at this time.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

All Town departments and external agencies have been circulated with these applications.
