DESIGNATION UNDER PART IV OF

THE ONTARI O HERITAGE ACT

Daniel Quantz House

2960 Sixteenth Avenue

RECOMMENDATION:

THAT the “Daniel Quantz House” at 2960 Sixteenth Avenue be approved for designation under Part IV of the Ontario Heritage Act,

 

AND THAT the Clerk’s Department be authorized to:

 

*  publish and serve Council’s Notice of Intention to Designate as per the requirements

   of the Act; and

 

*  prepare the Designation By-law for the property.

 

 

PURPOSE:

To recommend to Council that the “Daniel Quantz House” (historical reference) at 2960 Sixteenth Avenue be designated under Part IV of the Ontario Heritage Act.

 

BACKGROUND:

The building is listed on the Inventory of Heritage Buildings

The subject property contains a heritage building that is listed on the Markham Inventory of Heritage Buildings and is identified in the Woodbine North Planning District Secondary Plan (Section 5.7 – Cultural Heritage Policies) as a building having heritage significance.  The Daniel Quantz House, c.1873, is one of a grouping of heritage buildings that define the historical crossroads community of Bliss Corners.  Bliss Corners, which included a cluster of 19th century residences and local industries, was named after a local carriage builder whose shop formerly stood at the south east corner of Woodbine and Sixteenth Avenues.  The Quantz House stands on its original site, sheltered within a grove of trees and behind a traditional picket fence.  The Designation Report for this property is attached as Appendix “A.”

 

Heritage Markham has recommended preservation since 1988

In 1988, Heritage Markham recommended that this building be retained and incorporated into the proposed plan of subdivision which was being contemplated at that time.  Heritage Markham’s recommendation that the heritage building be incorporated into a future development submission was re-stated in 1997 when a zoning by-law amendment by Woodbine Cachet South was being reviewed by the Town. A Letter of Credit in the amount of $250,000 for the protection of the Quantz House was obtained by the Town in conjunction with the planning application.

 

Heritage Markham commented on the recent applications for Official Plan and Zoning By-Law Amendments

Heritage Markham reviewed the current applications for Official Plan and Zoning By-law Amendments at their meeting of November 10, 2004. The applications are to amend the Official Plan from Business Corridor Area to Major Commercial and the Zoning By-law from Select Industrial and Limited Commercial to a Major Commercial Zone. The applicant did not submit a site plan or detailed use proposal to indicate the proposed development context of the heritage house, but the committee recommended that the Daniel Quantz House be retained on site and incorporated into the proposed development of the property.  Additionally, Heritage Markham recommended that the site be developed in accordance with the policies of Section 5.7 of the Woodbine North Planning District Secondary Plan, which provides for the preservation of built heritage resources.  Heritage Section staff was directed to undertake the necessary research to initiate the heritage designation of the property.  (See Heritage Markham Extract, attached as Appendix “B.”)

 

Heritage Markham recommends designation under Part IV of the Ontario Heritage Act

At its meeting of December 8, 2004, Heritage Markham reviewed the research report for 2960 Sixteenth Avenue and recommended that it be designated under Part IV of the Ontario Heritage Act.  (See Heritage Markham Extract, attached as Appendix “C.”) The property owners have been advised of this recommendation to designate and have not raised any concerns as it is their intention to preserve the building on its existing site within the context of future development.

 

DISCUSSION:

Designation will highlight the need to protect this heritage resource during the planning process for these lands

No conceptual site plans have been submitted by the applicant to the Town at this time. Therefore it is not clear how the Official Plan and Zoning By-law Amendments will affect the heritage building. However, the applicant has advised Heritage Section staff that the intention is to preserve the heritage house on its existing site within their development plans for the property.

 

Designation will reinforce the need to protect this heritage resource during the planning process for these lands. In the interim, with the house occupied and a Letter of Credit secured, the building is protected.

 

The Daniel Quantz House is significant as one of only four remaining historical features of the crossroads community of Bliss Corners. Together with the Bliss House, the Calvert House, and the Francis Button House, the Daniel Quantz House is a touchstone to this 19th century community amidst the dramatic changes that have occurred to transform a once rural area into a node of urban commercial development.

 

Should Council decide to proceed with the recommendation to designate 2960 Sixteenth Avenue under Part IV of the Ontario Heritage Act, the Clerk’s Department should be authorized to:

 

*  publish and serve on the property owner, the Ontario Heritage Foundation and the public

   through a newspaper advertisement, Council’s notice of intention to designate the property

   as per the requirements of the Act; and

 

*  prepare the designation by-law for the property.

 

FINANCIAL CONSIDERATIONS:

There are no financial implications to be considered in this report.

 

ENGAGE 21ST CONSIDERATIONS:

Heritage Designation helps to achieve a quality community by recognizing, promoting and protecting a heritage resource, which strengthens the sense of community.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Acceptance of this recommendation to designate 2960 Sixteenth Avenue will require the Clerk’s Department to initiate the notice process and prepare the designation by-law.
