The Chair convened the meeting at the hour of 7:20 p.m.

The Chair asked if any members of the Committee had a disclosure of pecuniary interest.  Elizabeth Plashkes declared an interest in Item #7 as she owns property adjacent to the subject bridge.

3.         HERITAGE MARKHAM ELECTIONS/APPOINTMENTS

ELECTION OF CHAIR AND VICE-CHAIR - 2005
APPOINTMENT OF MEMBERS TO SUB-COMMITTEES – 2005 (16.11)

The Manager, Heritage Planning, gave a brief overview on the procedure for election of officers to the Committee. Elections were held and the results are as listed below. 

 

Councillor Webster called for a motion of thanks from the Committee to Joan Natoli for her work as Chair over the past year.

THAT Heritage Markham elects Julie Christian to the position of Chair of Heritage Markham effective March 9, 2005;

 

AND THAT Heritage Markham elects Judy Dawson-Ryan to the position of Vice Chair of Heritage Markham effective March 9, 2005;

 

AND THAT the following members comprise the Architectural Review Sub-Committee Joan Natoli, Susan Casella, Evelin Ellison, Maria Pia Andrejin and Julie Christian;

 

AND THAT Susan Casella and Julie Christian comprise the Heritage Markham representatives on the Building Evaluation Sub-Committee;

PROPOSED PLAY PLACE

Mr. Neal Unsworth gave a presentation on the proposed location for the play place and provided slides of the sites that were under consideration, and equipment for the play place.  Following considerable discussion, consensus could not be reached on the subject site or type of equipment.

 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no comment on the play place;

 

AND THAT the Town should be guided by the policies of the Unionville Heritage Conservation District Plan concerning fencing treatment, colours, street furniture, sidewalk treatment, trees and vegetation.

7.         HERITAGE BRIDGE REPLACEMENT

            19TH AVENUE WEST OF HIGHWAY 48 (16.11)

Elizabeth Plashkes disclosed a conflict with this item and did not participate in the discussion or voting related to this item.


Michael Seaman, Senior Heritage Planner, gave a brief overview on the status of the
19th Avenue Bridge and called on Stan Lau, of the Town’s Capital Works- ROW, Constructions and Utilities Department, to provide further details.  There followed discussions on various options for the replacement or repair of the bridge as well as its appearance.

 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the information from the Town (Construction and Utilities Department) regarding the condition of the historic reinforced concrete bridge on 19th Avenue, west of Highway be received;

 

AND THAT the replacement bridge accurately reflects the appearance of the existing historical bridge, and that Heritage Markham be provided the opportunity to review the final design;

 

AND THAT a Markham Remembered plaque be installed on the new bridge outlining the history and construction of the existing bridge;

 

AND THAT every effort should be made to retain as much of the existing vegetation (cultural heritage landscape) during the construction process.

The Committee also discussed the need to withdraw its previous request that the existing bridge be designated under the Ontario Heritage Act.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham withdraws its request for the designation of the existing bridge.

HERITAGE MARKHAM RECOMMENDS:

 

THAT as conditions of approval of the subject application, the owner be required to enter into Heritage Conservation Easements with the Town for protection and maintenance of both the Sommerfeldt Homestead and the George Henry Sommerfeldt St. House;

 

AND THAT the owner be required to maintain both houses in a good and sound condition that would meet the requirements of obtaining an occupancy permit from the Town;

 

AND THAT the owner be required to identify all proposed works on the heritage buildings or in the immediate vicinity of the heritage buildings and receive approval from the Town for heritage permit application for any proposed works on the houses;

 

AND THAT the location and design of any proposed signage for the driving range be submitted to Heritage Markham for review and approval;

 

AND THAT the applicant, provide and install at its cost two interpretive plaques according to the requirements of the Markham Remembered Program outlining the history and architecture of the two houses.

Elizabeth Plashkes asked for support for a motion to send a letter to the Town of Pickering in opposition to the proposed demolition of the Tullis cottage in Pickering being undertaken by Transport Canada on the Pickering Airport holdings.

That a letter be forwarded to the Town of Pickering voicing Heritage Markham’s strong opposition to the demolition of the historically significant Tullis Cottage in Pickering.

            UNIONVILLE MAIN STREET
(SOUTH) STREETSCAPE STUDY (16.11)

The Manager of Heritage Planning gave a brief presentation on the preferred design concept.

 

HERITAGE MARKHAM RECOMMENDS:

 

Heritage Markham supports the preferred streetscape design option for Main Street, south of Highway 7 from a heritage perspective as the proposed streetscape enhancements will better reflect the special characteristics typically found in Unionville Heritage Conservation District, including the following features:

-           Reduction in pavement from four lanes to two lanes

-           On-street parking in those areas with greatest need

-           Street tree planting (plant materials introduced to the District’s streetscape should be indigenous and historically accurate, and placed to avoid utility wires that may involve future tree shaping)

-           Larger grassed boulevards

-           Heritage style street light fixture to match fixtures north of Highway 7 to only be installed between Highway 7 and Rouge River (a distinct street light helps to tie the District together and defines it as a special area)

-           Rolled concrete curbs adjacent to the twelve parking bays (and elsewhere as appropriate to maintain more of an informal edge which is a traditional village feature)

-           Decorative unit paving in the parking bays and at driveway entrances (to help maintain the perception of narrowing the road right-of-way and to add interest and detail)

THAT Heritage Markham receive the Council Resolution dated January 18, 2005, regarding the use of vinyl windows for the new houses in the Caliber Homes development;

 

AND THAT the Architectural Review Sub-Committee meet to discuss a review of the Town’s window policy for heritage districts in light of recent developments in the quality of non-wood windows.

24.       HERITAGE PERMIT APPLICATION

REPLACEMENT OF WOOD FENCE WITH WROUGHT IRON (16.11)

The Planner, Heritage and Conservation gave an overview on what the property owner is proposing.  There followed discussion on the types of fencing – wrought iron or picket; mention was made of other work the owner has been requested to complete – replacement of the roofing material from metal to asphalt.  It was agreed that approval be deferred until such time as the roofing work is completed.

 

 

HERITAGE MARKHAM RECOMMENDS:

THAT Heritage Markham defer consideration until such time as the property owner complies with an earlier request that the roofing material be replaced;

 

AND THAT this item return to Heritage Markham for further discussion at that time.

25.       DEMOLITION PERMIT APPLICATION

9 STATION LANE
            STIVER MILL: DEMOLITION OF WESTERN SHEDS (16.11)

The Manager of Heritage Planning provided background information on the proposed demolition of the sheds to the west of the Stiver Mill; he went on to advise that the Mill itself has been declared structurally unsafe and stated work will be undertaken over the next few weeks to stabilize the structure.

 

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham’s position on the removal of the sheds from the west side of the Stiver Mill has not changed since the time of the review of the previous development proposal, and given that staff has thoroughly documented the building, Heritage Markham has no objection to the demolition Permit application for the sheds.

 

 

26.       REQUEST FOR FEEDBACK
            PRESERVATION OPTIONS – JOSHUA MILLER HOUSE
            10192 NINTH LINE (16.11)

            The Manager of Heritage Planning reiterated staff’s concern about the preservation of the existing dwelling, its deteriorated state, the amount of money that would be needed to properly relocate and restore the structure for use at the Museum, and the opportunity of having the dwelling relocated to Markham Heritage Estates by a private individual.  The Manager asked the Committee to examine the situation from the perspective of what is the best course of action for the heritage resource at this point in time, and consider its relocation to Markham Heritage Estates. 

 

The Friends of the Joshua Miller House made a brief presentation.  David Haldenby and Ann Marie Waine spoke to the group’s work to date – a business plan is being prepared for presentation to the Markham Museum Board on June 9 where their case will be made for the Miller House’s preservation as it was originally built and having it located on the Museum grounds.  It was indicated that the Friends group currently has about 10 members.  There followed considerable discussion on various options and it was agreed that any decision would be deferred until after the June 9th Museum meeting.

 

 

            HERITAGE MARKHAM RECOMMENDS:

           

            THAT Heritage Markham commends the Friends of the Joshua Miller House group for its interest in preserving the subject dwelling and that the group should be given the time to develop a business plan and presentation for consideration by the Markham Museum Board;

 

AND THAT Heritage Markham defer any decision on the Joshua Miller House until after the June 9th Markham Museum Board meeting.

27.       REQUEST FOR FEEDBACK
HERITAGE
MARKHAM PLAQUE CEREMONY – EVENT REVIEW (16.11)

The Manager of Heritage Planning reviewed this successful event; discussion followed on improvements in the areas of photography – keep costs down by using digital camera and concerning the placement of refreshments- it was difficult for guests to obtain refreshments due to their location in the small separate room at Heintzman House.  On a related matter, the Heritage Markham Skating Event had to be cancelled at the last minute.  In future, ensure contact phone number is listed to enable people to call to confirm status of event.

     

HERITAGE MARKHAM RECOMMENDS:

THAT Heritage Markham feedback on the event for future planning purposes be received.

            ONTARIO MINISTRY OF CITIZENSHIP AND IMMIGRATION
            VOLUNTEER AWARD NOMINATIONS 2005 (16.11)

Due to time constraints (deadline is April 8th), the Manager of Heritage Planning suggested that this item be referred to the Architectural Sub-Committee for input and decision.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT the Architectural Review Sub-committee meet to discuss possible nominees at the earliest possible opportunity;

 

AND THAT any nominations considered appropriate by the Architectural Review Sub-Committee for consideration be submitted by the Manager, Heritage Planning as Heritage Markham’s recommendation.

 

29.       HERITAGE WORKSHOPS (16.11)

            The Committee discussed Heritage Markham members’ attendance at upcoming heritage workshops.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Susan Casella and Judy Dawson-Ryan be permitted to each attend one of the EDIFACE workshops on behalf of Heritage Markham and that the registration fees be paid from the Heritage Markham workshop account;

 

AND THAT Julie Christian and Elizabeth Plashkes be permitted to attend the Community Heritage Ontario/Architectural Conservancy of Ontario conference on behalf of Heritage Markham and that the registration fees be paid from the Heritage Markham workshop account;
