Wismer Commons Community

Proposed plans of subdivision and implementing zoning by-law amendments

RECOMMENDATION:

That a Public Meeting be held to consider the applications submitted by Brawley Manor Corporation, Mattamy (Robinson Creek) Ltd., Wynberry Developments Inc. and Amber Plains Investments Ltd. for draft plan of subdivision approvals and implementing zoning by-law amendments to permit residential plans of subdivision within the Wismer Commons community.

 

PURPOSE:

The purpose of this report is to provide background information regarding four applications for draft plan of subdivision approvals and implementing zoning by-law amendments in the Wismer Commons Community, and to recommend that the Committee authorize the scheduling of a public meeting.  

 

Public meetings were previously held for the proposed plans of subdivision.  Due to the time that has passed (over 2 years) since these public meetings were held, new public meetings are warranted.

 

BACKGROUND:

Property and Area Context

The subject lands (Figures 1 and 2) are located west of Highway 48, north of 16th Avenue within the Wismer Commons community.  The lands are part of proposed plans of subdivision and do not have servicing allocation assigned to them.  The parts of the plans that were previously granted servicing allocation and draft approval have been registered. 

 

Official Plan and Zoning By-law

The Town’s Official Plan designates the lands Urban Residential.  The Wismer Commons Secondary Plan designates the lands Urban Residential – Low Density. The lands are currently zoned Agriculture (A1) and Rural Residential (RR4) by By-law 304-87, and Residential Two [R2*99(H)] by By-law 177-96.

 

Servicing Allocation

On February 22, 2005 Council adopted a resolution assigning servicing allocation for 4,732 residential units, subject to Regional Council approval of Markham’s proposed flow control option and the additional allocation to the Town.  Based on guidelines for prioritizing allocation, the proposed allocation was distributed amongst the Town’s secondary plan areas.  The distribution of proposed allocation to the Wismer Commons Secondary Plan area was based on the completion of development blocks (filling in the holes).   The proposed plans of subdivision comprise the development blocks for which servicing allocation was proposed.  Confirmation of additional allocation from the Region to the Town is required prior to draft approval.

POTENTIAL BENEFITS OF APPROVAL OF THE PROPOSAL:

The proposed development of these lands will complete the urban fabric of key parcels within the southern portion of the Wismer Commons community.

 

CONCERNS/ISSUES TO BE RESOLVED:

The following is a brief summary of concerns/issues raised to date.  These matters, and any others identified through the circulation and detailed review of the proposal, will be addressed in a final staff report to be presented to Committee at a later date.

 

The Wynberry subdivision (19TM-01020) adjoins the Heritage Estates subdivision. Ward Councillor George McKelvey and staff have been consulting with the applicant and the adjoining Heritage Estates residents to ensure that the proposed dwellings will be compatible with Heritage Estates.

 

Servicing allocation, as recommended in February has not yet received Regional endorsement. 

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report.

 

ENGAGE 21ST. CONSIDERATIONS:

Managed Growth

The proposed development will utilize existing infrastructure and will complete the urban fabric of key parcels within the southern portion of Wismer Commons.  

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The proposal is currently in circulation to other Town Departments and agencies.
