RECOMMENDATION:

That the site plan approval application by the Corporation of the Town of Markham to permit a 1,371 m2 addition to the Markham Village Library at 6031 Highway 7 East be approved, subject to all authorized requirements of Town Departments and Public Agencies being incorporated into the final plans, to the satisfaction of the Commissioner of Development Services.

 

PURPOSE:

The purpose of this report is to provide information pertaining to a proposed addition to the Markham Village Library and to recommend site plan approval.

 

BACKGROUND:

Property and Area Context

The subject property is 3.4 hectares (8.4 acres) and is located at the southeast corner of Highway 7 East and Main Street Markham, within the Markham Village Heritage Conservation District (Figure 1). The property supports The Markham Village Library, the Markham Village Arena and associated parkland. Parking lots are located on the easterly portion of the property and between the library and the park area to the south. A cenotaph is located in the northwest corner of the property. Single detached dwellings are currently under construction to the south.  To the west, across Main Street South, are the Robinson Creek Valley and a gas station. A commercial plaza and an existing residential subdivision are located to the east. Commercial facilities are located within the historic village area to the north (Figures 2 & 3).

 

Official Plan and Zoning

The subject property is designated “Open Space” by the Official Plan (Revised 1987).  The property is zoned “Open Space (O)”, “Open Space Two (OS2)” and “R4” by Zoning By-law 1229.  The proposal complies with all requirements of the Official Plan and Zoning By-law.

 

Proposal

The proposed 2 storey addition to the library will be 1,371 m2 (14,760 sq. ft.) (Figures 4 & 5).  All vehicular access to the site will be from the existing driveway on Reeve Drive at the eastern end of the property. Thirty-nine parking spaces will be added to the existing 60, at the south and west sides of the existing parking area, for a total of 99 parking spaces. 

 

OPTIONS/DISCUSSION:

 

The Engineering Department requires additional information

Final site-servicing drawings, grading plans and a storm water management report will be required at the building permit stage to ensure that existing systems will be able to accommodate the proposed addition.

 

Heritage Markham prefers a softer, natural earth tone brick colour rather than the proposed yellow colour for the addition

Heritage Markham has no objections to the elevations for the proposed addition subject to Heritage Section staff reviewing a colour/materials board (shingles, brick colour and size, other materials etc.).

 

The Urban Design Group has no further concerns or issues with the addition elevations.

 

A Tree Inventory and Preservation Plan is required

The plan must include species requiring removal and those to be preserved. Tree preservation fencing must be appropriately installed and maintained throughout the entire construction period in order ensure the continued health of the trees to be preserved.

 

The disturbed lands and new outdoor spaces created by the addition will be landscaped

The landscaping will be completed in conjunction with a redesign of much of the surrounding park and the recently acquired adjacent park site to the south along Main Street South. This work is expected to be initiated in 2006.

 

FINANCIAL CONSIDERATIONS:

No financial implications are to be considered in this report.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

The Community Services Commission will be forwarding a report to the General Committee with respect to the financial implications of this proposal. All requirements of Town Departments and Public Agencies will be incorporated into the final plans.
