7555 MARKHAM ROAD (16.11)

The Senior Heritage Planner advised that the Architectural Review Sub-Committee has visited the heritage property at 7555 Markham Road.  He also noted that the applicant has requested an amendment to staff’s recommendation.  Costco, owner of the lands, is aware of the heritage building on the site and that the building may have to be moved to integrate the home into the new development.  The site visit proved interesting as an older structure was discovered within the newer heritage building.

 

Ms. Judy Bates, representing the applicant, noted that there are no concerns with staff’s recommendation.  However, she requested that Heritage Markham incorporate a proposed amendment into the committee’s final recommendation.  The amendment for consideration was:  “That Heritage Markham acknowledges that the Raymer-Robb house will be relocated within the parcel known municipally as 7555 Markham Road and such location will be determined though the development approval process.”   She indicated that the developer is willing to work with staff to find a suitable location for the heritage structure and a heritage consultant has been hired to assist with this process.  She further indicated, in response to the concerns of the committee with respect to landscaping and trees, that these items will be given consideration in the final site plan for this development.  

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham accept the research report on the Raymer-Robb farmhouse prepared by Heritage Markham staff, July, 2005 to support designation of this property;

 

AND THAT Heritage Markham recommends that Council designate the property at 7555 Markham Road under Part IV of the Ontario Heritage Act.

THAT Heritage Markham acknowledges that the Raymer-Robb house will be relocated within the parcel known municipally as 7555 Markham Road and such location will be determined through the development approval process.

8.         PROPOSED ADDITION + REMODELLING
           
107 JOHN STREET, THORNHILL (16.11)

The Senior Heritage Planner provided an overview of the addition and remodelling proposed for 107 John Street, Thornhill.   He noted that preliminary plans and elevations have been received for the ranch style bungalow built in the 1970’s.  The proposed design provides for a stone facing and stucco.  The use of stucco is permitted in the district, however, the stone facing is not a permitted material.   He also pointed out that the owner of 107 John Street has proceeded with exterior renovations on the property without submitting a building permit for approval.  The owner has been charged with respect to these unapproved renovations. 

 

The Committee expressed concerns that there are a number of questions outstanding with respect to the proposed additions and remodelling of this home and the applicant should be requested to provide additional information on:

-                       existing square footage of the home

-                       a site plan

-                       proposed square footage for the home

-                       does the existing home with the proposed additions comply with the Town’s Zoning By-law?

The Committee asked that this information be provided prior to the meeting of the Architectural Review Sub-Committee and that the sub-committee meeting be held on a suitable night for the committee’s Thornhill representatives.

 

Mr. Leibrecht, an area resident from Thornhill, expressed his concerns with respect to the work that has been commenced at 107 John Street.  Mr. Leibrecht will be  provided with the 24 hour telephone number for the Town’s By-law Enforcement Department so that a report can be submitted if further work is begun.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham refer the preliminary design for 107 John St. in Thornhill to the Architectural Review Sub-Committee for further consideration;

 

AND THAT the applicant be requested to submit the following information prior to the Architectural Review Sub-Committee meeting:

-                       existing square footage of the home

-                       a site plan

-                       proposed square footage for the home

-                       does the existing home with the proposed additions comply with the Town’s Zoning By-law?

12.       HERITAGE DESIGNATION

            WILLIAM FORSTER HOUSE

            8882 REESOR ROAD (16.11)

The Senior Heritage Planner advised that the William Forster House at 8882 Reesor Road is included in the list of heritage buildings in the Cornell Secondary Plan.  He provided a brief history of the house and indicated that the house is currently tenanted and well cared for.  However, a recommendation to designate would be appropriate at this time to facilitate the successful integration of the building into the proposed development.  

 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends that Council designate the William Forster House at 8882 Reesor Road under Part IV of the Ontario Heritage Act.

13.       BUILDING PERMIT APPLICATION

            PROPOSED DEMOLITION OF TWO HOUSES (16.11)

The Senior Heritage Planner advised that a demolition application had previously been received for the barns at 10225 Kennedy Road.  While there was nothing significant about the barns, it was determined by way of a site visit that two heritage structures are located on this site.  The Heritage Planner provided a report outlining the heritage significance of the Homer Wilson Farmhouse and the J.P. Carr Cottage.  In addition, it was noted that the Pingle Farm Cemetery is also located on this site and contains a marble gravestone obelisk marking the resting place of 2 generations of Pingles who were members of the original Berczy settlers of 1784.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham does not support demolition of the Homer Wilson brick farmhouse or the J. P. Carr Cottage at 10225 Kennedy Road.

 

AND THAT Heritage Markham recommends that Council designate the Homer Wilson Farmhouse, the J.P. Carr Cottage and the Pingle Cemetery at 10225 Kennedy Road under Part IV of the Ontario Heritage Act.

14.       HERITAGE DESIGNATION
            LEWIS J. BURKHOLDER HOUSE

            6881 HIGHWAY 7 (16.11)

The Senior Heritage Planner noted that the Lewis J. Burkholder House at 6881 Highway 7 is one of 22 buildings of heritage significance identified in the Cornell Secondary Plan.  The property has recently changed ownership and the new owner (a numbered company) does not appear to be taking any measures to secure the property.  The house and outbuildings are vacant and rapidly deteriorating.  An order to comply has been filed to compel the owner to secure the building and property. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends to Council that the Lewis J. Burkholder House at 6881 Highway 7 be designated under Part IV of the Ontario Heritage Act.

 

            CARRIED.

 

 

15.       REQUEST FOR FEEDBACK
            PROPOSED REPLACEMENT OF VERANDAH BASES AND POSTS

6 PETER STREET (16.11)

The Senior Heritage Planner noted that 6 Peter Street is located in old Markham village.  The owner is proposing to replace the existing Edwardian masonry bases and posts on the front verandah with Victorian style turned posts.  In 2003, Heritage Markham approved a Victorian style porch with turned posts for the rear of this home.  Heritage staff have recently met with the owners and indicated that Victorian posts are not architecturally compatible with the Edwardian roof structure, the existing verandah has been on this house for most of its history and the bases and posts appear to be in good condition. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham advise the owner of 6 Peter Street that the proposed replacement of the masonry bases and wood posts of the existing front verandah with turned posts is not supported;

 

AND THAT the Edwardian Classical style front verandah is a significant heritage feature of the house that should be preserved and repaired as required.

 

AND THAT a Heritage Permit is required for any exterior changes.

 

            CARRIED.

 

 

16.       SPECIAL EVENT

            HERITAGE MARKHAM 30TH ANNIVERSARY

            HERITAGE MARKHAM AWARDS OF EXCELLENCE 2005

The Manager Heritage Planning noted that Heritage Markham will celebrate its 30th Anniversary on October 28, 2005.   Celebrations have been arranged in the past for the 20th and 25th anniversaries.  It was suggested that the 2005 Heritage Markham Awards of Excellence sub-committee meet to begin planning the special events for 2005.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the 2005 Heritage Markham Awards of Excellence Sub-Committee meet to discuss the following:

·              Nominations for the 2005 Heritage Markham Awards of Excellence;

·              Ceremony of the Awards of Excellence (location, guests, invitation, refreshments, etc)

·              Celebration of 30 years of Heritage Markham (speaker, contest, etc.)

 

AND THAT the Sub-Committee report to Heritage Markham in September on the planning of these events.

17.       ZONING AMENDMENT TO PERMIT TWO

            SEMI-DETACHED DWELLINGS

            32 WASHINGTON STREET

            MARKHAM VILLAGE HCD – FILE NO. ZA 05 017696

The Senior Heritage Planner advised that an application has been received to allow construction of a pair of semi-detached houses at 32 Washington Street.  The property has a frontage of 52 ft.  The proposed frontages for the two semi-detached houses would be 26 ft. and 25.6 ft.  Minimum frontage for a semi-detached dwelling in this area is 75 ft.  Proposed house designs were submitted for the committee’s review.  The designs illustrate a semi-detached house with attached garages side by side.

           

The Committee expressed concerns that the proposed designs with their projecting front garages and lack of building façade are not suitable for the heritage area. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham does not support the concept plan for the two semi-detached dwellings at 32 Washington Street;

 

AND THAT the owner be requested to work with Town (Heritage Section) staff to consider alternative designs that would compliment the heritage nature of the area.

 

            CARRIED.

 

 

 

18.       PRELIMINARY DRAWINGS FOR PROPOSED NEW RESIDENCE

            43 ALBERT STREET

            MARKHAM VILLAGE HCD

The Heritage Planner noted that Council, in June 2005, approved the demolition of the current house at 43 Albert Street.  Preliminary drawings have been provided for a proposed new residence indicating the scale, window styles, materials and proportions.  The proposed design may require variances on Albert and Houghton Streets as the porches may not comply with permitted set-backs on both streets.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham refer the preliminary design for the new house at 43 Albert Street to the Architectural Review Sub-Committee for review and comment;

 

AND THAT the applicant be advised that Heritage Markham expects that the proposed design will comply with all rules and regulations of the Town of Markham including but not limited to lot coverage, height, set-backs, etcetera.

 

            CARRIED.

 

 

 

19.       REVISED SITE PLAN AND ELEVATIONS

            J. ADDISON SCHOOL

            2 VALLEYWOOD DRIVE

The Senior Heritage Planner noted that a revised site plan and elevation drawings have been received for the private school proposed for 2 Valleywood Drive.  The revised drawings have addressed Heritage Markham’s concerns as outlined by the Committee in May, 2005.  A copy of the revised drawings were provided to the Committee for review.  Heritage Section staff indicated that they have no concerns with the revised plans.

 

 

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT the revised site plan and elevations for the J. Addison School at 2 Valleywood Drive be referred to the Architectural Review Sub-Committee for review with authority to approve;

 

AND THAT Heritage Markham delegates final approval authority for the design details and colours to Heritage Section Staff.

20.       PROPOSED PLANS FOR THE RESTORATION OF THE

            HENRY ARNOLD HOUSE

            10370 WOODBINE AVENUE

The Planner, Heritage and Conservation, advised that final drawings have been received for the restoration of the Henry Arnold House which is to be relocated from its original site within the Cathedral Town development to 10370 Woodbine Avenue.

           

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the concept plan for the restoration of the Henry Arnold House subject to the future Site Plan Agreement containing the usual provisions for windows, materials, colours, etc.

21.       REMOVAL OF ENCLOSED PORCH

            CENTRAL UNITED CHURCH MANSE

            127 MAIN STREET, UNIONVILLE

The Senior Heritage Planner advised that Central United Church has submitted a letter requesting Heritage Markham’s approval for the removal of an enclosed porch from the south side of the building.  The porch appears to be an addition to the original building and Town (Heritage Section) staff indicated that the removal of the porch and ramp would not detract from the essential character of the building.

 

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the removal of the enclosed porch, balcony and ramp at the south end of the Central United Church Manse at 127 Main Street, Unionville;

 

AND THAT any doors and windows on the south wall be finished appropriately and in accordance with the Ontario Building Code and any applicable Town standards and a landing be provided to serve the side door.

 

            CARRIED.

 

 

22.       HERITAGE BUILDING STATUS

            FARMHOUSE ON FEDERAL LANDS

            10987 NINTH LINE

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham requests that Transport Canada keep heritage houses within its property holdings in the Town of Markham occupied in order to help ensure their preservation;

 

AND THAT pending the report and recommendations of the Transport Canada Local Heritage Steering Committee and future land use plans within the Green Space area of the Pickering Lands Site, that the heritage house at 10987 Ninth Line be repaired as needed and kept tenanted.
