HERITAGE BUILDING EVALUATION (16.11)

The Senior Planner, Heritage and Conservation, advised that members of the Architectural Review Sub-Committee and Heritage Section staff met on site with Mr. Stan Zeidenberg, who is the real estate broker representing the owner of 6889 Fourteenth Avenue.  It was noted that 6889 Fourteenth Avenue is listed on the Inventory of Heritage Buildings and since the property is for sale the owner wants feedback on the heritage significance of the building.  It was determined from the on-site visit and a subsequent evaluation that this house would fall into the Group 3 category.

 

Mr. Stan Zeidenberg advised that the owner is looking for the ability to demolish the house after first offering it to the Town or the public for the sum of $1 for anyone wishing to relocate the structure. 

 

The Manager, Heritage Planning, noted that the Group 3 buildings have the lowest priority for preservation.  It is recommended that the building be documented and photographed prior to issuance of a demolition permit.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the research provided by the Architectural Review Sub-committee and Heritage Section staff regarding the evaluation of the heritage significance of 6889 Fourteenth Avenue, be received.

 

AND THAT the evaluation of the building as a Group 3 heritage structure be accepted.

4.         REQUEST FOR FEEDBACK
2920 SIXTEENTH AVENUE
PROPOSAL TO RELOCATE THE JAMES WALKER HOUSE
TO
MARKHAM HERITAGE ESTATES (16.11)

The Senior Planner, Heritage and Conservation, provided an overview of the proposal to relocate the James Walker House, 2920 Sixteenth Avenue, to Markham Heritage Estates.  He noted that the applicants have previously appeared before Heritage Markham in 2001 and again in 2003 to present their proposal to relocate the Georgian house to Markham Heritage Estates.  Heritage Markham has not supported this request in the past on the basis that the house has potential for integration into the future development of the property.  Heritage Section staff maintain that the house is not sufficiently threatened to warrant moving the home into the Estates. 

 

Ms. Holly MacDonald and Mr. Anthony Nehme were in attendance to address the committee.  Ms. MacDonald requested that the committee reconsider its previous decision and approve the house for relocation to Markham Heritage Estates.  She noted that there are no development applications currently in the planning stages for this property and the house is deteriorating rapidly.  She provided photographs for the committee that showed the extensive damage to the house over the past 8 winters.  She stressed that the owner of the house is not interested in maintaining the property and is letting the house fall into disrepair.

 

The Manager, Heritage Planning, advised the committee that the owner can be required to secure the property.  He noted that Property Standards can issue an order to bring the building up to a secure standard.  He also noted that there are only 15 lots remaining in Markham Heritage Estates and there are about 100-105 buildings that are threatened in Markham.  He outlined the criteria used in determining the extent to which buildings are considered threatened: certainty of the threat, timing of the threat, historical significance, architectural significance, style of building, material, height and form.  He advised that the Walker House rated 48 out of the possible 100/105 building that are threatened.

 

HERITAGE MARKHAM RECOMMENDS:


THAT Heritage Markham receive the deputation by Holly Macdonald and Anthony Nehme on the James Walker House;

 

AND THAT Heritage Markham does not support the relocation of the Walker House to the Markham Heritage Estates;

 

AND THAT Heritage Markham supports the protection of the house on site and incorporated into future development;

 

AND THAT Council be requested to consider a new heritage property maintenance by-law that would incorporate provisions found in the new Heritage Act;

 

AND FURTHER THAT the Town’s by-laws be implemented to immediately require the owner to:

-                     board the house to prevent vandalism;

-                     repair and secure the roof;

-                     repair eavestroughs.

The Manager, Heritage Planning, reviewed the revised applications for subdivision plan and Zoning Amendment for Angus Glen – West Village.  He noted that there are a number of heritage properties on this site.  The designated properties are the Francis Stiver House and the Casely House.  Also 4071-4077 Major Mackenzie and 4073 Major Mackenzie are listed on the Markham Inventory of Heritage Buildings. 

The revised plan retains the two heritage buildings on lots in the subdivision.  The Manager also noted the revised land use from medium density development (townhouses) to single detached dwellings has provided a land use context that could allow for the preservation of the Stiver Tenant Farmer’s House.

 


HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham re-confirms its recommendation of May 14, 2003 with regard to Official Plan Amendment Application and Zoning By-law Amendment Application – 4071 Major MacKenzie Drive East.

            HERITAGE MARKHAM RECOMMENDS:

 

THAT, based on the change in land use for the plan of subdivision for Angus Glen West Village, that Council be requested to enter into a Heritage Conservation Easement with the owner for the “Stiver Tenant Farmer’s House” at 4073 Major Mackenzie Drive

 

And that item #8 of the May 14, 2003 recommendation should read:

The Senior Planner, Heritage and Conservation, outlined the demolition application received for a group of abandoned buildings at 11162 Kennedy Road.  He noted that the site was recently visited by Julie Christian and Town staff.  A frame farmhouse was found to be located on the property.  The farmhouse is not on the Markham Inventory of Heritage Buildings.  A site visit to further determine the heritage significance and condition of the farmhouse was recommended.

 

HERITAGE MARKHAM RECOMMENDS:

           

               THAT Heritage Markham recommends that a site visit be arranged to facilitate further research on the house at 11162 Kennedy Road, to provide the basis of an evaluation of its heritage significance and condition in order to assist Heritage Markham with developing an appropriate recommendation;

 

AND THAT Heritage Markham has no objection to the demolition of the barns and sheds;

 

AND FURTHER THAT the issue be referred to the Architectural Review Sub-Committee with authority to approve.

            26 DAVID GOHN CIRCLE

            WIRE DOG SECURITY FENCE (16.11)

The Senior Planner, Heritage and Conservation, reviewed an application received requesting permission to install a wire dog security fence in the rear yard at 26 David Gohn Circle.  The proposal would cover the existing traditional cedar split rail fence with either plastic or wire mesh to prevent the owner’s dog from leaving the property.   

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to a Heritage Permit to allow the installation of a mesh liner on the inside surface of the rear yard fence at 26 David Gohn Circle subject to the owner securing the agreement of the adjoining neighbours and the mesh being of a type that will fade into the landscape as much as possible, as determined by staff;

 

AND THAT, if the mesh liner is to be installed, it should be constructed with either chicken wire or agricultural wire not plastic.

 

AND THAT if an invisible fence is used instead, a Heritage Permit will not be required.

 

            CARRIED.

 

 

25.       VIVA WASTE RECEPTACLE DESIGN

The Senior Planner, Heritage and Conservation, noted that designs for the heritage receptacles has been received and provided for the committee’s review.  The bins are an urn design with two separate openings, one for trash and one for recyclable products.

THAT Heritage Markham has no objection to the proposed design and colour for the waste receptacles at VIVA Heritage stops.

26.       FUTURE DEMOLITION

            HERITAGE MARKHAM RECOMMENDS:

 

THAT a research report be prepared to support a future recommendation to designate the Jacob Raymer House – 7555 Markham Road under Part IV of the Ontario Heritage Act.

28.       REVISED SITE PLAN SC 04 021828

            BAYVIEW COUNTRY CLUB

            25 FAIRWAY HEIGHTS DRIVE (16.11)

The Senior Planner, Heritage and Conservation, advised that the heritage dwelling at 25 Fairway Heights Drive is the last remaining house from German Mills.  In the revised site plan the heritage dwelling would be blocked from sight from Settler’s Park and would be surrounded by asphalt and buildings.  Town staff have suggested a meeting with the applicant to discuss a more suitable approach.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT the applicant be requested to meet with the Architectural Review Sub-Committee with respect to revised Site Plan SC 04 021828 – 25 Fairway Heights Drive, to determine how the site plan can be refined to better accommodate the heritage building;

 

AND THAT Town (Heritage Section) staff and the Thornhill representatives of Heritage Markham discuss this issue prior to meeting with the applicant;

 

AND THAT the applicant be advised that the proposed plan is not acceptable.

29.       MINOR VARIANCE AND CONSENT APPLICATIONS

            2 PETER STREET

The Manager, Heritage Planning, reviewed Committee of Adjustment Applications for severance and minor variance for 2 and 4 Peter Street.  He outlined the proposal to sever 2 Peter Street to create one new lot while retaining the heritage house on the retained lot, sever a small portion of 4 Peter Street and add it to 2 Peter Street to allow a new driveway north of the heritage house and to obtain the necessary variances for lot frontage and side yard setbacks related to the heritage house.  Heritage Markham members expressed their concerns about how these applications would impact the character of Peter Street, if approved

 

           


HERITAGE MARKHAM RECOMMENDS:

 

That Heritage Markham strongly objects to the current proposal for 2 Peter Street, Markham Village HCD for the following reasons:

-                     the maintenance of variable lot sizes and frontages is an important factor in defining the character of the existing streetscape and pattern of development in the Markham Village Heritage Conservation District;

-                     the possible loss of mature vegetation;

-                     the impact of the severance on the existing heritage home at 2 Peter Street;

-                     the impact of the severance on the heritage streetscape.
