Supplementary PRELIMINARY REPORT

Application by Bruce N. Huntley Contracting,

Zoning By-law Amendment, north and south sides of Anderson Avenue, East side of Highway 48

ZA-05-006325

RECOMMENDATION:

That Staff be authorized to schedule a Public Meeting to consider zoning amendment application ZA 05-006325 submitted by Bruce N. Huntley Contracting for the rezoning of the properties at the north-east and south-east corners of Anderson Avenue and Highway 48 from Select Industrial and Warehousing (M.I.) under By-law 88-76, as amended to Major Commercial Area under By-law 177-96 as amended.

 

PURPOSE:

This report updates the March 22, 2005 preliminary report on the subject application and recommends that a public meeting be held to receive input on the application. 

 

BACKGROUND:

The March 22nd preliminary staff report (attached) recommended that a public meeting be held once the the final reports for the Highway 48 Urban Design Study and Retail Impact Study had been received and endorsed by Council.

 

Subsequent to the preliminary staff report, these items have progressed as follows:

 

1.                  The final staff report for the Retail Impact Study and peer review of the Retail Impact Study is also on the October 4th agenda.    

2.                  In August, the consultant submitted a final draft of the Highway 48 Urban Design study to the Town.  Staff will be reporting to Council on the consultants report before the end of the year.

3.                  The applicant has been working with Staff and urban design consultants Brook McIlroy to refine the plans in accordance with the draft design guidelines.

  

Staff are satisfied that these items have progressed sufficiently to allow a Public Meeting be held to consider the zoning amendment application.  Any issues identified at the Public Meeting and any issues/concerns related to the design study will be reviewed through a recommendation report to Development Services Committee.
