BUTTONVILLE HERITAGE CONSERVATION DISTRICT STUDY UPDATE 2005 (16.11)

The Senior Heritage Planner noted that the Buttonville Heritage Conservation District Study Update has been completed and presented to the Heritage Conservation District Advisory Committee in June.  The consultant, Phillip Carter was in attendance to provide an update to Heritage Markham.

 

Phillip Carter addressed the committee with regard to the Buttonville Heritage Conservation District Study.  Mr. Carter noted that the Buttonville area will be the fourth heritage district for the Town of Markham.  The study has followed the original boundaries except it does not go north of 16th Avenue.  Although the area has seen new development over the year and an increase in traffic, it still remains an historic hamlet.  The homes are well maintained and heritage buildings have been retained. 

 

Mr. Carter also noted that the old heritage district plan was reviewed and the character of the study area was re-examined as part of this current study.  Issues were identified with the Heritage Conservation District Advisory Committee and recommendations have been presented to this committee for action.  The residents of the area are generally supportive and wish to retain the old character and rural quality of the village.

 

Mr. Carter recommended a reduced district boundary that includes the core hamlet, historic outliers and river valley.  An inventory has been completed of every building in the district.  Mr. Carter indicated that the Heritage Conservation District does not simply address preservation of historic buildings, but is a plan for the district. 

 

It was noted that no lots on the north end of the study area south of 16th Avenue are included in the boundaries.  Concerns were expressed that the Buttonville cemetery had not been included in the district.  It was noted that the cemetery can be designated under Part IV of the Ontario Heritage Act.  There were also concerns expressed with regard to the exclusion of the properties on the east side of Woodbine south of 16th Avenue.  Heritage Staff noted that the 3 heritage properties in this area are already designated under Part IV of the Act. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham receive the Buttonville Heritage Conservation District Study and Plan Update report dated June 15, 2005, and endorse its findings;

 

AND THAT the proposed District boundaries be extended to the east side of Woodbine south of 16th Avenue and on the west side to include the row of townhouses that front onto Woodbine Avenue.

The Senior Heritage Planner introduced the item with regard to 8 Green Hollow Court noting that all changes requested by the Architectural Review Sub-Committee have been made by the applicant except one.  The diamond windows on the upper gables have not been changed and the applicant wishes to retain this feature.

 

Ms. Farrah Jethwani was in attendance and indicated her desire to retain the diamond windows in the upper gables.  Ms. Jethwani noted that these small windows add architectural interest to the area.  She also noted that the original structure is brick while the addition will be wood siding.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the plans and elevations for the All Smiles Daycare at 8 Green Hollow Court subject to the Site Plan Agreement containing the usual provisions regarding materials, colours, etc.

8961 NINTH LINE

PROPOSED PHASE 2 ADDITION TO MINDTECH SCHOOL (16.11)

The Senior Heritage Planner  advised that the site plan for the Mindtech school was approved in May of 2000 and included two phases.  Phase 1, the addition to the designated Benjamin Marr House, is complete and Phase 2 which would provide for more classrooms and a gymnasium.  Heritage Markham agreed to demolition of the existing barn in September, 2002 but requested that some architectural components be used in construction of the new gymnasium.

 

Mr. Huss Akbar, the applicant, was in attendance and indicated that he wants to go forward with Phase 2 of the project.  The heritage house, addition and gymnasium would create an ‘L’ shaped design on the property. 

 

Mr. Eugene Kuan (the architect) noted that reduced set backs are required on the east and north sides of the proposed gymnasium.  He also noted that the construction will not impact the existing trees.  Timbers from the original barn will be reused in some fashion for the new development.  Parking requirements have not changed.  The classroom wing has changed in size towards the east, however, the configuration has not changed.  The size of the gymnasium has changed and setbacks were determined following a review by an arborist.  The gymnasium will have vertical siding, a barn design for the roof and wood exterior cladding and windows. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the updated design for the Phase 2 addition to the Mindtech school at 8961 Ninth Line;

 

AND THAT Heritage Section staff be delegated approval authority for any minor modifications to the plans and elevations as identified by Town departments during the review of the plans and elevations;

 

AND THAT architectural components from the original building be protected and used in the new building.

The Manager of Heritage Planning introduced the item for the Ontario Heritage Foundation Heritage Community Recognition Program.  Nominations have been requested in five categories that include, Built Heritage, Cultural Heritage, Natural Heritage, Heritage Garden Conservation and Lifetime Heritage Achievement.  Deadline for nominations is Tuesday, October 18, 2005.

 

Julie Christian, Chair, requested that consideration of nominations be delegated to the Events Planning Committee.  The committee is scheduled to meet on Monday, September 19th at 1:00 p.m.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT consideration of suitable nominees for the Ontario Heritage Foundation Heritage Community Recognition Program be delegated to the Events Planning Committee so that Council can endorse and formally submit nominees before the October 18, 2005 deadline;

The Heritage Planner advised that a Site Plan Approval Application has been received for 187 Main Street, Unionville (Unionville House restaurant).  The applicant wishes to expand the business by constructing a two-storey addition to the rear of the building.  The proposed design would reconfigure the original saltbox profile of the house’s south elevation to a larger simple gabled wall. Heritage staff are not supportive of the proposed changes to the façade. 

 

The committee expressed concerns with the proposed design and the lack of parking space.  It was suggested that the applicant retain someone with heritage expertise and a knowledge of the Unionville District Plan.

 

HERITAGE MARKHAM RECOMMENDS:


THAT Heritage Markham does not support the reconfiguration of the south façade from its original saltbox profile.

 

AND THAT Heritage Markham refer new drawings for 187 Main St. Unionville to the Architectural Design Review Sub-Committee for further consideration and comment.

The Heritage Planner advised that a Site Plan Approval Application has been received for additions and alterations to the house at 8 Dryden Court, Markham Village.  The proposed additions include an entrance portico, a second storey over the two-car garage, and a sunroom and deck.  Two new dormers and a gable have been proposed for the façade on Dryden Court.  Heritage staff expressed concerns with the size, repetition and disparate styles of windows proposed for the principal elevation and their relationship to existing proportions of the house.

 

It was also noted that the Toronto and Region Conservation Authority may express concerns with regard to the rear addition since it projects into the buffer zone.

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham refer the preliminary design for the additions and alterations to 8 Dryden Court to the Architectural Design Review Sub-Committee for further consideration and comment.

RESTORATION APPROACH AND LOT SELECTION,
JOSHUA MILLER HOUSE (16.11)

The Senior Heritage Planner noted that Fred and Joyce Watt are the prospective owners of the Joshua Miller House and are planning to move this house into the Markham Heritage Estates.  A review of the main timber of the house established the date of construction as c.1825.  The building underwent a number of changes c.1880 that changed the roofline and included a stucco finish.  The applicants wish to restore the house to its earlier c.1825 period.    The Committee supported the applicant’s request to restore the home to the earlier c.1825 period, however, it was suggested that the later c.1880 period be remembered by the installation of a “Markham Remembered Plaque”.

 

HERITAGE MARKHAM RECOMMENDS:

           

THAT Heritage Markham supports the c.1825 restoration approach for the Joshua Miller House, as proposed by applicants Fred Watt and Joyce Nelson-Watt;

 

AND THAT Heritage Markham does not support a new side addition to the Joshua Miller House other than an addition based on the former south woodshed as described in the Fayle Heritage Structure Report, or an addition to the rear in the traditional manner of a summer kitchen;

 

AND FURTHER THAT the applicants be requested to include a “Markham Remembered Plaque” to recognize the architectural features of the c.1880 changes.

18.       GRANT APPLICATIONS

COMMERCIAL FAÇADE IMPROVEMENT GRANT PROGRAM (16.11)

The Manager of Heritage Planning reviewed the Commercial Façade Improvement Grant Program noting the purpose of the program, who is eligible, what types of improvements are eligible for assistance, the maximum grant obtainable and a grant applications summary.  He outlined that 15 applications were received by the Town.  Three of the requests were evaluated as being not eligible for grant consideration. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the following requests for Commercial Façade Improvement Grants subject to the applicants obtaining the necessary approvals and subject to the noted conditions:

  • 96 Main Street North Markham Village (subject to the applicant investigating if the doors can be repaired rather than replaced);
  • 116 Main Street North Markham Village (subject to staff confirming the heritage status of the windows to be replaced and whether or not they should be repaired);
  • 40-44 Main Street North (subject to wood shingles being used and not shakes);
  • 48 Washington Street, Markham Village
  • 114 Main Street North, Markham Village (subject to staff confirming that the upper windows are part of the application and revision to the storefront pilasters);
  • 124 Main Street North, Markham Village (subject to clarification as to how paint is to be removed);
  • 69 Main Street North, Markham Village (subject to confirmation that work has not been undertaken);
  • 147 Main Street Unionville (subject to confirmation that work has not been undertaken)

20.       YORK REGION MUNICIPAL HERITAGE COMMITTEE JOINT MEETING (16.11)

The Senior Heritage Planner advised that the Ontario Ministry of Culture has contacted Heritage staff with respect to a possible joint meeting of York Region Municipal Heritage Committees to share ideas and discuss issues.  It was suggested that the meeting be held in the Pingle House on October 6, 2005. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the idea of holding a joint meeting of York Region Municipal Heritage Committees on October 6, 2005, and is in favour of offering to host the event at the Pingle House.

21.       PROPOSED PAINTING OF BRICK ON HERITAGE HOUSE

The Heritage Planner advised that heritage staff have met with the owner of 268 Main Street, Unionville.  The owner has requested permission to paint the brick of the heritage house to hide any damaged bricks and make the house more attractive to potential buyers.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham does not support the painting of the original brickwork on the heritage dwelling at 268 Main St. Unionville as the brickwork is a significant architectural feature and generally appears to be in good condition.

The Heritage Planner advised that a Site Plan Approval Application has been received for 43 Albert Street, Markham Village.  Council approved demolition of the existing one and a half storey frame building constructed in 1951.  While the design presented meets the by-law requirements for gross floor area and lot coverage it requires depth, front yard and flankage variances.  At a special meeting held on August 26th Heritage Markham concurred with the recommendations of the Architectural Review Sub-Committee and supported the noted variances and the design presented in the Site Plan Approval Application.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the design for the new house at 43 Albert St. subject to:

-         The north door of the dwelling be revised to eliminate the one sidelight feature

-         The Site Plan Agreement contains the usual provisions regarding materials, windows, colour etc.

-         Architectural Review Sub-Committee be delegated authority to review east and south elevations on behalf of Heritage Markham

The Senior Heritage Planner advised that Michael Lai, a local artist, has produced a book of watercolour paintings of buildings in Markham Heritage Estates and other buildings featured in the Doors Open event.  The book will be launched at the Varley Art Gallery, Unionville on Sunday, October 2, 2005 at 6:00 p.m.

 

            HERITAGE MARKHAM RECOMMENDS:

 

            THAT the event notice on Michael Lai’s book launch be received as information;

 

AND THAT Heritage Markham members be encouraged to attend this showcase of our architectural heritage.

The Senior Heritage Planner noted that the minor variance requests relate to a previous consent application and the item is basically one of a housekeeping nature to allow for a rear deck and confirm lot frontage and area.

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to Minor Variance Applications A/144/05 and A/145/05 for 49 Rouge Street, Markham Village.

28.       REVISIONS TO HERITAGE MARKHAM BY-LAWS (16.11)

The Manager of Heritage Planning outlined the contents of the draft Heritage Markham By-law and Terms of Reference.  He suggested that Section 8 of the Terms of Reference be amended to provide for a Building Evaluation Sub-Committee on an annual basis.

           

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the proposed new by-law and terms of reference with the addition of the following to section 8 of the Term of Reference:

c)        A Building Evaluation Sub-Committee of the Heritage Markham Committee shall be formed on an annual basis.

 

            CARRIED AS AMENDED.

 

 

29.       DEPUTATIONS TO HERITAGE MARKHAM (16.11)

Joan Natoli suggested that Heritage Markham make every effort, when permitting public to speak, to ensure that their concerns are heard.  The committee concurred that it was important to hear any concerns from members of the public, however, it was also important that issues addressed relate to heritage issues before the committee.

 

 

30.       HISTORIC THORNHILL FESTIVAL (16.11)

            SEPTEMBER 17, 2005

Evelin Ellison informed the committee that the Historic Thornhill Festival will be taking place on September 17, 2005 on Yonge, John, Colborne and Centre Streets.  Parking is available on John Street and adjacent side streets.


31.       107 JOHN STREET

            WORK WITHOUT HERITAGE PERMITS OR TOWN APPROVAL (16.11)

Evelin Ellison expressed concerns with respect to the work that has commenced at 107 John Street without any Town approvals.  She noted that only the façade walls of the east section of the house are now intact. 

           

Marion Mathias, a Thornhill resident, urged the Town to act quickly as the owner of 107 John Street is proceeding with alterations to the exterior of the building without the Town’s approval. 

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham strongly objects to any work proceeding in a heritage area without the required Town approvals;

 

AND THAT Heritage Markham strongly urges Council of the Town of Markham to uphold existing by-laws and policies relating to heritage properties and act in an expeditious manner to ensure that these by-law and polices are enforced;

 

 AND THAT Heritage Markham is aware of, and alarmed by, activities in the Thornhill Heritage District whereby homeowners have blatantly disregarded Town of Markham stop work orders.

32.       77 JOHN STREET, THORNHILL (16.11)

Evelin Ellison expressed concerns that the buildings at 77 John Street may not be proceeding according to approved plans.  The Manager of Heritage Planning indicated that Town Building Department staff have visited the site on two separate occasions and determined that the structures were proceeding in accordance with approved drawings.

 


33.       SITE PLAN APPROVAL APPLICATION
22 JAMES SCOTT DRIVE (16.11)

The Heritage Planner circulated drawings of the proposed dwelling for 22 James Scott Drive.  

 

            HERITAGE MARKHAM RECOMMENDS:

 

THAT the drawings for 22 James Scott Drive be received and referred to the Architectural Review Sub-Committee with authority to approve provided that no variances are required for the proposed house.
