Development Services Committee Part A - Content

 

 


 

RECOMMENDATION:

That the report of the Town Clerk and Director of Planning and Urban Design, dated October 11th, 2005, be received for information.

 

PURPOSE:

At the Development Services Committee meeting held on June 21st, a motion was passed directing that the Clerk and Planning staff bring forward guidelines for Part A sessions of Development Services Committee meetings in the fall.

 

OPTIONS/DISCUSSION:

Staff from the Clerk’s Department and the Planning Department met to discuss this issue.  Staff present felt some clarification of the current process was necessary.  The following are the types of issues and the actions that are currently handled in Part A of the Development Services Committee:

The Part A sessions are actually Committee of the Whole meetings of the Development Services Committee.  Part A sessions continue to serve as an opportunity for in depth discussions of policy and development matters, with recommendations within the delegated jurisdiction of the Development Services Committee.   Just as in the case of Committee of the Whole of Council, motions are appropriate but must be reported out in public to be effected.

 

The concern expressed on June 21st pertained to the fact that the title on the agenda did not serve as notice to anyone affected/concerned that the issue of the Miller Paving Official Plan and Zoning By-Law applications could possibly be discussed.  In order to avoid this type of situation from re-occurring, all presentation headings will include the actual heading that depicts the primary issue, for example:

 

“Presentation – Miller Paving, Official Plan and Zoning By-Law Applications, etc”,

rather than “Presentation by the Applicant” which is what was listed on the June 21st agenda.  It will also be listed on the regular agenda.  This would ensure that Members of Council are aware that the issue will be discussed, in advance of the meeting.

 

An alternative would be that presentations and delegations on planning matters be heard only through the statutory public meeting process.  This is not required by the Planning Act, but could be required at the discretion of the Development Services Committee.  Significant changes in what was presented at the public meeting could be deemed, at the discretion of the Committee, to require a second public consultation process, in matters of major public interest.
