2.         ADOPTION OF MINUTES

There was a brief discussion relating to Item 17 - Heritage Plaque Presentation Event – although no longer a member of the Heritage Markham committee Susan Casella agreed to continue as coordinator of the 2006 plaque presentations.

THAT the Minutes of the Heritage Markham meeting held on November 9, 2005 be received and adopted.

3.         DEMOLITION APPLICATIONS

G. Duncan, Senior Heritage Planner, spoke about the receipt of a demolition permit application for the heritage house at 32 Church Street in the Markham Village Heritage Conservation District just prior to the November 9, 2005 meeting of Heritage Markham. He noted that the Architectural Review Sub-Committee and Heritage Section staff had conducted a site visit and a research report was prepared subsequent to that site visit.  Heritage Markham’s recommendation on the demolition application is needed to include in a report targeted for the Development Services Committee on January 10, 2006.

 

Mr. James Therien and Ms. Marni De Sadeleer, the property owners, were in attendance and provided their comments supporting their request for both the demolition of the garage and house.  Ms. De Sadeleer gave a point-by-point critique of the staff memo to Heritage Markham and the research report.  Heritage Section staff and Heritage Markham responded, noting the significance of the house as a heritage building within the Markham Village Heritage Conservation District and that there are many local examples of heritage buildings that were once in a deteriorated state but were successfully restored and added to.

 

 

 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the demolition permit application for the garage at 32 Church Street;

 

THAT Heritage Markham does not support the demolition of the heritage house as it is a significant building in the Markham Village Heritage Conservation District, and recommends that Council refuse the demolition application;

 

THAT given the heritage significance of 32 Church Street, the owner is encouraged to work with Heritage Markham and Town staff to develop a plan to restore the heritage house and design a sympathetic new addition.

 

AND THAT the speaking notes from Ms.De Sadeleer and the copy of the letter from Mayor Cousens (dated July 12, 2005) be received as information.

P. Wokral, Heritage Planner, advised that a resident of Deanbank Drive, James Makaruk, was present and asking to speak on this matter.  Mr. Makaruk advised he only learned of this application today and has some concerns relative to the style and size of the proposed new house.  Heritage Markham expressed similar concerns and agreed that the drawings be referred to the Architectural Review Sub-committee for review and comment.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the drawings for the proposed new house on Deanbank Drive be referred to the Architectural Review Sub-Committee for review and comment.

6.         PLAN OF SUBDIVISION

13.       REQUEST FOR FEEDBACK
            REVISED BUILDING CLASSIFICATIONS

MARKHAM VILLAGE HERITAGE CONSERVATION DISTRICT (16.11)

G. Duncan, Senior Heritage Planner gave a brief overview of the process involved in revising the building classifications in the Markham Village Heritage Conservation District.  It was noted that the Architectural Review Sub-Committee met on December 12, and after suggesting some minor adjustments, recommended that Heritage Markham endorse the revised building classifications. Heritage Markham recognized the tremendous efforts of Heritage Planning staff in undertaking this process, which involved visiting all the sites in the Heritage District.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the revised building evaluations for the Markham Village Heritage Conservation District be endorsed by Heritage Markham.

14.       APPOINTMENTS TO HERITAGE MARKHAM COMMITTEE (16.11)

            The Manager of Heritage Planning advised of the appointment of new members to Heritage Markham at a recent Council meeting.  The new members are as follows:  Judith Dawson – representing Thornhill area; Joyce Nelson-Watt – representing Markham area; Ted Chisholm – representing Unionville area; and the re-appointment of Elizabeth Plashkes – representing the rural area.  There is still one vacancy for the Unionville area and staff has been directed to re-advertise for this position.  The Manager went on to express sincere thanks to those members who are not returning: Joan Natoli, Marie Jones, and Susan Casella.

 

HERITAGE MARKHAM RECOMMENDS:

 

            THAT Heritage Markham receive as information.

15.       TREE REMOVAL (16.11)

            Heritage Markham expressed concerns pertaining to the removal of the trees and asked that the owner be encouraged to replace the trees at the earliest opportunity in recognition of the heritage significance of the property.

 


HERITAGE MARKHAM RECOMMENDS:

 

            THAT Heritage Markham receive this memo as information and that the owner be encouraged to replace the trees that have been removed at the earliest opportunity with a species of tree appropriate to the heritage landscape of the property.

            There was a brief discussion on this item and it was agreed to delegate approval authority for the new garage to Heritage staff with the understanding that they will ensure guidelines are adhered to relative to the garage doors and windows.

            THAT Heritage Markham delegate approval authority for the new garage at 47 Jerman Street to Heritage Section staff.

17.       DESIGNATION OF RAYMER CEMETERY (16.11)

            SOUTHEAST OF WALES AVENUE

            There was general discussion on the importance of designating the Raymer Cemetery in light of its location just outside the Markham Village Heritage Conservation District.  Heritage Markham agreed that its heritage significance warranted heritage designation.

 

HERITAGE MARKHAM RECOMMENDS:

 

            THAT Heritage Markham request staff to prepare a research report in support of potential designation of the Raymer Cemetery located southeast of Wales Avenue due to its historical significance.

18.       INFILL BY-LAW (16.11)

            MARKHAM VILLAGE HERITAGE CONSERVATION DISTRICT

            There were concerns raised over the scale of recent infill housing within the Markham Village Heritage Conservation District.  Heritage Markham requested that the by-law be reviewed and adjusted to protect the integrity of the District.

            THAT the Town of Markham Infill By-law be reviewed and amended to protect the integrity of the Markham Village Heritage Conservation District.

 

            CARRIED.

 

19.              Status of the Thornhill Heritage Conservation District Plan
