Provincial Response

Comments

·      Time extension to permit comments to be provided within six months time

·      Minister of PIR released Proposed Growth Plan in Nov 2005 six months later

·      Additional two months for comments – Jan 2006

·      Formation of a Provincial Growth Summit

·      There is no announcement of a provincial growth summit to this date

 

·      Continue to provide provincial leadership in strategic growth planning at the inter-regional scale

·      Minister of PIR and the Ontario Growth Secretariat continue to provide a leadership role in coordinating the technical review and sub area assessments are the regional scale as part of the implementation analysis required to implement Growth Plan

 

·      Support the general provincial policy direction in favour of intensification and compact urban form, subject to ongoing policy support, infrastructure support and financial support from the Province to municipalities

·      Ministers of the Crown and municipalities will use infrastructure investment and other implementation tools and mechanisms to facilitate the building of complete communities and intensification of the built up areas.

·      Infrastructure priority assessment at the sub-area assessment stage of the implementation analysis by the Province. 

·      New planning tools and legislation (the Provincial Policy Statement and Bill 51 Planning Act Legislation) were introduced last year.

 

·      There is no commitment by the Province to release a long term, multi-year provincial infrastructure investment strategy to provide sustainable long term funding for infrastructure

·      Municipalities are still awaiting the approval of changes to the DC Act and TIF legislation

 

·      The growth forecasts and intensification targets identified to date in the Draft Growth Plan need to be further reviewed and refined in consultation with the affected upper tier and lower tier municipalities, to ensure that the targets are manageable, can be accommodated based on planned infrastructure improvements, and can be demonstrated to result in acceptable and sustainable patterns of density and built form within the affected municipalities, prior to any implementing Official Plan Amendments coming into effect

 

·      Additional data gathering and analysis to provide additional guidance to the Province and municipalities and allow for implementation and refinement of the plan’s policies will be carried out by the Province in 2006. 

·      The Minister of PIR will carry out a technical assessment and sub area assessment carried, in consultation with upper tier municipalities (ie. York Region)  

 

 

·      Proposed plan policies do not provide for specific provincial consultation with lower tier municipalities at either the technical review or sub-area assessment stages of the implementation analysis

·      Introduce a timeline in the Growth Plan (i.e. no later than final approval of a sub-area growth strategy) for the delivery of legislative tools and financial incentives to support implementation of the Growth Plan and sub-area growth strategies by area municipalities, including, but not limited to:

           Legislation to permit Tax Increment Financing (TIF) in support of urban growth centres (i.e. Markham Centre) and intensification corridors (i.e. the Hwy 7 Corridor) and permanent removal of tax capping in TIF areas;

           Changes to the Development Charges Act to support future urban growth and intensification; and

           Empowering “Downtown Development Corporations” to act as a flexible business model to promote the provincial growth plan for the Greater Golden Horseshoe

 

·      Ministers of the Crown and municipalities will use infrastructure investment and other implementation tools and mechanisms to facilitate intensification 

·      The Minister of Municipal Affairs and Housing has introduced new planning tools and legislation (the Provincial Policy Statement and Bill 51 Planning Act Legislation) to support the growth plan objectives

 

·      Certain Fiscal and Regulatory legislation is still outstanding

·      Municipalities still awaiting the approval of changes to the DC Act by the Minister of MMAH Tax Increment Financing legislation by the MOF to provide financial incentives to facilitate intensification of built up areas and development of higher order transit

·      Release for consultation, with stakeholders and municipalities, the Province’s definitive approach to strategic infrastructure investment prior to the approval of the growth plan for the Greater Golden Horseshoe

·      The Minister of PIR released ReNew Ontario 2005-2010 Strategic Highlights in May 2005.  It provides an overview of five year spending horizon based on current provincial budget commitments

·      The five year $30 billion infrastructure plan is based on Federal, Municipal and Private partnership funding.  Infrastructure Ontario will implement the infrastructure investment plan

·      The Proposed Growth Plan identifies process for infrastructure priority assessment as part of the sub area assessment stage of the provincial implementation analysis

 

 

·      ReNew Ontario is not detailed or specific enough to target infrastructure investment to key Growth Plan elements

·      A Long term multiyear infrastructure investment strategy has yet to be released

Comments

·      Amend the Growth Plan Policies to direct that the sub-area growth strategy for the Rouge River Watershed use the Rouge North Management Plan ecological criteria to protect Rouge Watershed tributaries and establish a natural system outside of the greenbelt lands

·      There is no specific mention of Rouge River Watershed in Proposed Growth Plan or use of Rouge North Management Plan ecological criteria 

·      The Minister of PIR will identify natural system in consultation with upper tier municipalities

 

·      The Minister of PIR and York Region should consult with Markham to ensure that Rouge North Management ecological criteria  are used in assessment of natural system outside of greenbelt

·      Focus the provincial role in the development of sub-area growth strategy planning on:

           Refining growth forecasts with Greater Golden Horseshoe upper tier and single tier municipalities; and

           Facilitating cross-jurisdictional infrastructure planning, including an integrated transportation network, and identifying priorities for phasing of investment at the macro scale across the Greater Golden Horseshoe

·      The Sub Area Growth Strategies have  now been replaced with technical reviews and regional Sub Area Assessments with varying degrees of involvement by the Province in consultation with upper tier municipalities

 

·      Lower tier municipalities must be consulted during the technical review and sub-area assessment stages of the provincial implementation analysis

·      Appoint an accountable advisory committee for the GTA and Hamilton sub-area and/or the Greater Golden Horseshoe area, by way of a public process, and involving representatives from a cross section of upper and lower tier municipalities in the sub-area, and to provide the advisory committee with the authority and resources to coordinate, with the support of the Ontario Growth Secretariat,  the preparation and implementation of a sub-area growth strategy for the GTA and Hamilton sub-area

 

 

 

·      No specific action taken. 

·      The Proposed Growth Plan makes reference to 2005 Throne Speech announcement to establish a Greater Toronto Transportation Authority that will ensure coordination of transit and transportation and implement the transportation initiatives identified in the growth plan

·      Still awaiting GTTA coordinating body for Transportation infrastructure improvements

·      Include a Markham representative on the Advisory Committee for the GTA and Hamilton sub-area or alternatively, the Advisory Committee for the Greater Golden Horseshoe

·      Markham continues to be invited to workshops on the emerging Growth Plan policies and should continue to be involved in the implementation analysis
