The Heritage Planner introduced the item with regard to a request from owner, Mr. Ozer Eschett, to use non-traditional wood windows on the proposed new house.  Heritage Section staff considers that this non-traditional wood window, due to its high quality and heritage window design, could be supported on new construction within Markham’s three Heritage Conservation Districts. 

 

Mr. Phillip Burgess, representative from Anderson Windows & Doors, addressed the committee providing a detailed description of the Woodwright windows.  These windows are constructed of wood and a wood/vinyl composite and have exterior adhered muntins that resembles a heritage window.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the application of Anderson “Woodwright” windows for the future house to be located at 10 Deanbank Drive in Thorhill or on any other NEW development within the Heritage Conservation Districts of Markham provided that historically appropriate proportions and styles are applied.

THAT Heritage Markham recommends that the original wood siding believed to remain beneath later claddings be exposed and repaired rather than replaced or covered up;

 

AND THAT significant portions of the existing wood structure (roof and brackets) of the verandah appear to be in good condition and should be retained and repaired rather than replaced when the work is done to the verandah deck and posts.

17.              DEMOLITION PERMIT APPLICATION

DEMOLITION OF A FRAME HOUSE (16.11)

The Senior Heritage Planner provided a brief description of the application for demolition of this frame house.  The house was built in 1949 and is located within the historic hamlet of Victoria Square.  The house is not listed on the Markham Inventory of Heritage Buildings, although it will be included as part of a heritage conservation study in the future. 

 

Ms. Rose Anne Modica, owner of the property at 9 Royal Albert Street, addressed the committee.  The owner expressed that she was unaware of the potential heritage implications of the property and the historic value of Victoria Square.  The owner has submitted a site plan for a new house facing Boyd Court.

 

E. Plashkes encouraged the property owner to consider meeting with Heritage Section staff to further discuss options to the design of the new house in order to make the design more sympathetic with the hamlet and historic character of Victoria Square.  In addition, the committee requested that property owner consider maintaining the mature trees on the property and that streetscape treatment be sympathetic to the heritage environment of Royal Albert Street. 

 

The property owner agreed with the comments and suggestions conveyed by committee members.

 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no comments to the application for demolition;

 

AND THAT Heritage Markham request Town of Markham Council to designate the historic hamlet of Victoria Square as a heritage conservation district study area to bring to the forefront a study in order to prevent further demolitions in historic communities in Markham.

18.              INFORMATION

            YORK REGION HERITAGE COMMITTEES GROUP (16.11)

The Senior Heritage Planner informed the committee that the second meeting of the York Region Municipal Heritage Committees group was held at the King Township Museum on January 19, 2006.  The Committee will meet again on April 25th, at 7:00 p.m., Hilary House Museum in Aurora, and it will be valuable to have at least two representatives from this committee at the meeting.  

 

It was agreed that Julie Christie and Judy Dawson-Ryan will represent Heritage Markham at the meeting, and that any other committee members are welcome to attend.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the meeting notes from the York Region Heritage Committee group be received;

 

AND THAT Heritage Markham delegate Julie Christie and Judy Dawson-Ryan to attend the next York Region Heritage Committee meeting to be held in Aurora on Tuesday, April 25, 2006.

19.              REQUEST FOR FEEDBACK

RESTORATION/ADDITION CONCEPT AND PROPOSED
LOT FRONTAGE MODIFICATIONS (16.11)

The Senior Heritage Planner provided a brief summary of the recommendations submitted by the Architectural Review Sub-Committee with respect to the conceptual plans for restoration and an addition to the Joshua Miller house to be relocated to 10 Heritage Corners Lane. 

The applicant has submitted revised plans taking in consideration the recommendations from the Architectural Review Sub-Committee.  The committee further discussed minor details on revised plans (size of two side windows; details of front entrance; the style of the front door, etc.).  The applicant agreed to further discuss minor changes with Heritage Section staff.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham supports the conceptual restoration plan for the Joshua Miller house as proposed in the revised plans, taking in consideration additional minor changes; and delegates to Heritage Section staff final approval authority.

 

AND THAT the applicants continue further discussions with Town staff with respect to additional property.

 

            CARRIED.

 

Joyce Nelson-Watt, having declared a disclosure of interest with respect to Item # 19 due to the fact that she is the applicant, did not participate in the voting with respect to this item.

 

 

20.              REQUEST FOR FEEDBACK
THORNHILL YONGE STREET STUDY (16.11)

Heritage Markham committee at its meeting of February 8th, referred this matter to the Architectural Review Sub-Committee for further review and comments.  The Manager of Heritage Planning reported that the Architectural Review Sub-Committee met on February 22nd with Heritage Section staff and Planning and Urban Design staff, Ron Blake and Elizabeth Wimmer.  As a result of this meeting, the Architectural Review Sub-committee has provided comments to the Heritage Markham committee for consideration.

 

There was an extensive exchange of comments and concerns by committee members.  Thornhill representatives expressed that the area considered on the study is smaller than the boundaries of the Heritage District Conservation Areas.  It was suggested that the area of study should be extended to the north and south in order to include the entire area of the heritage districts.  The importance of protecting the integrity of the Thornhill Heritage Conservation District was strongly stated as well as the importance of maintaining uniformity and cohesiveness throughout the Markham and Vaughn heritage districts. 

 

 

 

HERITAGE MARKHAM RECOMMENDS:


THAT Heritage Markham forward the notes from the Architectural Review Sub-Committee, dated February 22, 2006 to the Planning and Urban Design Department as its comment on the Thornhill Yonge Street Study (2005);

 

AND THAT the Thornhill Yonge Street Study should respect, support and enhance the Heritage District Conservation District;

 

AND FURTHER THAT Heritage Markham have the opportunity to review the Thornhill Yonge Street Corridor Area amendment to the Thornhill Secondary Plan.

CANADA AWARDS PROGRAM 2006 (16.11)

As indicated at the Heritage Markham meeting in February, the Manager of Heritage Planning requested nominations to be submitted for the Heritage Canada Award, as the deadline is rapidly approaching. 

 

The committee agreed that no nominations will be submitted for 2006.

THAT Heritage Markham will not be submitting nominations for the 2006 Heritage Canada Awards.

22.              BUILDING PERMIT APPLICATION

The Manager of Heritage Planning provided a brief summary on the status of this application.  Heritage Markham committee at its last meeting in February requested that some legal advice was needed before giving consideration to the application in view of the matter being before the court. 

 

At this time, the Town Solicitor has advised Heritage Section staff that the committee should review and comment on this application since the applicant is submitting the required application and that the owner is trying to bring the property in compliance.  In addition, this permit application is separate from the legal issue related to construction without a building permit.  Heritage staff advised committee that the cabana meets all requirements. 

 

J. Dawson-Ryan expressed that the cabana could be seen from the west side of the property on John Street.  It was recommended to request that the owner use sympathetic landscaping on the west side of the cabana in order to make it less visible from John Street.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the granting of a Building Permit for the cabana located at 107 John St., Thornhill;

 

AND THAT the property owner should use sympathetic landscaping on the west side of the cabana to make it less visible from John Street.

The Heritage Planner advised the committee that the property owner completed an extension to the existing garage in the summer of 2005 without a Building Permit; and in addition, the detached side yard garage proposed is not permitted in this area.  The owner has been issued a Stop Work Order and, as a result, has applied for a Minor Variance to the Committee of Adjustment to permit an extension to the existing garage as a legal non-conforming situation. 

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the Minor Variance (A/30/06) being granted to allow the extension to the existing garage at 107 John St. in Thornhill, subject to the installation of a garage door more in keeping with the Arts and Crafts inspired design of the main house (to be reviewed and approved by Heritage Section Staff);

The Project Planner informed the Heritage Markham committee that the owner has expressed concerns regarding the recommendation from the Heritage Building Evaluation Sub-Committee to preserve the house given its Group 2 rating .  The owner would like to address this committee and requested that Heritage Markham defer this item to the next meeting.

 

The committee agreed to support the recommendations of the Heritage building Evaluation Sub-Committee,. in order to deal with this matter in a timely fashion. The applicant can still be invited to attend the next Heritage meeting to address the committee on this issue.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham accept the results of the Building Evaluation Sub-Committee and recommends that the 1940s house at 158 Old Kennedy Road be preserved and integrated into the proposed development in accordance with the Cultural Heritage Policies of the Main Street Milliken Secondary Plan and the Town’s Heritage Building Evaluation Process.

The Manager of Heritage Planning provided a brief summary of the status of this application.  The previous proposal was for ten townhouses, the current proposal is for four single detached dwelling units with detached rear garages.  Heritage Section staff supports the revised proposal and is recommending to no objection to the revised zoning by-law amendment for permit the four single detached units.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham has no objection to the revised zoning by-law amendment to permit four single detached dwellings at 23 Water Street.

The Senior Heritage Planner provided an overview of the application for expansion of the automotive dealership property which is adjacent to the James Brander House designated under Part IV of the Ontario Heritage Act.

 

Concerns were expressed regarding the proximity of the proposed addition to the heritage house.  It was suggested to request that the applicant examine the site plan to better integrate the heritage house with the driveway and new addition to the existing dealership.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends that the applicant examine the site plan to better integrate the heritage building with the circulation system and the new addition to the existing dealership.

 

AND THAT the architectural treatment of the new building and any proposed landscape features be designed to complement the heritage building.

THAT Heritage Markham recommends that the building be designated under Part IV of the Ontario Heritage Act;

 

AND THAT the owner enter into a Heritage Easement Agreement with the Town and provide the required Letter of Credit to protect the building during its relocation and restoration prior to any approval of any works on the property which would impact the heritage building.

The Senior Heritage Planner advised that a request from Communities in Bloom has been received to hang temporary lamp-post banners on Main Street Markham, Colborne, John and Carleton Streets.

 

Thornhill representatives had questions regarding the size of these banners and if it was suitable to place banners on Colborne Street.

 

After further consideration, the committee agreed to support the Heritage Section staff recommendation.

THAT Heritage Markham has no objection to the installation of temporary Communities in Bloom banners in the Heritage Conservation Districts.

33.              PROPOSED BUILDING CODE AMENDMENTS

ENERGY EFFICIENCY

PUBLIC CONSULTATION

HERITAGE MARKHAM RECOMMENDS:

 

THAT Council of the Town of Markham provide feedback to the Ministry of Municipal Affairs and Housing regarding energy efficiency changes to the Ontario Building Code indicating the following:

         that depending on how they are interpreted and applied, energy conservation measures have the potential to compromise heritage attributes of properties of cultural heritage value and interest;

         that the Ontario Building Code (Part 11) allows for compliance alternatives on some code requirements if they are found to be detrimental to the preservation of a heritage building, subject to the satisfaction of the chief building official; and

         that any proposed changes to the Building Code should include compliance alternatives that are preferable from a heritage perspective for proposed energy efficiency requirements.

34.              PLAQUE FOR MORGAN PARK POOL

Councillor J. Webster informed the committee of a request from the Lions Club to consider a heritage plaque for the pool building located in Morgan Park, taking in consideration its historic value (1957). It was noted that the Lions Club already has a monument in the park.

 

 

35.              SIGN AT FRANKLIN STREET PUBLIC SCHOOL

E. Plashkes brought to the attention of the committee that the sign at the Franklin Street Public School remains the same despite the request to bring the sign to regulated size. 

 

The committee agreed to request Heritage Section staff to send another letter to the school requesting to comply with previous request.
