Cornell
Advisory Group
Terms of Reference
The
Cornell Secondary Plan, adopted by the Town in 1994, established a framework
for the creation of a vibrant, mixed-use, pedestrian-oriented community on the
eastern edge of
An Advisory Group, with
representation from a number of diverse stakeholders having an interest in the
Cornell community, is being formed to provide a public forum for input into the
finalization of the draft Secondary Plan and the subsequent implementation of
the Plan.
The Advisory Group will consist of
representation from the following:
A maximum of 15 representatives
(exclusive of Town Council and staff), would be invited to sit on the Cornell
Advisory Group. All members of Council will be notified of meetings and are
welcome to attend Advisory Group meetings, which will also be open to the
public.
The Cornell Advisory Group will
advise staff and Council in finalizing and implementing the updated Cornell
Secondary Plan. The Advisory Group will
be familiar with the planning and design principles of the updated Secondary
Plan, will assist in developing implementation guidelines and strategies to achieve the
principles and objectives of the updated Cornell Secondary Plan and provide
commentary on how the application of these guidelines and strategies is reflected
in development applications. The
Advisory Group will also serve to keep the Cornell community and the larger community informed and aware of Town
initiatives and developments within the Cornell Planning District.
Specifically, the responsibility of each member of the
Advisory Group will be:

To attend Advisory Group meetings;
·
To become familiar with the principles, objectives
and policies within the draft Cornell Secondary Plan, and the community’s
context within the local, Town-wide and regional setting;same

To contribute to the development of the
implementation tools required to achieve the goals and objectives of the
Plan;
·
To participate in workshops, focus groups and public
events/activities related to the Cornell Secondary Plan; and
·
To comment on the degree to which implementation guidelines and strategies have been
achieved/reflected in specific development applications within the Cornell Planning District; and
·
To provide information to the community with respect
to initiatives and developments within the Cornell Planning District.
Policy and implementation
discussions will focus on, among other things, the following key areas:

The development and application of a
Sustainable Development Strategy to ensure that all development, both public
and private, is consistent with the sustainable development principles of the
updated Cornell Secondary Plan; and
·
The development and application of
other strategies and plans in support of the implementation of infrastructure
to support the Cornell Planning District and the concentration of activity
within the Cornell Centre Mixed Use District.
Discussion and comment from the Advisory Group
meetings will be considered by staff and/or consultants in the preparation of
planning or strategic documents, and in the processing of development
applications. Advisory Group meeting
minutes will be forwarded to Development Services Committee for information.

Meeting Frequency
The inaugural meeting will be held
as soon as representatives can be appointed.
A schedule of meeting dates will be finalized at the first meeting. It is anticipated that meetings will be held
on a monthly or bi-monthly
basis throughout the year, with a summer break during July and August. Additional meetings may be required with a
minimum of 2 weeks notice.

The Ward Councillor
will chair the inaugural meeting. It is
intended that a Chair, or Co-Chairs, be elected from among the Advisory Group
members at a subsequent meeting.

RESOLUTION OF COUNCIL MEETING NO. 6 DATED
(4) UPDATE TO THE SECONDARY PLAN
FOR THE CORNELL COMMUNITY
(10.3)
That the deputation by Garry Atkins, with comments regarding the
Secondary Plan for the Cornell Community, be received;
And that the staff report entitled “Update to the Secondary Plan for the
Cornell Community” dated March 7, 2006, be received;
And that the draft updated Secondary Plan for the Cornell community,
attached as Appendix “A” to the staff report, be received;
And that the draft updated Secondary Plan for the Cornell community be
circulated to agencies and to landowners within the
And that staff be authorized to schedule a community open house and a
statutory Public Meeting to consider the updated Secondary Plan for the Cornell
community;
And that Council request the Provincial Ministry of Transportation and
the Region of York to expedite the transfer of jurisdiction of the section of
Highway 7 between 9th Line and Reesor Road to the Region of York in
order to apply Regional arterial road standards to facilitate the development
of a compact, mixed-use, pedestrian friendly and transit supportive node along
this section of Highway 7 in accordance with Provincial and Regional policy;
And that Mr. R. Hanmer, Regional Director
Central Region, Ministry of Transportation, and Mr. B. Macgregor, Commissioner
of Transportation and Works, Region of York, be
advised accordingly;
And that staff
bring forward a recommendation regarding composition of a working group to be
formed to work with staff regarding finalization and implementation of the
Secondary Plan for the Cornell
