Cornell Advisory Group – Terms of Reference

 

 

 


 

RECOMMENDATION:

That the Terms of Reference for the Cornell Advisory Group, attached as Appendix ‘A’ to this report, be adopted and that staff, in consultation with the Ward Councillor, be authorized to recruit prospective members for the Advisory Group in accordance with the Terms of Reference.

 

PURPOSE:

The purpose of this report is to present Terms of Reference for the proposed Cornell Advisory Group for Council adoption, and to authorize recruitment of prospective members for the Advisory Group in accordance with the Terms of Reference.

 

BACKGROUND:

On March 7, 2006 Development Services Committee considered a draft of the updated Cornell Secondary Plan.   The existing Cornell Secondary Plan, approved in 1994 based on the principles of new urbanism, has provided the foundation for a unique community within Markham, but is in need of updating.  The proposed draft Secondary Plan builds on the existing Cornell Secondary Plan, and addresses circumstances affecting the planning district, including new Provincial and Regional land use policy directions, parkland and open space requirements, current initiatives such as the Markham-Stouffville Hospital Master Plan, the York Rapid Transit Plan (VIVA) and the establishment of a regional scale business park. 

 

As part of the public consultation process for the draft Secondary Plan, Committee requested that an Advisory Group be formed to provide a public forum for input into the finalization of the draft Secondary Plan and the subsequent implementation of the Plan, and that staff bring forward a recommendation regarding the formation of an Advisory Group (see resolution attached as Appendix ‘B’).  This report presents the proposed terms of reference for the Cornell Advisory Group.

 

 

DISCUSSION:

The Cornell Advisory Group will advise and assist staff and Council in finalizing the draft Secondary Plan and in the implementation of the Plan, in accordance with the proposed Terms of Reference attached as Appendix ‘A’.  In addition to the stated purpose of the Advisory Group, the Terms of Reference addresses the composition, roles and responsibilities and reporting framework of the Advisory Group.

 

The Advisory Group will become familiar with the planning and design principles of the Secondary Plan, assist in developing implementation guidelines and strategies to achieve the principles and objectives of the Secondary Plan and provide commentary on the application of these guidelines and strategies through future development application review.

 

Specifically, the responsibility of each member of the Advisory Group will be:

·        To attend Advisory Group meetings;

·        To become familiar with the principles, objectives and policies of the Cornell Secondary Plan, and the policy and land use context surrounding the preparation and implementation of the Secondary Plan within the local, Town-wide and regional setting;

·        To contribute to the further development of the implementation tools required to achieve the goals and objectives of the Plan; 

·        To participate in workshops, focus groups and public events/activities related to the Cornell Secondary Plan; and

·        To comment on the degree to which implementation guidelines and strategies have been achieved/reflected in specific development applications within the Cornell Planning District; and,

·        To provide information to the community with respect to initiatives and developments within the Cornell Planning District.

 

The Group will be comprised of representatives from the various stakeholders within the planning district, including: residents from within and around Cornell; land owners/developers within Cornell; major institutions and public agencies, such as the Markham-Stouffville Hospital, York Rapid Transit Plan (VIVA), school boards, the Toronto Region Conservation Authority and the Region of York; representatives from the business community; and members of Council.  Staff from Planning & Urban Design and other Town departments will guide and support the work of the Advisory Group.

 

The inaugural meeting will be held as soon as representatives can be appointed.  A schedule of monthly or bi-monthly meeting dates will be finalized at the first meeting.

 

It is recommended that Council approve of the Terms of Reference, attached as Appendix ‘A’, and authorize staff, in consultation with the Ward Councillor, to recruit Group members from the various groups identified in the Terms of Reference.  Prior to the first meeting of the Advisory Group, the final membership of the Group will be ratified by Council.

 

 

 

FINANCIAL CONSIDERATIONS:

None identified at this time.  Meeting expenses in 2006 will be addressed through existing Development Services Commission accounts, and any necessary adjustments will be brought forward for consideration through the 2007 Budget process.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Staff from various Town departments and external agencies will have representation or be requested to provide support for the Advisory Group.
