                                            - Draft Plan of Subdivision

RECOMMENDATION:

That Mayor and Clerk be authorized and directed to execute the M-Plan on behalf of the Town as owner of part of the lands included in the Costco Wholesale Canada Ltd. and Riotrin Properties (Kirkham) Inc. plan of subdivision;

 

That the lands shown as Blocks 14 and 15 on Attachment A hereto be conveyed to the Town for nominal consideration; and

 

That staff be authorized and directed to do all things necessary to give effect hereto.

PURPOSE:


The purpose of this report is to obtain Council authority to execute a plan of subdivision as owner of certain lands within the plan, being part of a proposed road allowance.


 

BACKGROUND:


On September 29, 2005, the Town acquired slightly in excess of 28 acres of land from Costco Wholesale Canada Ltd. for the future south east community centre, as part of the acquisition of a larger parcel by Costco and Riotrin.  Costco made application for subdivision approval, including the dedication and construction of an internal road network, which would also provide access to and frontage for the Town’s community centre lands.  The plan received draft plan approval on February 28, 2006.

 


 

OPTIONS/ DISCUSSION:


The draft approved plan shows the internal road network located on Costco and Riotrin lands.  However, after draft approval, the Town requested that Street A as shown on the attached draft plan, be increased in width from 18 to 22 metres, to accommodate on street parking.  In addition, Street B was increased from 18 to 20 metres to accommodate a third lane.  Costco has provided half of the required widenings of Streets A and B, being an additional two metres for widening Street A and one metre for the widening of Street B and is requesting that the additional widenings required be provided from the Town’s community centre lands.  The area of the widening that would be taken from the community centre lands is approximately 0.169 acres (7361 square feet).  Staff recommend that it is fair and appropriate for the extent of the widening to be shared between all land owners within this plan. 

 

In addition, the final determination of the road layout within the subdivision has created two corner rounding parcels owned by Riotrin and Costco which will now abut the community centre parcel.  These lands, shown as Blocks 14 and 15 on the plan attached, should be conveyed to the Town, to form part of the community centre site.  The area of these parcels is 0.1596 acres (6953 square feet). 

 

The final M-plan will show the Town as an owner of lands within the plan, to the extent of the road widenings described above.  All of the owners of lands within the plan are required to execute the plan and this report seeks authority for the Town to provide the above noted widenings from the community centre lands and to execute the final subdivision plan to be registered.
