The Chair convened the meeting at 7:30 p.m. by asking for any declarations of interest with respect to items on the agenda.

assumed the Chair to conduct the elections for the Chair and Vice-Chair of the

HERITAGE MARKHAM RECOMMENDS:
THAT HERITAGE MARKHAM elects Joyce Nelson-Watt to the position of Chair of Heritage Markham effective April 12, 2007;
AND THAT Heritage Markham elects Judith Dawson to the position of Vice Chair of Heritage Markham effective April 12, 2007;
AND THAT the following members comprise the Architectural Review Sub-Committee:

HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham will support
the proposed vinyl windows on the new construction components of the dwelling
at 280 Main Street North, provided that the applicant replaces the six windows
on the heritage building with wooden windows of an appropriate design and pane
division.

PRESERVATION OF TWO HERITAGE DWELLINGS (16.11)

HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham does not support the revised lot and street configuration and recommends the following changes:
o Street F be relocated further to the west to preserve the trees in front of the two heritage dwellings and to allow greater front yard setback for the two large heritage dwellings;
o the applicant demonstrate the location of a driveway, detached garage and amenity area for each dwelling;
o Lot 24 and 25 be extended from Street F to Street A to allow for possible alternative future uses;
o the old farm laneway in Park Block 199 be preserved as a cultural heritage feature in the form of a pedestrian pathway leading from Woodbine Avenue to Street F;
o the lots to the north of Lot 24 be consistent in frontage to the lot frontage of the heritage lots to ensure that buildings of a similar scale to the heritage buildings are introduced;
THAT Heritage Markham would like to
review the designs of new dwellings to be placed adjacent to Lots 24 and 25 to
ensure that the development, from an urban design perspective , is respectful
of the heritage resource, having regard for scale, massing, setbacks, building
materials and design features;
AND THAT Heritage Markham recommends that the standard heritage conditions be included in the conditions of draft approval for the subdivision, including the preservation of two dwellings, interim protection, heritage designation, heritage easements and appropriate financial securities (Letter of Credit).

THAT Heritage Markham has no objection to the proposal to construct a new house at 294 Main Street, Unionville, and re-orient the existing cottage and convert it into the garage subject to the Owner entering into a Site Plan Agreement containing the usual heritage conditions regarding windows, materials, colours, etc.

PROPOSED MAINTENANCE AND REPAIR WORK (16.11)

Marion Matthias addressed the Heritage Markham Committee on this matter.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham recommends the use of 4 x 4 wooden posts certified by the Sustainable Forestry Council for the restoration of the picket fence;
AND THAT Heritage Markham would like to ensure that the replacement cedar fence with the 1 ft. lattice panel has the lattice oriented with the members running horizontal and vertical and not on a diagonal as in contemporary fences;
AND THAT the parking lot be resurfaced using gravel or water permeable pavers of a design complimentary to the heritage character of the district and approved by Heritage Markham;
AND THAT the aluminum hand rail on the west evaluation be replaced with a more appropriate wooden hand rail;
AND THAT Heritage Markham has no objection to the other proposed maintenance work to 10 Colborne Street.

12. YORK HERITAGE NETWORK
NOTICE OF MEETING – THURSDAY, APRIL
26, 2007 (16.11)

Susan Casella advised the Heritage
Markham Committee that the York Heritage Network, of which she is Chair, are
having a meeting on Thursday, April 26, 2007, at the Stouffville Museum. A guest speaker that evening will be giving a
presentation on the Mantle archeological site.
Guests will be provided with information on how archeological sites are
studied and recovered.
The York Heritage Network is comprised of members from the municipal heritage committees located within York Region.
Susan Casella invited all members of the Committee to attend the meeting on April 26th and to contact her if they required further information.

THAT Heritage Markham receive the presentation by Susan Casella for information.

DELEGATION OF APPROVAL AUTHORITY
ONTARIO HERITAGE ACT (16.11)

HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the proposed by-law to delegate Council’s heritage approval authority to the Manager, Heritage Planning, given that if there are any concerns regarding an application, it will be forwarded to Heritage Markham for review and all decisions made by the Manager, Heritage Planning, will be forwarded to the municipal heritage committee for information purposes.

THAT Heritage Markham has no objection to the temporary development sign proposed for 4600 Steeles Avenue on the condition that no signage be affixed to the heritage building.

15. SIGNAGE
SPECIAL EVENT SIGNAGE FOR
HERITAGE CONSERVATION DISTRICTS (16.11)

The Manager of Heritage Planning
gave a presentation on this matter. The
issue of signage illumination and light pollution was discussed given the
Unionville gateway sign is to be illuminated by solar powered spot lighting.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the proposed approach for special event signage in the Thornhill Heritage Conservation District (Info Tab below existing entry sign infrastructure) and the Markham Village Heritage Conservation District (stand alone special event notice sign with 2 interchangeable Info Tabs);
AND THAT Heritage Markham has no objection to the proposed design concept for the Unionville gateway directional signage proposed by the Unionville BIA subject to the sign complementing the existing district entry and street name signage in the district;
AND THAT Heritage staff be requested to take into account the concerns expressed by the members respecting the issue of light pollution;
AND THAT any further review of design details associated with the special event signage and gateway signage be delegated to Heritage Section staff.

16. BUILDING PERMIT APPLICATION

The Heritage Planner gave a presentation on this application. The Committee discussed the issue of appropriate roof material for the verandah, the number of verandah roof signs proposed (1 or 2) and the issue of legal signage.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the proposed restoration concept for the Archibald Gallanough Store located at 7705-7707 Yonge Street, subject to the identified staff revisions;
THAT any final design issues be delegated to Heritage Section Staff, in consultation with Judy Dawson-Ryan.
AND THAT the owner be congratulated for undertaking a restoration of the original storefront of this significant Thornhill heritage resource.
