The Chair convened the meeting at 6:55 p.m. by asking for any declarations of interest with respect to items on the agenda. Ted Chisholm disclosed conflicts on the following Items:

11.       SITE PLAN APPROVAL APPLICATION

CONDITION OF HISTORIC SIDING (16.11)

The Heritage Planner gave a presentation on this application.

 

Mr. and Mrs. Mark and Elizabeth White addressed the Heritage Markham Committee in support of their application to temporarily remove the original wood siding for the purpose of removing the old insulation and cleaning the interior of the siding.  The applicants advised the Committee that they are prepared to mark the original siding as it is removed so that the pieces of siding can be reinstalled in their existing location.

They advised the Committee that removing and reinstalling the siding is the only way that they will be able to obtain a certificate stating that the building is UFFI free.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT the applicant be requested to provide Heritage Section staff with a copy of the contractor's report dealing with the removal of UFFI from this property;

 

AND THAT the owners and contractor be requested to work with Heritage Section staff to determine the best method of removing and reinstalling the original wood siding at 9 Euclid Street.

FIRE AT THE UNIONVILLE ARMS RESTAURANT (16.11)

The Senior Heritage Planner gave a presentation on this item.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham express its sympathy concerning the recent fire to the owner and staff of the Unionville Arms, an acknowledged local landmark and historic site, and the committee’s hope that much of the building can be salvaged and restored;

 

AND THAT Heritage Markham thank the Town of Markham Fire Department for their excellent work in containing the fire at 189 Main Street and preventing further damage to the building and possibly to adjoining properties;

 

AND THAT Heritage Section staff and Heritage Markham offer their assistance to the owner of the Unionville Arms Restaurant to facilitate the restoration of the building in the most expedient fashion possible.

14.       HERITAGE INVENTORY
            IDENTIFYING AND PROTECTING HERITAGE PROPERTIES (16.11)

HERITAGE MARKHAM RECOMMENDS:

 

THAT Heritage Markham recommends that the list of properties of cultural heritage value or interest reviewed by the Committee at its meeting of December 12th, 2007 be added to the Markham Inventory of Heritage Buildings (which is proposed to be renamed the Markham Register of Property of Cultural Heritage Value or Interest);

 

AND THAT Heritage Markham is of the opinion that the Markham Inventory of Heritage Buildings, which includes properties reviewed by Heritage Markham and approved by Markham Council for inclusion, meets the criteria of a register as outlined in Section 27 of the Ontario Heritage Act and that the committee has no objection to the re-naming of the Markham Inventory of Heritage Buildings to the Markham Register of Property of Cultural Heritage Value or Interest;

 

AND THAT the Markham Register of Property of Cultural Heritage Value or Interest continue to include non-designated properties identified as having cultural heritage value or interest, Part IV properties (individual designation) and Part V properties (district designation).

THAT Heritage Markham express its concern regarding the reduction in the number of parking spaces proposed by this application and the impact that this will have on the heritage nature of the area.

20.       TRESPASSING ON VACANT HERITAGE PROPERTIES (16.11)

Susan Casella expressed concern to the Heritage Markham Committee that unauthorized persons may be entering vacant heritage properties and removing items or artifacts.  Susan Casella requested that signage be erected by the property owners stating that no trespassing is allowed and that it is unlawful to remove anything from the site.

 

The Manager of Heritage Planning stated that such signage is already required and that anyone who is trespassing may be reported to the police.

21.       AN EVENING WITH STEPHEN LEWIS

            WINTER GARDEN THEATRE

            MONDAY, JANUARY 21, 2008 – 7:30 P.M. (16.11)

Joyce Nelson-Watt provided information to the Heritage Markham Committee regarding an event with Stephen Lewis being presented by the Ontario Heritage Trust. At this special event, Mr. Lewis will discuss "Tomorrow's Past Matters: Investing in Heritage and Enriching Democracy."

 


Members were advised that tickets to hear Stephen Lewis can be obtained by members interested in attending this event.

 

HERITAGE MARKHAM RECOMMENDS:

 

THAT this item be received for information and that Heritage Markham has no objection to any member attending the event to represent the Committee and the cost of the ticket(s) paid for through the Heritage Markham budget.

22.       DISCLOSURE OF CONFLICTS (16.11)

Joyce Nelson-Watt requested clarification with regard to when a member should declare a conflict of interest.  The Councillors on the Committee provided feedback on this issue.

23.       APPOINTMENT OF NEW MEMBERS TO HERITAGE MARKHAM COMMITTEE (16.11)
