SUBJECT:                          Carlton Road Phase 2 - Proposed “Parking Prohibition” between Pennock Crescent (East Leg) and McKay Crescent (east Leg)

RECOMMENDATION:

1          That the report entitled “Carlton Road Phase 2 - Proposed “Parking Prohibition” between Pennock Crescent (East Leg) and McKay Crescent (east Leg)” dated June 23, 2009, be received;

 

2          And that the proposed Carlton Road Phase 2 traffic calming improvements be endorsed;

 

3          And that Schedule ‘C’ of Traffic By-law 2005-188, pertaining to “No Parking” be amended by including both sides of Carlton Road, from Pennock Crescent (east leg) to McKay Crescent (east leg);

 

4          And that the attached by-law be approved;

 

5          And that the Operations Department be directed to install the appropriate signs at the subject location, funded through account #083-5350-7660-005 as approved by Council on May 12, 2009;

 

6          And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;

 

7          And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends the endorsement of Phase 2 of the Carlton Road traffic calming modification which requires a parking prohibition on Carlton Road, between Pennock Crescent (east leg) and McKay Crescent (east leg).

 

BACKGROUND:

On May 12, 2009, Council authorised staff to finalize and implement adjustments to the traffic calming on the Carlton Road curve, between McKay Crescent and Pennock Crescent for implementation in June, 2009. Based on past and current resident concerns regarding motorist speed and cyclist safety in the Carlton Curve a detailed review has been conducted by staff and our engineering consultant.

 

The following are the modifications proposed as part of phase 2:

 

  • Provide a 1.0m block with white line on both sides of the curve
  • Reduce the 4.0m wide interlocking brick center median to 2.0m wide interlocking brick center median
  • Redistributing and elongate the existing interlocking
  • Provide a dense low hedging on the north side, on the outside boulevard as curve delineator
  • Provide a  parking prohibition on both sides of the curve

 

The parking prohibition is recommended on both sides of the curve, fronting the driveways and Toogood Pond Park as per Attachment C, to improve motorists’ sightline visibility and safety of cyclists/pedestrians while entering and exiting the subject driveways and the park.

 

The proposed modification was reviewed with some of the working group members on June 10, 2009 and generally agreement was reached.  The proposal was e-mailed to all of the working group members on June 12, 2009 and staff will update committee on June 23, 2009 on their comments. 

 

The working group representatives were requested to assist by contacting the six home owners impacted by the parking prohibition. Staff will update Committee on June 23, 2009, of any concerns to the requested parking prohibition.

 

Staff brought a report forward to Development Services Committee on June 16, 2009 regarding the stop sign proposed for the east leg of McKay Crescent and Carlton Road.

 

FINANCIAL CONSIDERATIONS:

Council, on May 12, 2009 approved $60,000 for Phase 1 and 2 traffic calming improvements.  Phase 2 works are estimated to cost $32,400.00 which can be accommodated in the $60,000.00 budget approved by Council. On-going maintenance costs for this installation will be included in future Operations Department budgets.
