SUBJECT:                          Hazelton Avenue Parking Prohibition

RECOMMENDATION:

 

1)   That the report entitled “Hazelton Avenue Parking Prohibition”, be received;

 

2)   And that Schedule “C” of Parking By-law 2005-188 be amended to rescind prohibited parking on the east side of Hazelton Avenue, between Murray Spiers Court and Adastra Crescent (north intersection);

 

3)   And that Schedule “C” of Parking By-law 2005-188 be amended to rescind prohibited parking on the east and west sides of Hazelton Avenue, between Major Mackenzie Drive and Murray Spiers Court;

 

4)   And that Schedule “C” of Parking By-law 2005-188 be amended to prohibit parking on the west side of Hazelton Avenue, between Major Mackenzie Drive and Winter Creek Crescent (south intersection);

 

5)   And that Schedule “C” of Parking By-law 2005-188 be amended to prohibit parking on the east side of Hazelton Avenue, between Major Mackenzie Drive and Murray Spiers Court;

 

6)  And that the Operations Department be directed to install the appropriate signs at the subject locations, funded through the Operations Department account # 83-5399-8402-005;

 

7)   And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs;

 

8)   And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report recommends relocating the existing parking prohibition from the east side of Hazelton Avenue to the west side, exclusively between Major Mackenzie Drive and Winter Creek Crescent (south leg).  The objective is to address ongoing traffic safety concerns and improve on-street parking availability.

 

 

 

 

 

BACKGROUND:

Need to address parking concerns on Hazelton Avenue

Traffic Operations staff have received concerns from the community regarding the existing parking prohibition on the east side of Hazelton Avenue.   The community has claimed that the existing road design and greater number of residential properties located on the east side of the street make the current prohibition unreasonable.  The subject area is identified in “Attachment A”.

 

Hazelton Avenue is a two-lane residential collector road, with a pavement width of 10.5 metres and an average daily traffic volume of 3200 vehicles.  Hazelton Avenue is the only access to the community from Major Mackenzie Drive and services two community parks and an elementary school.

 

DISCUSSION:

Current parking prohibition on the east side is not feasible

Traffic Operations staff have conducted an on-site assessment of the current operating conditions within the subject area, including road design, on-street parking availability, sightline visibility restrictions and the layout of residential properties/driveways. The assessment confirmed that the existing parking prohibition on the east side of Hazelton Avenue does not suitably address the needs of the majority of Hazelton Avenue residents within the subject area.  Also, existing parking activity on the west side creates several sightline visibility concerns for drivers, particularly at the intersections along the reverse curve near Hazelton Park, where many pedestrians also cross.

 

Recommendation to relocate the parking prohibition to the west side

By relocating the existing parking prohibition to the west side of Hazelton Avenue, residents will be permitted to park on the east side, where greater on-street parking availability exists and safety concerns will be mitigated.

 

Affected residents have been notified

On June 3, 2009, notice letters were sent to all residential properties directly adjacent to the proposed parking prohibition on the west side of Hazelton Avenue.  As of this report, Traffic Operations staff has not received any concerns from those properties about the recommendation.

 

FINANCIAL CONSIDERATIONS:

The cost of materials to install the signs is included for in the Operations Department account # 83-5399-8402-005. On-going maintenance costs for this installation will be included in future Operations Department budgets.

This report aligns with the community safety component of transportation/transit strategic priority.
