SUBJECT:                          Acadia Avenue Proposed All Way Stop Control

RECOMMENDATION:

1)      That the report entitled “Acadia Avenue Proposed All Way Stop Control”, be received;

 

2)      And that Schedule 12 of Traffic By-law 106-71 for all-way stop control be amended to include the intersection of Acadia Avenue at the driveways of 80 Acadia Avenue and 7020 Warden Avenue;

 

3)      And that the Operations Department be directed to install the appropriate signs and pavement markings at the subject locations, funded through the Operations Department account # 83-5399-8402-005;

 

4)      And that York Regional Police be requested to enforce the all-way stop control upon installation of the signs;

 

5)      And that staff be authorized and directed to do all things necessary to give effect to this resolution.

PURPOSE:

This report seeks Council’s approval to implement an all-way stop control on Acadia Avenue at the driveways of 80 Acadia Avenue and 7020 Warden Avenue to address ongoing safety concerns at the intersection.

 

BACKGROUND:

Need to address traffic right-of-way concerns

Traffic Operations staff received a request from a resident for an all-way stop control  on Acadia Avenue, at the driveways of 80 Acadia Avenue and 7020 Warden Avenue. 

 

Acadia Avenue is located in a commercial area west of Warden Avenue and north of Steeles Avenue.  Acadia Avenue runs between Ferrier Street and Steeles Ave (See Attachment A). At the subject location there is a sharp curve with three intersecting driveways. Two of the three driveways service 7020 Warden Avenue (shopping centre), while the third driveway services 80 Acadia Avenue (general office).  Each private driveway is controlled by a stop sign located on private property and therefore does not have a by-law.

 

The private driveway servicing 7020 Warden Avenue is directly aligned with eastbound traffic on Acadia Drive.  This gives a false impression to drivers that the east and west approaches are considered a through street.

 

DISCUSSION:

To implement an all-way stop control at an intersection, the necessary warrants must be met as outlined by the Ontario Ministry of Transportation.  The warrants consider the total vehicular volume and the volume distribution during the busiest one-hour period of the day.

 

Traffic Operations staff conducted an all-way stop study between 8:00am and 9:00am, which is the busiest hour of the day. The warrant analysis and results are as follows:

All-way stop control recommended

An all-way stop control is warranted when both Warrants 1 and 2 are satisfied.  As shown above, both warrants are satisfied. Therefore, Traffic Operations staff recommends that all-way stop control be implemented.  It is expected that the proposed all-way stop control will improve traffic operational safety and efficiency by providing appropriate right-of-way to drivers when negotiating the intersection.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement the signs and pavement markings are included in the Operations Department account # 83-5399-8402-005.  On-going maintenance costs for this installation will be included in future Operations Department budgets.

 

HUMAN RESOURCES CONSIDERATIONS:
