The Senior Heritage Planner introduced this
proposal to expand and update the look of the Scotiabank branch at 7681 Yonge
Street. The site plan application for this property will be coming forward to
the Committee at a later date.
Lawrence Malek of Sirlin Giller & Malek
Architects, and David Eckler of AREA Architects, were
in attendance to describe the proposal and to answer questions. They displayed two
site plan and elevation options. Both options would see the infilling of the
current entry foyer, the introduction of windows on the south wall and the
introduction of a proposed corner signage tower with a non-illuminated logo. In
both options, it was indicated that the existing brick throughout the plaza
would be dyed a red colour. The existing roof would remain, as would the two
existing Scotiabank illuminated sign boxes.
Two options were presented for the
treatment of the proposed tower: one using a Trespa panel and the other using a
red brick. The Committee noted the brick on the townhouses at Bullock Drive and
Main Street North would be an appropriate colour. Staff suggested the brick
colour could be presented to the Committee before it is approved.
The Committee requested that the south
elevation windows be made more sympathetic to the heritage district by adding
muntin bars, and recommended a historical look would be more appropriate than
the contemporary look being proposed by the applicants. Concern was expressed
for the height, massing, and design of the tower.
The applicants confirmed that they would be
open to discussions for landscape improvements. It was suggested that the ground
signage for the entire plaza that is in disrepair presents an opportunity to
replace it with heritage signage. The applicants confirmed that the existing signs
on Scotiabank are lit and are to remain internally illuminated but the tower
logo would not be illuminated.
The Committee acknowledged correspondence
from David Jordon, President of the Thornhill Conservation District Ratepayers
Association, indicating support for the improvements
to the property.
The Committee indicated overall support for
the improvements to the property, and detailed suggestions for design
improvements.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has the following
comments on the proposed changes to the Scotiabank branch at 7681 Yonge Street:
-
add muntin bars or other
treatment to south elevation windows to make them more sympathetic to the
heritage district;
-
modify the design of the tower
to reduce the impact of height and massing;
-
prefer the use of an
appropriate terra-cotta colour of brick;
-
examine the potential for more
heritage friendly signage on the bank and at the plaza;
AND THAT the correspondence from the Thornhill
Conservation District Ratepayers Association be
received as information.

The Senior Heritage Planner advised that
this severance application was before the Committee in April, 2010, and the
Committee had indicated concerns for the proposed lot configuration and tree
preservation. Staff have worked with the applicant and revised
plans were displayed. The amended configuration provides a wider separation
between the heritage dwelling and a future dwelling on the new lot, and will
have a smaller impact on the existing trees on the retained lot.
Russ Gregory, agent, and Joyce Pente, the
applicant were in attendance, and explained the revised proposal.
The Committee expressed concern for the size,
massing, and scale of new infill housing that is occurring in the area. Staff
discussed infill provisions, and recommendations that will be made to the
Committee of Adjustment to address this issue.
The Committee agreed that the revisions are
positive, and noted that the severance impacts the rear of the heritage house
rather than the front. The Committee thanked the applicant for being
considerate of tree preservation and for consulting with the neighbours.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to
the revised Consent Application B/12/10 for 14 Ramona Boulevard, subject to the
following conditions to be included in the approval:
-
a Heritage Conservation
Easement for the heritage building;
-
Site Plan Approval be required
for construction on the severed and retained lots;
-
The height of the new house on
the severed lot to be no higher than the roof peak of the heritage house;
-
The driveway access on the
severed lot be on the west side of the property;
-
A detached garage be required
on the severed lot;
-
The front of the new house on
the severed lot, including a front porch, be no further forward than the south east
corner of the brick portion of the rear (east) wing of the heritage house;
-
A 0.3 metre reserve be dedicated to the Town of Markham across the front of the
retained lot, between the east property boundary and the eastern edge of the
westernmost driveway.

The Senior Heritage Planner explained the
Property Standards issues relating to the driveway, fence, and property
clean-up.
The Chair read correspondence from two
neighbouring residents, with concerns and comments. It was noted that this
property has caused some concerns in the neighbourhood, and a meeting with the
owner would be beneficial to discuss numerous issues. The Committee discussed
the driveway configuration, the two driveway entrances, the location and size
of the fence, and other issues.
A motion to refer this to the Architectural
Sub-Committee was lost. The Ward Councillor and staff agreed to meet with the
owner. Staff advised that the owner appears to be amiable to suggestions and
eager to work with the community. The Committee directed that an update be
provided at a future Committee meeting.
HERITAGE MARKHAM RECOMMENDS:
THAT correspondence from are residents
Judson Whiteside and Elena Bevilacqua, with comments regarding 104 John Street,
be received;
AND THAT the Ward Councillor and one member
of Heritage Section Staff meet with the homeowner of 104 John Street, regarding
the Heritage Permit for driveway re-surfacing and fencing;
AND THAT authority to approve on behalf of
Heritage Markham be delegated to the Ward Councillor
and Heritage Section Staff, taking into consideration the comments of
neighbours and the Committee.

components of the veranda can be restored (or could be salvaged) with the
authority to approve on behalf of Heritage Markham;

application or building permit related to the veranda at 190 Main St. N. be delegated to Heritage Section Staff for approval
following the site visit of the Architectural Review Sub-Committee of Heritage

ownership. Concern was noted that the house should be restored rather than
staying vacant and deteriorating.
HERITAGE MARKHAM RECOMMENDS:

Ø Review the road pattern to determine if the actual front of the Beckett
Farm House can face onto a public right-of-way as opposed to a side lot
situation;
Ø Recommend in the Plan that the Beckett Farm House be protected
through heritage designation and a heritage easement agreement;
Ø The spelling of “Eckhardt” be corrected to “Eckardt”;
Ø Recommend that the barn structures on the property be documented and
offered for salvage prior to their removal;
AND THAT if the Town
takes ownership of the house, that:

money be allocated for its restoration;

timely manner;

consideration be given to appointing stewardship to a Heritage organization.

Heritage Markham member could participate.
