RECOMMENDATION:
1)
That the staff report entitled “Interim phasing plan
for Phase 1 of draft plan of subdivision 19TM-070003 (Times Group Inc.), South
side of Highway 7, east of Warden Avenue,” be received.
2)
That the interim phasing plan for Phase 1, attached as
Appendix ‘A’ to the staff report, be approved.
3)
That, prior to the execution of a subdivision agreement
for Phase 2, the Owner shall submit a comprehensive phasing plan for approval
by the Council of the Town of Markham addressing the infrastructure and
transportation requirements associated with Phase 2 and all subsequent phases
as per the approved Precinct Plan.
4)
That Staff be authorized and directed to do all things necessary
to give effect to this resolution.
EXECUTIVE SUMMARY:

The purpose
of this report is to discuss and recommend approval of an interim
phasing plan for Phase 1 of the
Times Group plan of subdivision, on the south side of Highway 7, east of Warden
Avenue.
On May 19,
2010, draft approved plan of subdivision 19TM-070003 was approved by the
Ontario Municipal Board.
Staff are currently processing a subdivision agreement for Phase
1 of this subdivision, comprising the development blocks on the east and west
sides of future Birchmount Road. On September 21 Development Services Committee
endorsed site plan approval for the proposed developments within Phase 1.
The OMB
approved conditions of draft approval require the Owner to submit a comprehensive
development phasing plan addressing the infrastructure and transportation
requirements associated with each phase of draft plan for approval by Council
prior to execution of the subdivision agreement for Phase 1, and further to
enter into a phasing agreement with the Town prior to registration of Phase 1
to secure the recommendations of the approved phasing plan.
Before a
comprehensive phasing plan can be prepared for the remaining lands within the draft plan, the
Markham Transportation Strategic Plan and the Markham Centre Transportation
Study need to be completed and additional servicing studies need to be
undertaken.
In the
interim, the applicant has submitted a preliminary phasing plan (Appendix ‘A’) outlining
the infrastructure requirements for Phase 1.
Staff have
reviewed the preliminary phasing plan and are satisfied that it adequately
documents the infrastructure requirements for Phase 1.
Prior to the execution of a
subdivision agreement for Phase 2, the applicant will be required to submit a
comprehensive phasing plan for approval by the Council addressing the
infrastructure and transportation requirements associated with Phase 2 and all
subsequent phases as per the approved Precinct Plan.

plan supports the Town’s “Infrastructure Management” priorities.
BUSINESS
UNITS CONSULTED AND AFFECTED:
The proposed
development has been circulated to internal Town departments and external
agencies. All comments/requirements of these departments and agencies are or
will be secured in the phasing agreement and the subdivision agreement.
