PROPOSAL TO RECONSTRUCT HERITAGE HOUSE (16.11)

Staff addressed the Committee and briefly summarized the outcome of the Architectural Review Sub-committee site visit.
Mr. Whalen, owner, addressed the Committee advising the following:
He is seeking feedback from the Heritage Committee with respect to viable options. Mr. Whalen indicated that his Heritage consultant is recommending that the building be dismantled and re-erected. He pointed out that any materials that can be salvaged would be used to build the new structure and that the new structure would be a replica of what currently exists.
One of the Committee members noted that Charles Matthews Ltd. (building movers) had previously visited the property and indicated that the dwelling could be raised and a new foundation constructed underneath.
The Committee suggested that Mr. Whalen contact Charles Matthew Ltd. or another similar company to have them come and perform a site visit and provide a proposal as to whether the current dwelling can be stabilized, lifted and placed on a new foundation including the associated cost.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham receive the observations of the Architectural Sub-Committee concerning the structural issues at 41 Albert Street; and,
THAT the Committee recommends that the owner contact a building mover such as Charles Matthew Ltd. to have them come and perform a site visit and provide a proposal as to whether the current dwelling can be stabilized, lifted and placed on a new foundation including the associated cost.

WINDOW REPLACEMENT (16.11)

Staff summarized the details in the memorandum.
Mr. John Jamieson addressed the Committee advising that the estimate he obtained to re-store the deteriorated existing windows is $33,000.00 and the cost of any required additional wood. He is suggesting that the windows be replaced with wood replicas and metal storm windows.
HERITAGE MARKHAM RECOMMEND:
THAT Heritage Markham has no objection to the approval of the Heritage Permit application for the replication of the wood windows at 36 Eureka Street, subject to the windows matching the originals in terms of size, style and glazing pattern; and,
THAT the metal frames of the new storm windows be coloured to match the colour scheme of the house, and not be metallic; and,
THAT the new front door be made of wood in a traditional style appropriate to the style and period of the house, to be determined by staff.

BIG BELLY WASTE CONTAINERS PILOT PROJECT (16.11)

Ms. Tracy MacKinnon, Unionville BIA addressed the Committee regarding the proposed Big Belly Waste Containers Pilot Project requesting that the skin covers over the bins be black with white lettering. She advised that the BIA had been consulted and it was agreed that the skin colour was to be black. Ms. MacKinnon indicated that the BIA is considering updating the current waste containers with black wrought iron design.
Staff pointed out that the proposed burgundy skin is the adopted heritage colour for Unionville.
There was discussion regarding whether the skin should be burgundy or black. It was suggested that during the three month pilot period that one Big Belly waste container have a burgundy skin and the other have a black skin for comparison purposes.
HERITAGE MARKHAM RECOMMENDS:
THAT Heritage Markham has no objection to the introduction of the Big Belly waste container in the commercial area of the Unionville Heritage Conservation District as a pilot project; and,
THAT one of the Big Belly waste container be covered with burgundy skin and the second Big Belly waste container be covered with black skin for the three month pilot project period, and then reviewed with a final decision based on any feedback obtained.

Staff reviewed the proposal for a 15 metre cell tower which would be located east of the sport field lights.
The Committee stated their concerns with the proposed cell tower being installed at 257
Carlton Road. The Committee suggested that Rogers Communications find an alternate
location.

THAT Heritage Markham objects to the proposed telecommunications tower behind the
Unionville
Curling Club as per the Town of Markham Policy for Establishing
Telecommunications Towers, June 2009 that states “avoiding new
