MEMORANDUM
TO: Chair
and Members of Development Services Committee
FROM: Jim
Baird, Commissioner, Development Services
Robert Tadmore, Senior
Project Coordinator
DATE: November
2, 2010
RE:
Request by Graham and Lucie
Canning for a change of address from 4 Macphail Court to 3 or 5 Macphail Court
RECOMMENDATION:
That the
request for an address change by Graham and Lucie Canning from 4 Macphail Court
to 3 or 5 Macphail Court be denied on the basis that the requested change would
not comply with the Town’s approved street addressing criteria.
BACKGROUND:
Staff
received a request from Graham and Lucie Canning to change the address of their
property from 4 Macphail Court to 3 or 5 Macphail Court citing the number 4
address as having superstitious based concerns for resale purposes. Their
property is situated between 2 and 6 Macphail Court leaving no available
numbers for a change of address (see
Appendix’A’).
After reviewing
the requested address change, Staff identified a conflict with the Town’s
“addressing criteria” and denied the request. Mr. Canning contacted his Ward
Councillor asking for assistance with his address change request. Mr. Canning
has decided to make a deputation on this matter to Development Services
Committee.
Staff
denied the requested address change based on the Council adopted “addressing
criteria” that Staff is required to administer when assigning addresses (see Appendix ‘B’). These criteria were
developed to ensure a coherent and consistent addressing system within the Town.
Criteria # 6 stipulates that odd and even numbers should not be transposed
along a street, regardless of changes in direction, and criteria #4 stipulates
that even numbers are assigned to properties fronting the north side of
streets.
