SUBJECT:                         Utilities Relocation for Rodick Road Phase 2 (Miller Avenue to 14th Avenue) and Rodick Road Phase 3 (14th Avenue to Esna Park Drive)

RECOMMENDATION:

THAT the report entitled “Utilities Relocation for Rodick Road Phase 2 (Miller Avenue to 14th Avenue) and Rodick Road Phase 3 (14th Avenue to Esna Park Drive)” be received;

 

AND THAT the tendering process for the relocation of existing utilities for Rodick Road Phase 2 (Miller Avenue to 14th Avenue) and Rodick Road Phase 3 (14th Avenue to Esna Park), including design review and construction co-ordination services, be waived in accordance with Purchasing By-Law 2004-341 Part II, Section 7(2);

 

AND THAT Staff be authorized to issue Purchase Orders to the various utility companies for the relocation of their existing facilities for Rodick Road Phase 2 (Miller Avenue to 14th Avenue) up to a total value of $300,000.00 exclusive of HST to be funded from the Rodick Road Reconstruction – Miller Ave. to 14th Ave account # 83-5350-7258-005;

 

AND THAT Staff be authorized to issue Purchase Orders to the various utility companies for the relocation of their existing facilities for Rodick Road Phase 3 (14th Avenue to Esna Park Drive) up to a total value of $1,300,000.00 exclusive of HST to be funded from the Rodick Road Extension – Phase 3 account # 83-5350-9300-005;

 

AND THAT Staff be authorized and directed to take the actions necessary, including the execution of documents, to give effect to this report;

 

PURPOSE:

The purpose of this report is to obtain authorization to proceed with the relocation of utilities in advance of tendering of Rodick Road Phase 2 (Miller Avenue to 14th Avenue) and Rodick Road Phase 3 (14th Avenue to Esna Park). Funding is provided in approved Capital Budget accounts, and authorization can proceed at this time under the current term of Council.

 

BACKGROUND:

The Rodick Road project is divided into separate phases with Phase 2 being the widening from Miller Avenue to 14th Avenue and Phase 3 being the extension from 14th Avenue to Esna Park Drive.

 

There are a number of existing utilities (i.e. Hydro, Bell, Enbridge Gas, Rogers and AllStream) within the road allowance of Esna Park Drive, Alden Road, Rodick Road, Riviera Drive and 14th Avenue that require relocation to accommodate the widening and extension of Rodick Road. Staff is proposing to commence the utility relocation work in advance of tendering the road contract in Spring 2011 to reduce the possibility of conflicts between contractors and subsequent extra works and delay claims.

 

DISCUSSION:

The Town has signed Municipal Access Agreements with the utilities which define the responsibilities of each party relating to the sharing of relocation costs. The utility companies are currently at various stages in preparing the designs and cost estimates for their individual relocation works. To expedite the relocation process, staff is requesting approval to issue Purchase Orders to the various utility companies for their relocation plans when the cost estimates are finalized. The Town’s share of the relocation costs will be determined by the terms of the Municipal Access Agreements with the various utilities.

 

 

FINANCIAL TEMPLATE

Funds for the Rodick Road Phase 2 (Miller Avenue to 14th Avenue) utility relocation are budgeted under Engineering Department Capital Budget account # 83-5350-7258-005. This account currently has an available balance of $740,945.14. The budget for Rodick Road Phase 2 (Miller Avenue to 14th Avenue) utility relocation is $300,000.00.

 

Funds for the Rodick Road Phase 3 (14th Avenue to Esna Park Drive) utility relocation are budgeted under Engineering Department Capital Budget account # 83-5350-9300-005.  This account currently has an available balance of $1,322,774.81. The budget for Rodick Road Phase 3 (14th Avenue to Esna Park Drive) utility relocation is $1,300,000.00.
