SUBJECT:                         Removal of the 3-Hour Permitted Parking Restriction on Lilac Avenue

RECOMMENDATION:

 

  1. That the staff report entitled “Removal of the 3-Hour Permitted Parking on Lilac Avenue”, be received;

 

  1. And that Schedule “D” of Traffic By-law 2005-188, be amended to rescind the 3-hour maximum permitted parking restriction on the south side of Lilac Avenue, in its entirety;

 

  1. And that the Operations Department be directed to remove the appropriate signs at the subject locations;

 

  1. And that staff be authorized and directed to do all things necessary to give effect to this resolution.

 

PURPOSE:

This report recommends the removal of the 3-hour maximum permitted parking time period on the south side of Lilac Avenue, in response to a petition received by the residents of Lilac Avenue.

 

BACKGROUND:

Lilac Avenue is a local road residential street in Thornhill.  Currently, there is a 3-hour maximum permitted parking restriction on the south side of Lilac Avenue and a 24-hour parking prohibition on the north side (see “Attachment A”).

 

 In October 2010, the Town received a petition from residents of Lilac Avenue.  The petition, signed by 77% of households, requested that that the 3-hour maximum parking restriction on the south side of the street be removed (see “Attachment B”).

 

DISCUSSION:

In response to the resident petition, Staff conducted a parking assessment of Lilac Avenue and determined that there would be no operational or safety concerns to have vehicles parked beyond the current 3-hour maximum period on the south side of the street.  Therefore, it is recommended that the 3-hour maximum permitted parking restriction on the south side of Lilac Avenue be rescinded.

 

Residents of Lilac Avenue have been advised of this recommendation via notification letter mailed to the individual households on October 25, 2010.
